Luke, Michael M. Daly and Bev Clarno. Also present were Dave Kanner, County Administrator; Scot Langton, Assessor; Dave Peterson, Information Technology; Dan Despotopulos, Fair & Expo Center; Susan Ross, David Givans and Anna Johnson, Commissioners' Office; Marty Wynne, Finance Department; Debbie Legg, Personnel; Becky Wanless, Parole & Probation; and Hillary Saraceno, Commission on Children & Families. Others present were Tom Blust, Road Department; Nancy Blankenship, Clerk's Office; Dan Peddycord, Health Department; Timm Schimke, Solid Waste Department; Lane Roberts, 9-1-1; Sheriff Les Stiles; and Chris Bell and Mark Pilliod, Legal Counsel. Also in attendance were Mike Viegas, Risk Management; Mike Dugan, District Attorney; Scott Johnson, Mental Health Department; Bob LaCombe, Juvenile Community Justice; Tom Anderson, Community Development Department; and Chuck Fadeley, Justice Court. Also present was media representative Keith Chu of The Bulletin. The meeting began at 12:05 p. m. 1. Introductions. The attendees introduced themselves at this time. 2. Discussion of United Way Campaign. Anna Johnson said that the campaign is halfway through, and asked that completed forms be returned to her as soon as possible. Susan Ross explained that attendance at the annual party has been declining; many departments are holding their own parties. Dave Kanner suggested that each department have a potluck or a similar function, and allow two hours of paid time for the event. Dan Peddycord said that the holiday party is about the only function each year where employees can socialize with those from other departments. He asked if some other kind of function could be arranged, such as an annual family picnic. Several department heads indicated their departments are already holding their own parties. The holiday party will take place this year and a determination made if it should be continued. 4. Department Updates. Dan Despotopulos stated that bids have closed on the construction of the RV park at the Fairgrounds. It will be the only park in Redmond and one of just a few in the region. Revenue is expected to be strong. The covered arena will be done soon, which will add about $100,000 in revenue each year. Several large events are scheduled, such as the Grand National Rally, which is attended by nearly 7,000 families who book 2,200 motel rooms, and spend $28,000 a day at the Fairgrounds. After this event is the County Fair, followed by the Family Motor Coach Convention on August 8 through 23. Then the Harley Davidson Convention comes to town, with at least 5,000 participants. Susan Ross said that a boiler in the Courthouse recently broke, but caused minimum damage. Minutes of BOCC/Department Heads Meeting Monday, October 16, 2006 Page 2 of 6 Pages Tom Blust stated that vehicles are being transitioned to studless tires. Also there are two vehicles at the Road Department that can be used by employees of departments who need to travel within the state, a Suburban and a Trailblazer. Scott Johnson explained that state revenue is in question at the next legislative session. Several ballot measures are creating concern about funding. The Oregon State Hospital is examining its needs to offer more community services. The jail expansion may help address the needs of mental health patients and those who have gone through Drug Court. When inmates are released, a bridge program would help them back into society. Mike Viegas said that RFP's are in the works for workers' compensation coverage, an agent of record, a safety consultant, and the skid car program. Duties of the Risk Management Department are being restructured. There were three OSHA inspections in September, and the results were better than ever. The inspection conducted at the Sheriff s Office was very detailed; no problems were found. The Road Department has a superb record. The self- funding program of workers' compensation was found to be in good shape. Hillary Saraceno explained that CYIP reserves are down and there is a lot of concern about the upcoming legislative session. They are working on a strategic plan at this time. Three grants have been received for various programs. An insert in the Bulletin with child and family data will be out on October 30. Dan Peddycord said that West Nile virus is all but here. Also, the danger of rabies is at an all-time high, as is the Hanta virus. His department is working on pandemic planning, in most part because of the threat of the avian flu. Births in the area are also up by 40%. Nancy Blankenship said there is a new ballot drop site in Terrebonne. Mike Dugan explained that he is working on funding, which has been declining for years. There are several murder cases coming up. The average caseload per lawyer is 350, which is 100 more than the statewide average. Tom Anderson said that the Redmond office is operational. There has been an upsurge in Measure 37 claims to 117; Mark Pilliod added that the value noted for these claims is over half a billion dollars. Marty Wynne stated that the annual audit is scheduled for November. Taxpayers can now pay their property tax bill with a credit card of e-check. Lane Roberts said that he is getting acclimated to the department and is in the process of interviewing all of the employees, and getting familiar with the documents used. They are also remodeling to add some stations. Anna Johnson stated that she will be planning some media communications classes for departments. David Givans indicated that he is drafting a best practices document regarding cash handling. Bob LaCombe said he is working on remodeling to meet ADA requirements. He has work crews doing graffiti cleanup in various places. He added that he had a Minutes of BOCC/Department Heads Meeting Monday, October 16, 2006 Page 4 of 6 Pages visitor from England who handles juvenile corrections there; this person said most of the work is privatized there and is very expensive. Becky Wanless stated that the Parole & Probation Officers have joined a union - FOPPO - seventeen are represented. The number of parolees now being supervised is over 1,650. Timm Schimke said that cell 4 of the landfill is planned, at a cost of $1.78 million. The north area development project, with a new receiving facility, new offices and full-time household hazardous waste collection, will begin soon; the cost is about $12 million. Tipping fees are expected to go up in a few years. The Redmond facility will have to be expanded in the near future. Scot Langton said that his department has been very busy. There has been about $1.9 billion in new value added this year. Dave Peterson stated that his department is conduction strategic planning meetings with departments. They also plan to increase storage capacity. Debbie Legg explained that computer software training for employees will be scheduled soon. The training committee needs to meet again in the near future to figure out what classes are needed and wanted. 5. Other Items. None was offered.
