Luke, Mike Daly and Tammy Baney. Also present were Dave Kanner, County Administrator; Susan Ross and Anna Johnson, Commissioners' Office; and, for part of the meeting„ Tom Anderson, Community Development; Mark Pilliod and Mark Amberg, Legal Counsel; Renee Warner, Building Services; Jamie Kanski and Dale Gilbert of the Humane Society of Redmond; and media representative Keith Chu of The Bulletin. The meeting began at 1: 30 p.m. 1. Presentation of Expansion Plans at the Humane Society of Redmond. Jamie Kanski gave an overview of the Humane Society of Redmond's expansion plans, which will include a surgery unit, additional holding areas for cats and dogs, and an event center. The event center will generate revenue to replace revenue lost when the thrift store had to close downtown. The expansion will be done with existing funds and the help of grants and donations. The event center will serve as a shelter for people and their pets during emergency situations, such as wildfires. The Red Cross does not allow pets in their shelters and some people will not leave their homes unless their animals can be placed. The Pet Evacuation Team works with emergency services personnel and the public to make sure animals are safe during evacuation events. The expansion also includes a public U-wash facility for dogs, which will be the only one in Redmond. The group then discussed issues relating to large animals that are confiscated. Because of possible health impacts, they cannot always be placed in temporary homes. The shelter is equipped to handle some cases. Commissioner Luke stated that large cases should be brought to the attention of the County Administrator as well as the Sheriff and District Attorney. After a brief discussion, the Board indicated that violators of the policy do not need to go before the Board; however, a clause should be added that indicates disciplinary action could be taken. Susan Ross said that they have not yet towed a vehicle, and issuing citations is a labor issue. The original problem was employees of local businesses using the County's parking areas. Commissioner Baney asked that this problem be addressed at the departmental level in the future. LUKE: Move approval of County Administrator signature of the parking policy, with changes as discussed. BANEY: Second. VOTE: LUKE: Yes. BANEY: Yes. DALY: Chair votes yes. 3. Discussion of a Code Amendment regarding Private Property Compensation Claims (Measure 37) Mark Pilliod said that due to various court cases, the Measure 37 process needs some adjustments. Less documentation is needed to compute the value of the property; the exact value is not necessary. Most claimants do not get appraisals anyway. Also, clarification is needed regarding who is allowed to testify orally. The guideline has been to notify owners of properties within 250 feet of the subject property. Other testimony can be taken, in writing only. Some other counties do not notify the neighbors or do not allow testimony of any kind. In addition, language will be included regarding how time extensions should be handled. This item will be addressed at the Wednesday, January 31 Board meeting. 4. Other Items. None were offered.
