Luke, Michael M. Daly and Tammy Baney. Also present were Dave Kanner, County Administrator; and, for part of the meeting, Bob Lacombe and Deevy Holcomb, Juvenile Community Justice; Joe Studer, County Forester; Judith Ure, Commissioners' Office; Laurie Craghead and Chris Bell, Legal Counsel; Marty Wynne, Finance; Tom Anderson, Community Development; and Lane Roberts, 9-1-1 Service District. Also in attendance for part of the meeting were members of the 9-1-1 Executive Board: Sheriff Les Stiles, Taylor Robertson of Sisters Fire Department, Tim Moore of Redmond Fire Department, Larry Langston of Bend Fire Department, and Gary DeKorte of Redmond Police Department. Also present was media representative Keith Chu of The Bulletin. The meeting began at 1: 30 p.m. Discussion of Oregon Youth Authority Grant regarding Gang Intervention Services. Bob LaCombe stated that the grant would be used for graffiti removal and to assess gang activity in the area. Deevy Holcomb added that no one seems to know for sure if there is gang activity; much could be individual taggers. The grant is for equipment only, and must be spent by the end of June. Gang conduct is as serious as organized gangs. It is hard to know when there is no comparative data, but they need to get in front of the problem now. The Board indicated support of the grant. 2. Discussion of Grant Applications. Joe Stutler gave an overview of the applications, one of which involves County- owned land. For private property owners to be eligible, they have to be included in an adopted fire plan. This item will be addressed at a later date. 4. Discussion of Levy with the 9-1-1 Executive Board. The group then discussed the upcoming levy for 9-1-1 funding. The Commissioners have to make the decision regarding the rate, but the Executive Board members gave an overview of what the proposed amounts would cover. The group also discussed how to proceed if the levy should fail. There is a contingency fund in place that could help for a limited period of time, but then positions and/or services would have to be eliminated. Dave Kanner pointed out that 9-1-1 is not just for Deschutes County; there is a fairness issue. Sheriff Stiles said that there has been some discussion about reforming the 9-1-1 taxing district to address future needs. Lane Roberts said that the public needs to be educated on the issue but government employees are limited in the interaction they can have with the public on a levy issue. The Board approved the drafting of an order supporting placing the levy on the May ballot. 5. Economic Development Grant Requests. No requests were presented at this time. 6. Discussion of Committee Memberships; Update of Commissioners' Schedules; Meeting Details. The Board discussed upcoming meetings, including those to take input on the La Pine groundwater issue. Commissioner Baney said she would be attending a Public Health Collaborative meeting on January 11, as well as the Sisters City Hall grand opening on January 11. She is also scheduled for County College on January 26. Commissioner Luke stated that he has an AOC legislative meeting scheduled on January 29. He advised that two members are leaving the Deschutes Watershed Council, and two new members are needed. iviinutes oi.vamimstrative Work Session Wednesday, January 10, 2007 Page 2 of 3 Pages 7. Other Items. Dave Kanner stated that Community Development is working with the new City of La Pine on an intergovernmental agreement to handle land use applications and code enforcement. Commissioner Luke stressed that he will not attend the regular meeting with the Redmond Council if the 1,800 acres of County-owned land is going to be discussed. He feels that there needs to be other discussions first. The Board then went into executive session under ORS 192.660(2)(h), litigation; and ORS 192.660(2)(d), union labor negotiations. After the executive session, the Board took action. LUKE: Move that the Board allow Code Enforcement to bind the County into an agreement of voluntary complains on the Tanya Lynn Nail, AKA Tappert, issue -file #06-CB-0543 ST. BANEY: Second. Please call (541) 388-6571 regarding alternative formats or for further information. 2007 Grant Opportunities For Deschutes County We have the opportunity to apply for three grants for a total of $1,837,139.00 which will treat approximately 2000 acres of hazardous fuels on private and county owed land. The grant funding will also provide continued financial support to Project Wildfire and the FireFree Program in Central Oregon. A synopsis of the grants follows: • FEMA/OEM grant for $1,333,333.00 which is a combined effort of Crook and Deschutes County to treat approximately 1500 acres of hazardous fuels on private and county owed land. There is 25% "soft match" required but can be easily identified with our existing efforts in Community Fire Plans and other efforts in both Counties. This is essentially the same grant we submitted last year and have tightened the specificity of property location and reduced the total $ amount from last year. We will know the outcome of this grant in June 2007. • National Fire Plan will be two grant applications for approximately $200,000 each for a total of $400,000. We will treat approximately 500 acres of hazardous fuels on private lands which have been identified as priority properties by our Community Fire Plan efforts. The criteria for selection has changed significantly this year which results in less money received and favors project from CWPP's who have not previously received grant funding. There is 25% "soft match" required but can be easily identified with our existing efforts in Community Fire Plans and other efforts in the county. This gives Bend and Redmond a definite advantage this year. We will know the outcome of this grant in November of 2007. • Homeland Security Grant. We are writing a proposal to Department of Homeland Security under the Assistance to Firefighters Grant Program for a Fire Prevention and Safety grant to support a wildfire prevention awareness and education campaign (FireFree) into the summer and fall months (fire season). The project will specifically target and partner with the highest risk communities identified within completed CWPP's in need of a coordinated wildfire prevention education program. The total grant request is for $103,806 for coordination/facilitation of CWPP groups and projects to implement the education program, materials, supplies and ad campaign expenses. No additional staff will be required. The FireFree Coordinator will handle the expansion of the FireFree program in partnership with CWPP groups through Project Wildfire. No match is required by the County.
