Chairman Young called the meeting to order at 10:00 a.m. First order of
business was the continued hearing on Oregon Water Wonderland Unit II
Sanitary District. Ron Bryant, attorney for the proposed sanitary district,
told the Commission that the boundaries had been clearly defined and that
they were ready to proceed with their petition to form such a district.
Chairman Young read the ptition and beings there were no objections to
forming a sanitary district, Don Grubb moved that Oregon Water Wonderland
Unit II Sanitary District be formed with Syd Gross, Dan Heierman and Ronald
L. Bryant as Directors. Bob Montgomery seconded the motion and it passed
with a unanimous vote of the Commission.
Chairman Young brought up the matter of the Journagan appeal to the Board
of Commissioners for placement of a second mobile home on his property.
Because some legal questions were raised concerning this matter, the
District Attorney was asked to render a legal decision. However, their
office was not given sufficient time to prepare such a decision. Louis
Selken asked that his office be given until Friday, October 3 to reach a
decision. Bill Pickerel, former owner of the Journagan property, told
the Commission that he had previously had two mobile homes on the property
in question and if this would help he would file an affidavit to this
effect. It was decided to let Mr. Pickerel file the affidavits and the
Board would then reconsider the evidence before making a final decision.
Next item on the agenda was the second reading of the Driveway Ordinance.
Because copies of the ordinance were made to distribute to the audience,
Bob Montgomery moved that reading of the oridnance be dispensed with.
Don Grubb seconded and the vote was unanimous. Chairman Young read the
ordinance title and being there were no objections, Bob Montgomery moved
that the ordinance be adopted by the County. Don Grubb seconded and the
vote of the Commission was unanimous. The ordinance will become effective
immediately.
Don Grubb moved that the second reading of the 5% Transient Room Tax
Ordinance be dispensed with. Bob Montgomery seconded the motion and the
vote was unanimous. Chairman Young read the ordinance title and beings
there were no objections, Don Grubb moved that the county adopt this
ordinance. Bob Montgomery seconded the motion and the vote of the Commission
was unanimous. Don Grubb moved that an election be ordered to vote on

this issue. Bob Montgomery seconded and the vote was unanimous. Election
date will be Nov. 4, 1975.
The Board of Commissioners went on record as recommending voter approval
of the 5% Transient Room Tax.
The Board of Commissioners have been requested by the Mental Health
Advisory Board to have Deschutes County's position concerning the County
Mental Health Authority defined. Bob Montgomery moved that the Commission
acknowledge this request stating that the Deschutes County Family Counsel-
ing Clinic is the County Mental Health Authority. Don Grubb seconded the
motion and it passed with a unanimous vote of the Commission. A letter
to this effect will be sent to the Advisory Board.
Don Grubb moved that the right of way easement requested by Central
Electric Coop across county property be granted. Bob Montgomery seconded
and the vote of the Commission was unanimous.
Lorin Morgan presented the Commission with a request for a Zone change
from R-1 to Plan Development for MRS Co. Because that were several
questions raised as to this request and no one was present from MRS, Bob
Montgomery moved that this decision be set aside until the October 15
Court Day. Don Grubb seconded and the vote of the Commission was unanimous.
At this time Dave Hoerning presented the Commission with a Resolution
re-establishing the Federal Aid Urban Boundaries. Establishing boundaries
makes the City of Bend eligible for monies for street improvements.
Bob Herwich from Redmond took the floor and told the Commission that he
attended a meeting in Redmond concerning the Redmond Sewerage Disposal
Plant. It was an interesting and informative meeting.
Bob Montgomery recommended to the Board of Commissioners that they write
a Resolution taking a stand on their position concerning controlling the
weather in Deschutes County.
As there was no further discussion or business, meeting was adjourned at
10:55 a. m.
