DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, MAY 2, 2007
Commissioners' Hearing Room - Administration Building
1300 NW Wall St., Bend
Present were Commissioner Michael M. Daly and Tammy Baney; Commissioner
Dennis R. Luke was out of the office. Also present were Laurie Craghead, Legal
Counsel; Sue Brewster and Rebecca Brown, Sheriff's Office; Timm Schimke, Solid
Waste Department; Tom Blust, Road Department; Susan Ross, Property and
Facilities; and six other citizens. No representatives of the media were in
attendance.
Chair Michael M. Daly opened the meeting at 10: 00 a. m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was a Public Hearing and Consideration of Signature of
Order No. 2007-101, Approving Caldera Springs Real Estate LLC
Annexation into Four Rivers Vector Control District
Laurie Craghead gave an overview of the item. The District won't be able to
collect taxes until November 2008 because of time constraints. The agreement
for payment of the services would be handled between the District and Caldera
Springs.
Chair Daly opened the hearing. Bruce Landoldt said the District Board has
discussed the annexation and agree that a contract with Caldera Springs is to be
ratified indicating an hourly rate would be charged to Caldera Springs to treat
the area.

Steve Holt, Ball Janik, asked for the Board to approve the annexation and
intend to move forward with the plan.
No other testimony was offered, so the hearing was closed.

3. Before the Board was Consideration of Signature of Document No. 2007-
201, an Intergovernmental Agreement with the City of Bend Municipal
Court regarding Impounded Vehicle Hearings.
Sue Brewster explained that the agreement does not begin until July but it takes
some time to get it through the City's process.

4. Before the Board was Consideration of Signature of Order No. 2007-103,
Declaring Certain Deschutes County Personal Property Surplus, and
Authorizing a Sale of the Property.
Sue Brewster stated that most smaller items are sold as a lot; others are sold
individually. There is time for the public to view the items prior to the opening
of bids. The proceeds would go back to the department where the items
originated.

5. Before the Board was Consideration of County Administrator's Signature of
Document No. 2007-220, a Notice of Intent to Award Letter for the Purchase
of Four Refuse Trailers.
Tom Blust said that these are for the new landfill area, to haul garbage from the
new facility to the pit. The low bid was about $275,000. Feedback from other
entities has been positive. A brief discussion of the equipment and the process
took place.

6. Before the Board was Consideration of Signature of Document No. 2007-
086, a Services Agreement with Visual Thinking Northwest for Video
Production Services.
Susan Ross gave an overview of the item. An RFP process was done and this
company had the winning bid.
A discussion took place regarding programming and issues to be included in the
monthly productions. Dave Kanner explained that the contract can be
terminated at any time due to financial or other impacts. The contract and
productions will be analyzed on an annual basis.
The group discussed the possibility of airing Board meetings; there seemed to
be general support of the idea. Dave Kanner is working with the cable
company in this regard.

7. Before the Board was Consideration of Signature of Document No. 2007-
222, Modification #1 to a Stormwater Management Project Agreement
with Central Oregon Community Investment Board.

Ms. Ross stated that this is a pass-through project dealing with developing a
manual for various entities to use when dealing with stormwater management
issues. Commissioner Daly asked if the Department of Environmental Quality
would be formally adopting the book; Ms. Ross stated that it has been difficult
to get a response from them.
