Smead COUNW SCOMUSSIONER w?w RULES OF ORDER LND AGENDA Requesting that we follow and establish rules of procedure in conducting County Court as suggested by the paper made up by the Consultants in February, 1958. I have made changes and am sure you, Judge Penhollow, will have some alterations to make, and althrough Commissioner McCann is unable to attend, that by next Court Day possibly we could, with care for his health, adopt a procedure. That an agenda be made by the Judge of the Court or Acting Chairman. That the agenda be completed by noon on r:onday. If this date can be followed - all requests for matters of business will be presented to the Judge or Acting Chairman by Friday. . That, if from the public a request of testimony or hearing be made after the date and hour on Friday, that depending upon the importance, consideration be given for additions to the agenda on Monday or Tuesday prior to Court Day. In establishing these rules, members of the Court may make an advance study or research of agenda proposals. A deliberation may be made and action taken without being under any pressure of time. 1. The Judge of the County Court will formally open Court meetings. 2. The Judge will afford opportunity for any discussions and motions. 3• The Judge will declare the hearings closed. The County Court will deliberate and take the matter under consideration. Following the close of Court, action may be taken immediately or may be deferred to a subsequent meeting. SNO'd RE140VAL This being a snow year to try menis souls, many very unreason- able people have made themselves knoi,,n not realizing more had been done for everyone than ever before. But, everyone expects to be plowed out first whether they are on a county road or not. A sign system would make the priority plain. Then, those on public or private roads would not expect to be plowed unless it is a hardship case or there was a surplus of time for the extra services. SoA,_ looking ahead to another year, with these 'signs and news coverage explaining what to expect from the county, we might solve some of our problems. I have used the attitude with the "gripes', of which most have been phone calls, that, although we confer regularly with Charles Plummer, the Road-,,,aster, unless there are basic reasons to think other,7ise, I uphold his judgment. I have discounted about 90 percent of anything I hear. I would ask consideration of this and, although this season nothing definite can be done, that next summer action be taken. Since I have been in office, recently I read an article on road signing differentiating between public and county roads and was impressed with the idea. (I can not find the article but it had to be in either the County Magazine or Road Magazine we get.) I realize we have road names now but I am talking about a larger sign that says "County" or "Public". This will be of considerable expense but I request consideratim.
