Chairman Young called the meeting to order at 7:30 p. m. First item on the agenda
was the discussion on the concurrence or non-concurrence of a jail study for long range
planning 1977-2000. Don Grubb explained that to expand or remodel the present jail
facilities, the needs for the county, cities or both must be established. Sheriff Sholes
released figures from a jail study that projected jail population figures for the year 2000.
The study shows the jail population for the county facility at 990 bookyngs_.and a
combined city of Bend, county facility with a population at 2122. These figures cover
a 12 month period. It was the general concensus that the cities of Redmond, Sisters and
Bend would like to be excluded, at this time, from being included in a joint jail
adventure, but they would like to see the jail planned in such a manner that it could
be expanded to include these cities in the future if necessary.
Second item on the agenda was the Joint Central Dispatch of Law Enforcement and Emergency
Services. Don Grubb explained that this matter was put on the agenda because if a
decision could be reached between the cities and county, a fund request could be sent
in with the jail fund request. Because the cities did not have advance notice of this
matter, John Stenkamp moved that this matter be tabled until a later date.
Next items of discussion were Jones and Neff Roads. Bob Montgomery explained that
he felt it was time to take some action on finishing the Jones Road project. The
controversy over how many trees to cut down has lessened to the degree that the project
could proceed. In its present condition the road is extremely hazardous to children.
Jack Donahue, city engineer, explained it would cost $90,000 to complete Jones Road.
Mr. Young asked that Dave Hoerning and Jack Donahue get together again and get the
Jones Road project back on schedule.
Neff Road was put on the agenda because it is a main road to the new hospital and part
of the road is in the city limits and part in the county. Dave Hoerning explained
that there is no way that the entire length of Neff Road can be done in the fiscal
year of 1975-1976 as far as the County is concerned. The hospital is to be complete
in six months and Bob Montgomery feels that something has to be done to Neff Road by
that time. Dave explained that there is no money in the budget to complete this
project because Jones Road was made a priority over Neff. Road. A motion was made,
seconded and passed that Neff Road be made the No. 1 priority and Jones Road No. 2.
Denser road was mentioned as another way into the hospital. Rod Smith moved that
the motion to change priorities Neff Road #1 and Jones Road #2 be amended to the effect
that if there is not enough money to finish Neff Road this summer, go ahead and finish
Jones Road. Motion was seconded but failed to pass.

Last item on the agenda was the discussion concerning Forest Receipt Funds. Because of
the controversy over the distribution of these funds to the cities in Deschutes County,
the city of Bend through the LOC is introducing legislation asking distribution of
these funds from the General Road Fund rather than Forest Receipts. Deschutes County
will not support this legislation as it is now written.
A motion was made by Rod Smith, Mayor of Bend, that the Joint County and City
Commissions Meetings be continuted on a regular basis the last Wednesday of each month.
County Commissioner Don Grubb seconded the motion and it passed unanimously.
There being no further business or discussions, the meeting was adjourned at 9:20 p.m.
