BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
An Order Dissolving Special Road District No. 4
and Oregon Water Wonderland #1 Special Road
District.
ORDER NO. 2007-031
WHEREAS, on November 20, 2006, ORS 198.345(2) the Board of County Commissioners ("Board")
approved and signed Order 2006-161 initiating proceedings to dissolve Special Road District No. 4 and Oregon
Water Wonderland #1 Special Road District ("Districts") for failure to file with the State the required reports
and for failure to elect or have appointed members of the Districts' governing bodies for more than ten years,
and
WHEREAS, per the Board's direction at the November 20, 2006 public meeting, County Legal
Department Staff mailed notices to more than 300 property owners within the Oregon Water Wonderland #1
subdivision, posted notice near the doors of the meeting room of the Board of County Commissioners and upon
the official public bulletin board customarily used for the purpose of posting public notices at the County
courthouse and the notice of the hearing was published in The Bulletin, and
WHEREAS, no testimony or evidence was presented before or at the hearing in opposition to the
dissolution of the Districts, and
WHEREAS, the Board knows of no outstanding bond, coupon or other indebtedness of the Districts, no
delinquent property tax assessments, no uncollected taxes, assessments and charges levied by the Districts, or of
any personal property of the district, and
WHEREAS, as of December 31, 2006, the funds on account for Special Road District No. 4 were
$11,064.10 and the funds on account for Oregon Water Wonderland #1 Special Road District were $13,799.18
and additional interest will have accrued by January 31, 2007, and
WHEREAS, those funds should be transferred to the Deschutes County General Fund, and
WHEREAS, pursuant to ORS 198.920(5), because no qualified district board members exits, the Board
must act on behalf of the district, and
WHEREAS, the Board finds that the lack of activity of the Districts for more than 10 years
demonstrates that dissolution of the districts is in the interest of the people of the county, and
WHEREAS, the Board finds that it must dissolve the two districts per the statutory requirements; now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. The Special Road District No. 4 and Oregon Water Wonderland #1 Special Road District
("Districts") are hereby declared dissolved.

Section 2. The after signature of this order, the County Legal Counsel shall forward a copy of this
Order to the Oregon Department of Revenue, Oregon Secretary of State Archives Division, Deschutes County
Assessor's Office and the Deschutes County Clerk.
Section 3. The Deschutes County Treasurer shall transfer all remaining funds of the Districts to the
Deschutes County General Fund.
