Chairman Young called the meeting to order at 10:00 a.m. There was no
discussion on Road Dept. or General Fund bills. First item of business
was the Hearing on the Vacation of First, Second, Third, Fourth, "A"
and "B" Streets in Terrebonne. Dave outlined the streets on the map and
told the Commission it would be impossible to continue the streets because
of the terrain. The Commissioners viewed the streets personally and
agreed with Dave. Bob Montgomery moved that the vacations be granted,
Don Grubb seconded the motion and it passed with a unanimous vote.
Abe Young read for the second time a Social Game Ordinance that would
permit social games in public places in Deschutes County. As there were
no objections, Bob Montgomery moved that the ordinance be approved. Don
Grubb seconded the motion and it passed with a unanimous vote. The
ordinance will become effective in 90 days, November 21, 1975.
At this time, Abe read for the first time an ordinance, if passed that
would provide for the regulation of the discharge of firearms within
certain unincorporated areas of Deschutes County. Don Knolls questioned
how the areas are to be defined. The Commission explained that the
boundaries of the proposed restricted area must accompany the petition
and the petition must be signed by 60% of the registered voters in the
area. Second reading of the ordinance will be September 3, 1975.
Next item on the agenda was the proposed amendment to the Dog Control
Ordinance. Louis Selken explained the amendment and after discussion,
Bob Montgomery suggested that it be read for the first time at this
meeting. Chairman Young read the amendment as corrected with the emer-
gency clause that will allow the ordinance to become effective immediately
after the second reading September 3, 1975, if approved.
Dave presented the Commission with an Order for a Hearing establishing
Oregon Water Wonderland Unit II Sanitary District. The petition has
been filed with the County Clerk. Bob Montgomery moved that the reading
of the lenghty legal description be waived. Abe Young seconded and the
motion passed with a unanimous vote. Don Grubb moved that Sept. 17, 1975
be set as the hearing date. Bob seconded the motion and it passed with
a unanimous vote. Publication dates will be Sept. 8 and Sept. 15, 1975.

Don Grubb read a letter from St. Charles Memorial Hospital offering
the county rent free use of the present hospital buildings. They
want a reply by Sept. 15, however, without a few more details such as
maintenance costs, utilities etc. the county cannot answer that soon.
The county will look into the possibilities of using the hospital
building.
Don reported that the fire hoses and exit are finished as part of the
requirements to bring the present jail up to standards. The door is
all that is left to be remodeled.
Bob Montgomery mentioned that he thought the Commission should have a
room count on motels and hotels in the county so that they could proceed
on the Hotel-Motel 5% Room Tax Ordinance. It has been set aside until
the next county wide election because the cost of a special election
would be about $2500.00. Bob feels that the county is loosing revenue
because of not putting the ordinance up for an immediate vote of the
people. John Glover will present the Commission with the needed in-
formation at the next Court Session, Sept. 3, 1975.
Don Grubb explained that a Tri-County Manpower Consortum with Crook and
Jefferson Counties is being formed. The purpose of this Consortum is
to localize CETA. The Consortum will enter into agreement with COIC
to develop and implement the fiscal and administrative management of
CETA funds. This will eliminate the state level and therefore give the
counties the money that the state was taking as its share for admin-
istration. Don moved and Bob seconded that Deschutes County enter into
the Tri-County Manpower Consortum. Vote was unanimous.
There being no further business or discussions, meeting was adjourned
at 11:00 a.m.
