Chairman Young called the meeting to order at 10:00 a.m. Commissioner
Don Grubb was absent. First order of business was the vacation of Bruce
Avenue, Wood Avenu and an Alley in Block 9, Laidlaw, Tumalo as requested
by Tumalo School District. As there were no objections at said Hearing,
Bob Montgomery moved and Abe Young seconded that the vacations be granted.
The vote of the Commission was unanimous.
Next item on the agenda was the 10:00 a.m. Hearing on the Road Dept.
Supplemental Budget. Resources include unanticipated beginning cash
balance of $67,000.00, sale of equipment $40,000.00 for a total of
$107,000.00. The county requirements are 3 dump trucks at $62,000.00,
1 spread master $35,000.00 and 4 snow plows $10,000.00. Oliver Frazer
and Jim Curl spoke in opposition to the county purchasing a chip spreader
on the grounds that the county could not justify the $35,000.00 expenditure
when 2 or 3 private contractors have this machine for contract work. The
Commission assured the men that the county could justify the purchase and
had no intention of putting anyone out of business with this machine. A
final decision on this matter will be made next court day.
At this time Dave Hoerning opened the bids for the Ferguson Bridge Project,'
they were as follows: Jal Const. $34,038.69; Douglas Coats Const.
$31,490.00; R. L. Coats $33,600.00; E. M. Waldron $30,748.00; Sur Mac
Const. $34,549.00; Engineers estimate: $33,020.00. The apparent low
bidder was E. M. Waldron, but after review by unit price the official low
bidder will be announced.
There was no discussion concerning Road Dept. or General Fund Bills.
Because the possibility of Congress acting on General Revenue Sharing this
year looks bleak, the Board of Commissioners Resolved their support of
revenue sharing and their intention to forward a copy of said resolution
to the Senate and House of Representatives. Bob Montgomery moved that
the resolution be adopted, Abe Young seconded the motion and the vote of
the Commission was unanimous. The Resolution will be held for Don Grubb's
signature.

Commissioner Young reported on the sale of the abundant food building to
Charles Church. The offer is for $61,000.00 which will be returned to
the Road Dept. fund because when the building was orginally purchased,
Road Dept. funds were used. Bob Montgomery moved that the county accept
the offer from Charles Church for $61,000.00. Abe Young seconded the
motion and the vote of the Commission was unanimous.
Next order of business on the agenda was the Annexation to Lapine Rural
Fire Protection District. The land to be annexed is in Klamath County,
but the annexation has to be done through Deschutes Co. because the Lapine
Fire District is in Deschutes Co. Bob Montgomery moved that Dec. 3, 1975
at 10:00 a.m. in the Courthouse Annex be set as the date for the Hearing.
Abe Young seconded the motion and it passed with a unanimous vote of the
Commission.
At this time the Commission presented a Resolution Establishing Deschutes
County's Eligibility for the National Flood Insurance Program. Bob
Montgomery moved that the Resolution be adopted, Abe Young seconded the
motion and it passed with a unanimous vote of the Commission.
The names of David Clemens and Michael J. Lunny were presented to the
Commission as appointees to the Deschutes County Planning Commission.
Both men were recommended by the Planning Commission. Bob Montgomery
moved that David Clemens be appointed to serve until July 1, 1976 and
Michael J. Lunny be appointed to serve until July 1, 1977. Abe Young
seconded the motion and the vote of the Commission was unanimous.
Dave Hoerning reported on the upcoming county land sale. Cutoff date for
taking applications will be November 21, 1975. The sale will be held in
January but a definite date has yet to be set. So far the County has
about 20 applications and expects more by cutoff date.
There being no further business or discussion at this time, meeting was
adjourned at 10:35 a.m.
