Luke and Tammy Baney; Commissioner Michael M. Daly was out of the office. Also present were Dave Kanner, County Administrator; Bob Lacombe, Juvenile Community Justice; Roger Olson and George Kolb, Road Department; Kate Moore, Health Department; Susan Ross, Commissioners' Office; Laurie Craghead, Legal Counsel; Rick Silbaugh, 9-1-1; media representative Keith Chu of The Bulletin; and one other citizen. Vice Chair Luke asked Commissioner Baney to open the meeting at 10: 00 a. m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was Consideration of Signature of Document No. 2007- 039, an Amendment to a Financial Services Agreement with the Oregon Department of Human Services regarding the Tuberculosis Treatment Program. Kate Moore gave a brief overview of the item. She said there has been a resurgence of tuberculosis in the country. LUKE: Move approval. BANEY: Second. VOTE: LUKE: Yes. BANEY: Acting Chair votes yes. Before the Board was Consideration of Authorization of Department Director Signature of a Grant Agreement from Oregon Criminal Justice Services Division for Functional Family Therapy. Deevy Holcomb stated that this agreement allows access to grant funds. This is not new grant money. LUKE: Move approval of Department Director's signature. BANEY: Second. VOTE: LUKE: BANEY: Yes. Acting Chair votes yes. 4. Before the Board was Consideration of Vice Chair Signature of a Notice of Intent to Award Contract for the Overlay of Cline Falls Highway. George Kolb gave an overview of the item. Hap Taylor & Sons was the apparent low bidder on this project. The overlay would go from the community of Tumalo to Highway 126 and would also widen the road. LUKE: Move approval. BANEY: Second. VOTE: LUKE: BANEY: Yes. Acting Chair votes yes. 5. Before the Board was Consideration of Signature of an Intergovernmental Agreement with Jefferson County regarding Road Maintenance Services. Roger Olson said that this agreement is similar to an agreement with Crook County, by which equipment is used for the benefit of both entities. LUKE: Move approval. BANEY: Second. VOTE: LUKE: Yes. BANEY: Acting Chair votes yes. 6. Before the Board was Consideration of Signature of a Lease Agreement on County-owned Property. Minutes of Board of Commissioners' Business Meeting Wednesday, March 7, 2007 Page 2 of 5 Pages Susan Ross said that this house was purchased years ago by the Mental Health Department to provide foster care for mentally ill clients. A new tenant wishes to take over the lease and the operation of the foster care facility. The tenant is related to the person who first leased the property. Dave Kanner stated that this type of arrangement is not subject to the competitive bid process. LUKE: Move approval of County Administrator signature. BANEY: Second. VOTE: LUKE: Yes. Before the Board was Consideration of Signature of Order No. 2007-022, Accepting Petition and Setting a Date for a Public Hearing for the Hodgert/Morrison Annexation into Deschutes County Rural Fire Protection District #2. Laurie Craghead said that this action sets a hearing date of March 28, 2007. It is a two property owner annexation. LUKE: Move approval. BANEY: Second. VOTE: LUKE: Yes. Before the Board was Consideration of Signature of Letters Appointing Board Members to the Deschutes River Recreation Homesites Special Road District #6: Brent Johnson, through December 31, 2008 Neal Henderson, through December 31, 2009 LUKE: Move approval. Before the Board was Consideration of Signature of Document No. 2007- 115, an Intergovernmental Agreement with the City of Bend regarding Use of the 9-1-1 Paging System. Rick Silbaugh explained this is a renewal for paging services for public works and other non-public safety groups. Next year's agreement should be written to cover two years. There should not be any need to increase the cost. The amount paid to the provider is covered in great part by other entities using the system. The reason for this being done is that the four major paging companies have filed for bankruptcy over the past few years since many people no longer use paging services. LUKE: Move approval.
