Chairman Young called the meeting to order at 10:00 a.m. There was no discussion on
Road Dept. or General Fund bills.
First item on the agenda was the appointment of a Board Member to Special Road Dist. #1.
Several names were submitted. Bob Montgomery moved that James Doud, Rt. 4, Box 965,
Bend, Oregon be appointed as the new board member. Don Grubb seconded the motion with
the following vote: Don Grubb, aye; Bob Montgomery, aye; Abe Young, aye.
At this time Commissioner Grubb nominated Thomas Dickens to a two year term on the
Dog Control Board. Commissioner Montgomery seconded the motion and it was passed with
the following vote.: Don Grubb, aye; Bob Montgomery, aye; Abe Young, aye. Mr. Dickens
term will expire January 1, 1978.
Lorin Morgan, Planning Director presented the Commission with a request to the LCDC
for a conditional extension pursuant to their conditional extension policy. CcrLm issioner
Grubb made a motion that said request be sent to the LCDC, Commissioner Montgomery
seconded the motion. Vote was as follows: Don Grubb, aye; Bob Montgomery, aye; Abe
Young, aye.
Lorin Morgan presented the Commission with an Order requesting the Amendment of the
Deschutes Co. Zoning Ordinance No. PL-5, pertaining to Administrative provisions, Appeal
from Ruling of the Planning Commission, from 15 days to 10 days. Lorin explained that
during this appeal period no building permits can be issued and most appellants appeal
before the 15 day period hoping for a speady decision. The 10 day appeal period is
unanimously recommended by the Planning Counission. Commissioner Grubb moved that the
amendment be made to change the appeal period from 15 to 10 days. Commissioner
Montgomery seconded the motion with the following vote: Don Grubb, aye; Bob Montgomeery,
aye; Abe Young, aye.
Bob Montgomery asked Lorin when the Bend Urban Area Comprehensive Plan would be presented
to the Board of Commissioners. Lorin answered that it was still in committee with
problems yet to be resolved. It would be after the middle of January before it will be
ready for the Board of Commissioners, probably into February.

At this time Dave Hoerning presented the Commission with a Resolution that would give
the Dept. of Public Works the authority to erect no parking signs on portions of the
Cascade Lakes Highway for the purpose of law enforcement of illegal parking. This
request was made by the Oregon State Highway Dept. because of the snow plowing
problems they have due to improper parking. Commissioner Grubb moved and Commissioner
Montgommery seconded that said Resolution be adopted. Vote was as follows: Don Grubb,
aye; Bob Montgomery, aye; Abe Young, aye.
Dave Hoerning read Resolutions for the Establishment of Lazy River South Drive and
River View Drive as county roads. He explained to the Commission that there was an
immediate need to make these roads county roads so the county can keep them open for
travel in the winter. Don Grubb moved that January 21, 1976 be set for the hearing
of objections if any therebe. Bob Montgomery seconded. Vote was as follows: Don
Grubb, aye; Bob Montgomery, aye; Abe Young, aye.
The High Country Disposal Service, upon the recommendation of the Solid Waste Advisory
Committee, petitioned the Board of Commissioners for a rate increase. Commissioner
Montgomery moved that the rate increase be granted as recommended by the Solid Waste
Advisory Committee. Don Grubb seconded. Vote was as follows: Don Grubb, aye; Bob
Montgomery, aye; and Abe Young, aye. The rate increases will become effective January
1, 1976.
Ken Doud from the Division of State Lands appeared before the board to ask their
approval of a land exchange between the GI Ranch and the State Land Board. He explained
this was a policy of the Land Board to get county approval even if the property is not
county land. Property Tax receipts will change with the ownership of the land. The
property to be exchanged is in the area of the GI Ranch between Hampton and Burns.
Vern Everett, representing the GI Ranch spoke in favor of such an exchange. Richard
Cowan, Burns rancher, favors the exchange also. Don Grubb moved that a letter to said
effect be sent to the State Land Board stating Deschutes County favors the land exchange.
Abe Young seconded the motion. Vote was as follows: Don Grubb, aye; Bob Montgomery,
abstained; Abe Young, aye; motion was carried. A letter will be sent to the State
Land Board.
Don Grubb introduced Geoff Downes, from Australia who is a Lions Club exchange student
staying with the Grubbs.
Don Grubb told the audience that the Commission had received the auditors report on
the cost factors of the county purchasing a chip spreader for paving purposes. However,
because one the contractors is out of town, the Commission will wait until January 7,
1976 to brim this matter up formally.
There being no further business or discussion, the meeting was adjourned at 10:45 a.m.
