Chairman Young called the meeting to order at 10:00 a.m. As there was
no discussion on Road Dept. or General Fund bills the Board moved to the
first item on the agenda, which was the hearing on the transfer of 40 acres
at the end of the runway at the Roberts Field Redmond Municipal Airport, to
the City of Redmond. There were no persons present on behalf of the City of
Redmond. Commissioner Grubb moved that the decision be deferred until the
July 16, 1975 meeting, so that the City of Redmond would have some represen-
tation present. Commissioner Montgomery seconded the motion, it passed
unanimously.
Chairman Young read the Transient Room Tax Ordinance No. 203-3 for the
second time. Commissioner Montgomery moved that this Ordinance be put to
a vote of the people at the next county wide election, Commissioner Grubb
seconded the motion, it passed unanimously.
The next order of business was the appointment of Patrick Gisler BSC/MSC
Professional consulting Geologist for the Deschutes County at a rate of
$1.00 per year. As of July 1, 1975 to July 1, 1976, Mr. Gisler will provide
his services to help work out any problems with septic tanks & drain fields.
Commissioner Grubb made a motion to accept his appointment and Commissioner
Montgomery seconded the motion, it passed unanimously.
Chairman Young brought the next order of business up for discussion, the
mining claim application sent by the State Geologists. These permits would
be for Knott pit and Fryrear put. These are sanitary land fill pitts. The
County sells the dirt out of them in order that they pay for the digging of
these pits. Mid-Oregon Crushing does take the gravel from Fryrear pit
and crush it. Commissioner Grubb moved that Mid-Oregon Crushing pay for
the permit on Fryrear pit and the County should refuse to pay for the permit
on Knott pit. The permit fee is $150.00. These pitts are for sanitary
land fills not mines. Chairman Young seconded the motion, after some
discussion the motion failed. Mr. Willard Cyrus who ownes a cinder pit that
the County uses, said he will have to close, if a permit is required.

Commissioner Montgomery felt that the County should not ask Mid-Oregon Crushing
to take out the permit on Fryrear, because this would be admitting that
Fryrear is a mine and not a sanitary land fill. It was decided to just let
the matter stand.
The maintenance agreement with the Dept. of Revenue was next on the agenda.
The Oregon State Statutes require that all major industrial complexes
in the County must be appraised by the State and that at least 25% of all
taxable inventories must be assessed by the State. The State budget was
cut so they raised their rates to the County, so the charge would be a
total of $3,680. Commissioner Montgomery received a telephone call before
the meeting from the Dept. of Revenue saying a mistake had been made and
that the $2,300 the County had in the budget would be enough.
Chairman Young brought up the matter of the final decision on the Employees
Insurance. Commissioner Montgomery said that Western Life Insurance Com-
pany , through a Bend agency presented a bid $14,248 less than Blue Cross.
Western Life has exactly the same coverage with one added feature, maturnity
benefits. Commissioner Montgomery moved that the County adopt Western Life
Insurance for the employees health insurance program. This would become
effective August 1, 1975. Commissioner Grubb seconded the motion and it
passed unanimously.
Chairman Young handed the next order of business over to Commissioner
Grubb. Remodel of the County Jail, Courthouse and adding another court-
room. Commissioner Grubb moved that the remodeling project be open to
selected bidders and that the bids would be opened on July 16, 1975 at
1:30 p.m. in the Courthouse Annex. Commissioner Montgomery seconded the
motion. It passed unanimously.
Lorin Morgan brought five zone changes before the Board. The first was
Z-75-8 Robert E. Wilson - The zone change was from Exclusive Agricultural
to Light Industrial. Commissioner Grubb moved that this zone change be
made, Commissioner Montgomery seconded the motion and it passed unanimously.
Z-75-9 Don B. Seeley - Zone change from Exclusive Agricultural to Light
Industrial. Commissioner Montgomery moved to pass the zone change and
Commissioner Grubb seconded the motion, it passed unanimously.
Z-75-10 Ray G. Spencer - Zone change from Exclusive Agricultural to
Light Industrial. Commissioner Montgomery moved to pass the zone change,
Commissioner Grubb seconded the motion, it passed unanimously.

Z-75-11 J. W. Copeland Yards - Urban Residential to General Commercial.
Commissioner Grubb moved to approve the zone change and Commissioner
Montgomery seconded the motion with the stipulation that the road alignment
be made at the intersection. It passed unanimously.
Z-75-12 Vangard Marketing Inc. - Urgan Residential single family to Urban
Residential multi-family. Commissioner Montgomery moved to approve the
zone change and Commissioner Grubb seconded the motion. It passed
unanimously.
Chairman Young brought up the subject of a gun control in residential areas.
The District Attorney couldn't be present so this was tabled until the
next meeting.
Commissioner Montgomery had a petition that he was sending to the District
Attorney. This petition was regarding an ordinance for Social Games,
under ORS 167, 117 paragraph 11, sub-paragraph (b) pursuant to ORS 167.121.
This matter was tabled until the July 16, 1975 Commission meeting.
Patrick Gisler commented on some of the problems caused by D.E.Q. and
stated that this will be one of his objectives, to try and solve these for
the County.

at 11:45 p.m.
