Attendance: Commissioners, Alpert Young, Joe Peden and Bill Schinkei,
Steve Scott, Sterling WiIIiver', Ken Mathers, Cash R. Perrine, Jim Down,
Charles Marsh, Laura Velasquez, Charles Plummer, Dave Hoerning, Sheridan
Fahnestock, Donald T. Grubb and Bob Montgomery.
Chairman Young called the meeting to order at 10:00 A. M. First item
on the agenda was the Report of the Review Board on a Way of Necessity
for James S. Drew. Mr. Young read the report of the Review Board and
also the answer to the petition filed by [A-r. and Mrs. Mathers. It
was moved and carried that this matter be continued until next Court
Day, December 18, 1974, in order to allow every one concerned more time
to prepare their cases.
The Commission accepted the recommendation of the Planning Commission
on the Rural Address System and Ordered the Planning Dept. to proceed
with implementing this system.
Lorin Morgan, Planning Director, reported on the Mobil Home Study.
Final Hearing will be held Dec. 18, 1974, after which.a complete
report will be presented.
John Glover, County Sanitarian, suggested to the Commission that they
do away with the Septic Tank Ordinance as DEQ regulations supercede
County Ordinances. HTheill look into a new ordinance which deals with
Pit Privies, as this/is item in the Ordinance which needs local
regulations.
At this time the Commission extended the retirement for Lenor Thornton,
Registered Nurse for Deschutes County until June 30, i975, and Lena
Gowdy, Tax Office until Dec. 310 1975.
Dave Hoerning presented-Resolutions to establish Over Tree Road, Country
Squire Road and bee Tree Lane all in Bee Tree Subdivision, as County
Roads. January 8, 1975 is set as Final Hearing date on objections or
remonstrances which may be filed on account of said roads.
Mr. Young read the Attorney General's opinion to the question of whether
or not a Boundary Commission can be formed within a specific area of a
County or must its boundaries be the County. In the Attorney General's
opinion, a Boundary Commission must be formed on a County wide basis.
Because there were no representatives present to discuss the decision
to form a Boundary Commission; no further action was taken at this time.
