Chairman Young opened the meeting at 10:00 a.m. and called for dis-
cussion on Road Dept. or General Fund bills. There was none.
Dave Hoerning presented the Commission with a Resolution for the exchange
of certain real properties with Paul T. Erb. This exchange will straighten
out a reversionary clause overlooked in a deed transaction on land formerly
owned by Central Oregon Irrigation District. Don Grubb moved that Sept.
18, 1975 at 10:00 a.m. be set as the date for the hearing of objections,
if any therebe to said land exchange. Bob Montgomery seconded the motion
and it passed with a unanimous vote.

Abe Young opened discussion/HB 2970 which requires rabies shots for
dogs before the purchase of dog licenses. This law goes into effect
September 2, 1975. Abe told the audience that the State does not know
how it will finance such a program, only that it is now law. The Des-
chutes County Dog Control Program is a self supporting program, no tax
dollars are used in its operation. Abe went on to say that they have
been receiving complaints about dogs running in packs in the county,
especially Deschutes River Woods. At the present time, there is not an
ordinance that can be enforced to control such situations. This seems
to be a problem at night when people let their dogs run loose. Don made
a motion that the District Attorney draw up an amendment to the Dog
Control Ordinance that would enable enforcement officers to control dogs
running in packs, a pack being two or more dogs. Bob Montgomery seconded
the motion,it passed unanimously. Bob Montgomery said the Commission
would contact the Association of Oregon Counties and ask them if they
know of how other counties in Oregon have solved this problem.
Abe read for the first time an Ordinance providing for the Regulation of
Social Games within the Unincorporated Areas of Deschutes County. Second
reading will be August 20, 1975 and then if there are no objections, the
ordinance will become effective 90 days from the second reading.

Following a discussion on the discharging of firearms in populated areas
of Deschutes County, Bob made a motion that the District Attorney have
an ordinance ready for a first reading on August 20, 1975. Don seconded
the motion and it passed with a unanimous vote.
Don Grubb opened the discussion on the possibilities of new Judicial
Building possibilities for Deschutes County. He presented two alter-
natives, both plans would require a bond issue vote of the people. First
alternative would be for the building of a Public Safety Building, similar
to the one Washington County built in 1970, on existing county site.
This building would include Sheriff's office, Search and Rescue, Emer-
gency Services, jail, kitchen, storage, laundry, counseling rooms,
attorneys rooms, and visiting rooms. Along with this plan we would also
need two court rooms. This plan would cost 1.8 million dollars. Second
alternative would include an addition on the south end of the existing
courthouse that would house the jail and sheriff and an additional annex
to be built north of the present annex to house the Assessor, Treasurer,
District Attorney and Health Departments. The addition on the south of
the main building would include two jail floors, Search and Rescue, new
courtroom and extensive remolding of courthouse to accomodate Juvenile,
Tax office, Clerk and County Court facilities. This plan would cost 1.2
million dollars.
Abe Young explained that Revenue Sharing Funds couldn't be used for this
project because they have to be spent in an 18 month period. They can-
not be put in the bank to accumulate until enough funds are available
to start such a project.
Bill Bogie presented a third alternative to the Commission concerning
the possibility of buying land further out and starting a new complex
that would include businesses, schools etc.
Lorin Morgan presented the Commission with a Zone Change request from
R-1 Urban Residential to M-2T for that portion of land lying South of
the Deschutes River and North of the subdivision Woodriver Village
located in the NE4 of the SE4 of Township 18 South, Range 12 East,
Section 6. The Planning Commission held a hearing on said zone change
and unanimously recommended approval. Bob Montgomery moved that the
zone change be allowed, Don Grubb seconded and it passed with a unanimous
vote.
Bob asked Lorin when the Comprehensive Plan would be ready for approval.
Lorin explained it will be ready by this fall.

Don mentioned that Redmond Industrial ark had requested a land exchange
with the County that would expand their industrial area. The proposed
land to be exchanged to the county is not of equal value. They will be
notified to this effect and they can meet with the Commission if they
wish to pursue this matter.
Dave Hoerning explained to the Commission that they cannot meet the
deadline on Denser Road of September 15. They are having problems
acquiring the necessary right of ways. Dave will notify Sister Katheryn
to this effect.
There being no further business or discussion, meeting was adjourned.
