Chairman Young called the meeting to order at 10:00 a.m. There was no
discussion on Road Dept. or General Fund bills. First item of business
was the first reading of the Discharge of Firearms Ordinance. If passed
this ordinance would provide for the regulation of the discharge of fire-
arms within certain unincorporated areas of Deschutes County. Olen Mayer
asked if there was a minimum area for this ordinance. There is not. The
petition will define the boundaries. The second reading will be Sept. 17
1975. If there are no objections at that time the ordinance will be
adopted and go into effect immediately.
The next order of business was the second reading of the Amendment to the
Dog Congrol Ordinance. This amendment will give dog control officers or
deputies the right to shoot dogs running in packs, a pack being three or
more dogs, after having received two complaint calls. Lynne Dresser from
the audience asked the Commission what will prevent people without author-
ity from shooting dogs in packs under this ordinance. She was told that
anyone not having authority to enforce this ordinance will be breaking
the law and the dog owners can take civil or criminal action against such
persons. Don Grubb moved and Bob Montgomery seconded that this ordinance
be adopted. The vote was unanimous. The ordinance will become effective
immediately.
Abe Young told the audience that the Assessor and Juvenile Employees Union
had reached a settlement with the County for a four step rate increase on
the county pay scale. This amounts to a little over 10% increase which
is what the rest of the county employees received in July. Bob Montgomery
moved and Don Grubb seconded that the agreements be accepted. Vote was
unanimous.
Bob Montgomery told the Commission the State requires ?,each year at this
time the Board of Equalization be chosen to serve for o ear terms. Don
Grubb moved that Don Hinman and Virgil Henkle be reappointed to one year
terms on the Board of Equalization. Bob Montgomery will represent the
Commission on the Board. Bob Montgomery seconded the motion and it passed
with a unanimous vote.
Dave Hoerning presented an ordinance that, if passed would regulate the size,
location, number and construction of drive way approaches. Because this
matter was not on the agenda, Bob Montgomery moved that it be read

for the first time September 17. Abe Young seconded the motion. It
passed with Don Grubb voting no.
Abe Young mentionefhat he felt the county should start enforcing the
Ordinance regulating the hauling of refuse. He said that the road to
Knott Pitt is covered with debris that has fallen from uncovered loads
of refuse being hauled to the dump. There is a fine for hauling uncovered
loads and the county is going to start enforcing this ordinance.
Dave mentioned, for press coverage, that the Deschutes River Woods Live-
stock District Election will be held September 16, 1975.
John Killen took the floor and said he supported the new Social Game
Ordinance recently adopted.
Bob Montgomery said he felt the Commission should start looking into a
Sign ordinance because he feels with the new gun ordinance going into
effect people will begin hanging all types and colors of signs. The
city of Bend enforces a sign ordinance.
There being no further business or discussion, meeting was adjourned at
11:20 a. m.
