Chairman Grubb called the meeting to order at 10:00 a.m. First order of
business was the 10:00 a.m. hearing on the proposed annexation of SE;;
S2SZNE4 of Section 11, and NEaNE4 of Section 14, excluding Klippel Acres
all in Township 17 S, Range 11 E.W.M. to Rural Fire Protection District
No. 2. Dave Hoerning read the notice of final hearing. Commissioner
Young moved that order be issued setting May 19, 1976 at 10:00 a.m. as
the final hearing date on said annexation. Commissioner Montgomery
seconded the motion with the following vote: Abe Young, aye; Bob
Montgomery, aye; and Don Grubb, aye; motion carried.
There was no discussion on Road Dept. or General Fund bills.
At this time Chairman Grubb opened discussion on the April 20, 1976 election
expressing he felt the county should resubmit the same budget to another
vote June 29, 1976. Commissioner Montgomery agreed that the county should
resubmit same budget and if it fails cut back to the 6% limitation which
would mean discontinuing several services the county provides. Commissioner
Young also agreed with presenting the same budget June 29.
Next item on the agenda was the renaming of the Tri County Home Health
Agency. This action was necessary because Crook County no longer partici-
pates in the agency. Commissioner Montgomery moved that as of July 1,
1976, the agency shall be known as Deschutes County Home Health Agency.
Commissioner Young seconded the motion with the following vote: Abe Young,
aye; Bob Montgomery, aye; and Don Grubb, motion carried.
Dave Hoerning opened the bids for the culvert purchase for Deschutes
County. They were: Oregon Culvert Co. $6,490.40; Pacific Corrugated
Pipe, $6,370.70; Spokane Culvert Co. $7,565.70; Beal Pipe & Tank Co.
$6,703.40; Armco Steel Corp. $6,615.42; Kaiser Aluminum $6,149.66;
Engineers estimate was $7,312.40; Kaiser Aluminum appeared to be low bidder
but the successful bidder will not be announced until specifications
are checked.
Lorin Morgan presented the Commission with an Amendment to the Deschutes
County Comprehensive Plan pertaining to the operation of mineral mining
and quarrying operations in Deschutes County. Deschutes County road
construction is dependent on these materials. Under the supervision

of Deschutes County and the State, excavation of aggregate, cinders,
river run gravel and soil would be allowed. Commissioner Young moved
that the Amendment to the Comprehensive Plan be adopted. Commissioner
Montgomery seconded the motion with the following vote: Abe Young, aye;
Bob Montgomery, aye; and Don Grubb, aye; motion carried.
Under open discussion, Commissioner Montgomery announced that the
final hearing on the Bend Comprehensive Plan will be May 13, 1976 at
a joint meeting of the County and City Commissions. There will be
no decisions made at this meeting.
There being no further business or discussion, meeting was adjourned
at 10:30 a.m.
