Chairman Young called the meeting to order at 10:00 a.m. He asked for
discussion concerning Road Dept. or General Fund bills. There was none.
Dave Hoerning took the floor and told the Commission that the residents
of Deschutes River Woods have petitioned the county for the proposed
formation of a Livestock District in that area. Because there were no
objections, Abe Young read an Order by the Commission setting Sept. 16,
1975 as the date for an election of a Deschutes River Woods Livestock
District.
At this time Dave explained to the Commission that

Next item on the agenda was the decision on the land transfer of 40 acres
to the City of Redmond for the improvement of Roberts Field Municipal
Airport. Ed English representing the City of Redmond told the Commission
that the land transfer was very important to the future of the airport
and requested the Commission approve the transfer. Don Grubb moved that
the transfer be granted, Bob Montgomery seconded the motion and it passed
with a unanimous vote of the Commission. A deed will be given to the
City of Redmond for the requested 40 acres.
Upon the request of the Commission, Paul Speck presented a rough draft of
an ordinance controlling the discharging of firearms in residential areas
of the county not already covered by an ordinance- Bob Herwick, Redmond
and Mrs. Linda Brooks from Tumalo spoke in favor of such a move. Joe
DeWitt Jr., Bend questioned if land owners rather than registered voters
be given the say as to whether or not they wish their area to be included
in such a district. After further discussion the Commission assured
everyone present that they will continue to work on this matter and try
to prepare an ordinance that will be equitable to everyone.

Bob Montgomery summarized a petition that was presented to the county
for establishing the legality of social games in private organizations.
This would not cover lotteries as they are not allowed according to State
Statute. Louis Selken, District Attorney is against social gambling
because he feels other forms of crime follow. Following a discussion
from the audience, the District Attorney was instructed to work on this
matter for next Court Day, August 6, 1975.
At this time the Commission, upon a motion by Don Grubb, adopted the
1975-1976 budget. Bob Montgomery seconded the motion and it passed with
a unanimous vote.
The Commission approved a land exchange to MRS Co. for a piece of property
described as follows: That portion of the Westerly 567.20 feet of the
SA of the SA of Section 27, Township 17 South, Range 12 East, W. M. Lying
Southerly of the Neff Road right of way in Deschutes County, Oregon.
Containing .03 acres more or less. Property exchanged to MRS Co.:
A parcel of land located in the SW4 of the SWa of Section 12, Township
18 South, Range 11 East, W. M., Deschutes County, Oregon. Decision was
unanimous.
Dave Hoerning told the Commission that Leslie Dickinson, William C.
Saunders, and Henry C. Wood, Terrebonne, had petitioned the county for the
vacation of portions of First, Second, Third, and Fourth Streets, "A"
Street, and "B" Street in Terrebonne, Oregon. Don Grubb moved that the
Hearing for objections to said vacations be held August ,20, 1975. Bob
Montgomery seconded the motion and it passed with a unanimous vote. A
map will be available at the August meeting for interested persons.
The Central Oregon Firemen's Association has requested the permission of
the county to lease 80 acres near the Negus Land Fill for a training area.
They have to apply for a conditional use permit through the Planning Dept.
and a public hearing will be held on the matter August 6, 1975. If there
are no objections and a conditional use permit is granted, Dave Hoerning
will prepare a lease for the Firemen's Association.
Mr. Lawrence Smith, Deschutes River Woods took the floor at this time and
told the Commission that they have a serious dog control problem in this
area. He claimed there are dogs running in packs and that there hasn't
been a dog control officer in that area for a year or two. The Board of
Commissioners assured Mr. Smith that they would have the matter investigated.

Pat Gisler, Professional Consulting Geologist for Deschutes County asked
the Commission to write to the DEQ requesting the minutes of the meeting
and the formal reports or professional opinions used in arriving at the
decision to require cities in Deschutes County to have sewer systems
installed by a certain date. The Commission assured Mr. Gisler that they
would request this information from the DEQ.
There being no further business or discussion the meeting was adjourned at
11:25 a.m.
