Selken Bob Montgomery Jack Thornton Abe Young Barron Charles Plummer Sheridan Fahnestock Mrs. Nora Bell Jim Curl Lucia Venator, Secretary Chairman Grubb called the meeting to order at 10:00 a.m. There was no discussion on Road Dept. or General Fund bills. First item of business on the agenda was the proposed annexation to Rural Fire Protection District No. 2. Commissioner Young moved that March 17, 1976 at 11:00 am be set as the date for the hearing of objections, if any to said annexation. Commissioner Montgomery seconded the motion with the following vote: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. Chairman Grubb opened discussion on the county building program. He told the audience that the county architect would have the plans and estimates ready for the Commission by March 1, 1976. He said he favors a public hearing so the public can have an opportunity to add input on whether or not the county should go for a bond issue to finance the construction of a new jail and to remodel other courthouse buildings. Commissioner Montgomery moved that a hearing be set for Tuesday evening, March 2, 1976 at 7:30 p.m. in the Courthouse Annex, then amended the motion to the effect that a decision be announced at the March 3, 1976 Board of Commissioners meeting. Commissioner Young seconded the motion. Vote was as follows: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. The Commission expressed their desire to exchange land in the Tumalo area to the BLM, Forest Service or the State Land Board in exchange for land closer to the cities of Bend, Redmond and Lapine. Also the county is trying to exchange land with BLM for a new school site in Lapine. They are waiting for a reply to a letter sent to Andy Ryan, District Manager of BLM concerning a meeting to discuss this exchange. Dave Hoerning is working on a list of public lands that the county would be intrested in trading. When he is finished with the list the county will contact the agencies owning the land to start negotiations. Last item on the agenda was the discussion of the distribution of Forest Receipts. Last year the county used a formula but the formula was only for one year. This year the county has to decide the distribution again. Because the Forest Service has changed their fiscal year the county will receive a five quarter distribution instead of four. However, next payment may only be a three quarter one. Don Grubb suggested the county give the city of Bend $80,000.00, Redmond $35,000.00 and Sisters $15,000.00. Following a lenghty discussion it was decided to wait on a decision until after the city-county meeting of February 24. Court Day Minutes February 18, 1976 Page 2 Under other business, Chairman Grubb brought up the matter of supporting Wallowa County in their battle with the Forest Service. Wallowa County is appealing a Forest Service decision to implement Alternate "D" in the Wallowa Valley Planning Unit. This decision reduces the allowable timber cut and livestock grazing while increasing recreation. Commissioner Young made a motion that Deschutes County support Wallowa County in their appeal to the Forest Service. Commissioner Montgomery seconded the motion. Vote was: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion passed. A letter of support will be sent.
