Chairman Young called the meeting to order at 10:00 a.m. As there was
no discussion on Road Dept. or General Fund bills the Board moved to
the first item on the agenda, which was the Establishment of Fargo Lane,
Woodhaven Avenue, Juniperhaven Avenue and Pinehaven/AYein Reed Market
East subdivision, as county roads. Bob Montgomery moved that these roads
be accepted into the county maintained system. Don Grubb seconded the
motion and the vote was unanimous.
The names of Vi Urquhart, Marlene Johannson and Curt McCandlish were
recommended to the Commission for appointments to the Extension Advisory
Council. Commissioner Grubb moved and Commissioner Montgomery seconded
that they be appointed to three year terms expiring July 1, 1978. Vote
was unanimous.
Upon a request from the City of Redmond for an additional 40 acres to
improve Roberts Field, Don Grubb moved and Bob Montgomery seconded that
July 2, 1975 be set as the date for a public hearing to hear any objections
there may be to the transfer of land to the City of Redmond. Vote was
unanimous.
Next item on the agenda was insurance for county employees. Because no
one was present from the Employees Insurance Committee, Bob Montgomery
moved that the July 2 Courtday be the date to make a final decision on
this matter. Don Grubb seconded this motion and the vote was unanimous.
Lorin Morgan presented the Commission with an Order Establishing
Eligibility for the National Flood Insurance Program. If the county
will enact as necessary, and maintain in force for those areas having
flood or mudslide hazards, adequate land use and control measurers with
effective enforcement provisions consistent with the criteria set forth
in Section 1910 of the National Flood Insurance Program Regulations, federal
funds will be available for relief.
Don Grubb announced that the County Refuse and Dog Control Ordinances
are now in effect and will be enforced by the Sheriff's Department.
Don Grubb read a resolution rescinding withdrawal action to COIC, subject
to the formal adoption of the amendments to the By Laws and Articles of
Agreement dated June 12, 1975. Don moved that the county adopt this
resolution. Bob Montgomery seconded this motion and it passed with a
unanimous vote.

Lorin Morgan took the floor and commended the Commissioners on their
work on the county budget. He said he felt the extra effort they put
out informing the people of the county to the needs of the county was
instrumental in getting the budget passed.
Bob Montgomery mentioned at this time that he felt the county should
start work on passing some type of ordinance regulating the discharge
of firearms in specific areas of the county. Abe Young agreed that
action should be taken now instead of after an accident.
Bob Montgomery asked Lorin Morgan when the Comprehensive Plan for Des-
chutes county would be finalized. Lorin said allowing for public hearings
it should be finished in three months.
At this time, Commissioner Montgomery recommended that Mrs. Charles
Landis be appointed to the vacancy from N. Bend to the Citizens Advisory
Committee. Don Grubb moved and Abe Young seconded that she be appointed
to fill this vacancy. Vote was unanimous.
Don Grubb asked Lorin Morgan when a meeting would be set to number
streets in the county. Lorin suggested they wait until Dave Hoerning
returned from vacation, then they would get together and set a date.
The matter of whether or not to raise septic tank fees was brought up
at this time. The DEQ is recommending that they be raised but each county
can request fees they feel is appropriate to their area. Bob Montgomery
moved that Deschutes County keep their fees the same but that they be
reviewed at a latter date. Don Grubb seconded. Vote was unanimous. A
letter to this effect will be sent to the DEQ.
Paul Speck presented the Commission with a Motel-Hotel Transient Room
Tax Ordinance. After Paul briefed the Commission on its contents, Abe
Young read the pertinent parts of the ordinance. Second reading will
be at the July 2, 1975 Commission Meeting. Following a second reading,
the ordinance will go to a vote of the people at the next county wide
election.
As there was no further business or discussion, meeting was adjourned
at 11:25 p.m.
