Chairman Young called the meeting to order at 10:00 a. m. First
matter of business was the Notice of Final Hearing on the annex-
ation of Saddleback and Saddleback West Subdivision to the Rural
Fire Protection District #2. The Final Hearing will be held May
7, 1975 at 10:00 a. m. in the Courthouse Annex. Commissioner
Grubb moved that the Notice of Final Hearing be approved. Chairman
Young seconded the motion and it passed with Commissioner Montgomery
abstaining.
Chairman Young asked if there was any discussion concerning Road
Department and General Fund bills. There was no discussion.
Chairman Young summarized Blue Cross Insurance coverage for Des-
chutes County employees. At the present time Deschutes County
employees are covered under plan No. 2. which pays $55.00 per day
room rate. The county is considering changing this to plan No.
3 which would pay for a semi-private room. This would cost the
county an extra $270.75 a month for all county employees. Our
fiscal year is up July 1, 1975 with Blue Cross. Commissioner
Montgomery moved that this issue be tabled until bids from local
insurance companies could be received. Commissioner Grubb seconded
the motion and it passed unanimously.
The next item of business was discussion of the formation of a
Safety Committee for Deschutes County. Mr. Stanley Day, SAIF
Representative, explained that Deschutes County has a high
percentage rate of accidents. Deschutes County is 110% higher
than the State average. Charlie Plummer, Roadmaster, brought to
the Commission's attention that the Road Department has a Safety
Committee which meets twice a month. Commissioner Montgomery
said the Commission will take affirmative action to form a
Safety Committee to help reduce our accidents so that our insurance
coverage rates might be reduced.

Lorin Morgan, Planning Director, presented the Zoning Ordinance
Amendment package for Mobile Homes that was tabled from the March
19, meeting. He outlined the effected areas on maps. Hollis
Carlile questioned if the boundries had been changed to exclude
his property. Lorin answered that they had. Milt La Franchi
asked if mobile homes could be placed in the A-1 Zones if they
meet the Uniform Building Code Standards. Mobile homes can be
set up in A-1 Zones if they are built to UBC Standards.
Commissioner Montgomery asked Lorin if amendments could be made
at a later date so that people cannot be told where they can or
cannot place their mobile homes on their property. Lorin explained
that this was the main feature of the proposed amendment, to give
the Planning Commission the authority to control placement of
mobile homes on property. The idea behind this thinking is to
place mobile homes near or around screening. If there is no
screening on the property and neighbors do not object, a mobile
home can be placed in an open area. Commissioner Montgomery
moved that the Mobil Home Zoning Ordinance be adopted as presented.
Commissioner Grubb seconded the motion and it passed unanimously.
Commissioner Grubb presented a Resolution in the matter of Forest
Receipts distribution. Net Forest Receipts are to be distributed
as follows: The first $500,000.00 will be retained by Deschutes
County. The next $500,000.00 will be shared on a 60% county-
40% cities basis with a maximum amount to the cities of $200,000.00.
All net Forest Receipts over $1,000,000.00, the cities will
receive the above mentioned $200,000.00 plus 20% of the monies
over $1,000,000.00. The percentages for the cities are: Bend,
68.370, Redmond, 25.87%, and Sisters, 5.760. Commissioner Montgomery
moved that the Resolution be adopted, Chairman Young seconded and
the motion passed with Commissioner Grubb voting no.
Mrs. Marion Poor requested that two notices of publication be put
in the newspaper instead of one to inform people of the Budget
meetings. She also noticed that the county had taken action to
remove itself from the authority of the Land Conservation and
Development Committee in Salem, and she asked why. The Commissioners
restated their position that they did not want a State agency
dictating to the county how to plan their growth.
There being no further business or discussions the meeting was
adjourned at 11:05 a. m.
