A Resolution Requesting that the Oregon Economic
and Community Development Commission Issue * RESOLUTION NO. 2007-042
State Revenue Bonds to Assist Breedlove Guitar
Holdings LLC in Building a Larger Manufacturing
Facility Within the County.
WHEREAS, Breedlove Guitar Holdings LLC ("Breedlove"), one of the last custom guitar manufacturers in the
United States, has outgrown its current guitar manufacturing facility in the Tumalo Rural Community, as
described in Exhibit A, attached and incorporated by reference herein, and
WHEREAS, Breedlove has a site in the City of Bend ("Bend") near Summit High School that could
accommodate a larger manufacturing facility but needs financial assistance to build the larger facility, and
WHEREAS, on or about March 23, 2007, Clark Jackson, the Central Oregon Business Development Officer for
the Oregon Economic and Community Development Department informed Deschutes County ("County") about
Breedlove's application to the Oregon Economic and Community Development Commission ("ECDC") for
financial assistance with the construction of Breedlove's new facility ("Breedlove Project"), and
WHEREAS, Mr. Jackson also informed the County of the requirement in ORS 285B.332 for a resolution from
the County Board of County Commissioners ("Board") in order for the ECDC to be able to consider the
Breedlove Project as an "eligible project" pursuant to ORS 285B.323(3) and OAR 123-011-0035 for purposes of
issuance of state revenue bonds to assist the Breedlove Project, and
WHEREAS, the Project is located within the boundaries of the County, and
WHEREAS, the Board finds that the County's acknowledged comprehensive plan and land use regulations are
not applicable to the Breedlove Project because the Breedlove Project's new location will be within the city
limits of Bend and, therefore, not under the County's jurisdiction, and
WHEREAS, the Board Ends that the completion of the Breedlove Project in Bend would be in the best interests
of the citizens of the County because Breedlove would not have to search for a larger facility outside the
County, would continue to provide economic opportunities within the County and would, therefore, foster
legislative policy as set forth in ORS 285B.320, and
WHEREAS, the Breedlove Project complies with the County's economic development plan because, for years
the County has been a member of the Economic Development for Central Oregon ("EDCO"), a private, non-
profit organization dedicated to improve the regional economy of Central Oregon and the EDCO economic
development plan strives to maintain and increase light industrial and manufacturing businesses within the
region; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, as follows:

Section 1. The County requests that the ECDC determine that the Breedlove Project is an eligible
project and requests that the State of Oregon assist in the financing of the Breedlove project through the issuance
of State revenue bTV—day

The State of Oregon, through the Oregon Economic and Community Development Department, is
requesting a resolution from the Board of County Commissioners approving the sale of $2.7
million in industrial development revenue bonds to finance the construction of a new
headquarters building for Breedlove Guitar Company. The company is currently located in
two rented buildings in Tumalo. The new building will be located on lot 13 in the
Northwest Crossing, District 2 subdivision. The tax lot is 306, County Assessor's Map
17-11-36. The building will be 20,272 square feet.
Breedlove Guitar has grown from 4.5 employees in 1999 to 41 employees today. The company
expects to grow to 56 employees by 2010. Breedlove Guitar manufactures and sells guitars
and mandolins.
