Milby Chuck Ladoni Polly Spofford Sheridan Fahnestock Chris Williams Lucia Venator, Secretary Chairman Abe Young called the meeting to order at 10:00 a.m. First item on the agenda was the 10:00 a.m. Hearing on the proposed Annexation to Lapine Rural Fire Protection Dist. The property involved is in Klamath County but Deschutes County has jursidiction. Commissioner Montgomery moved that January 7, 1975 be set as the date for the final hearing. Commissioner Grubb seconded the motion and the vote of the Commission was unanimous. Notice of Final Hearing will be published Dec. 24, and Dec. 31, in The Bulletin. There was no discussion on Road Dept. or General Fund bills. At this time the Commission resolved to request the State Marine Board to conduct hearings on the unsafe condition of floating the Deschutes River between Lava Island and the south city limits of Bend. Commissioner Grubb moved that the resolution be adopted. Commissioner Montgomery seconded the motion and it passed with a unanimous vote of the Commission. Chris Williams, Search and Rescue told of the three deaths and numerous accidents that have taken place over the last three years in this stretch of white water. At a recent AOC meeting it was decided to nominate County Commissioners to the Health Service Association Board of Directors. Commissioner Grubb nominated Bob Montgomery as an alternate to the Eastern Oregon H. S. A. Commissioner Young seconded the motion. The vote was as follows: Abe Young, aye; Don Grubb, aye; Bob Montgomery abstained. At this time Dave Hoerning presented the Commission with a Resolution setting a hearing date on Cody Assessment District. Actual cost of road improvement is up from $864.89 per property owner to $1,047.11. Commissioner Grubb moved that January 7, 1976 be set as the hearing date. Commissioner Montgomery seconded the motion and it passed with a unanimous vote of the commission. Chairman Young turned the meeting over to Don Grubb to open discussion on the county building program and its financing. Commissioner Grubb told the audience that the county will not receive the Title X funds of $436,000.00 they requested. The county was planning on using these monies for a building Court Day Minutes December 3, 1975 Page 2 project to include a jail, and an additional courtroom plus remodeling of present facilities. Because these monies will not be received the county needs to plan necessary changes according to the money available. Mrs. Patti Nielsen asked the Omission about road signs on Canal and Old Negus Road. The city of Redmond claims no responsibility for these signs. Charles Plummer said the county was to subsidize the purchase of the signs and the city of Redmond agreed to maintain them because it was their idea to change them. The Commission asked Charlie to contact the city of Redmond and clear this matter up. Frazer Oliver/ asked the Commission if they had any figures concerning the purchase of a chip spreader for the County. He was told the auditor was working on this matter and they would get a copy of the report as soon as it is finished. Commissioner Young told the meeting that he had been contacted by John Mors, Director of the Federal Highway Admin. that the Cascade Lakes Highway project will be delayed again because of increased costs and the go ahead on the project hinges on the passage of the Federal Highway Bill before Congress. Frank Milby, representing Sprecial Road Dist. #1 asked the Board to consider the nominees to the Board vacancy. He said action this month was important because they have a person on payroll and the new Board member has to be authorized to sign the paycheck. The Cam mission told Mr. Milby they would make the appointment at the Dec. 17, 1975 Commission meeting. Ccirumissioner Young mentioned that there is an opening on the County Budget Board. He said they would like to have a volunteer frcm the southern end of the county. The Commission would like to make this appointment before the end of the year. They are open for recommendations.
