Bell Marla Rae Lorin Morgan John Craig Jon Oshel Louis Selken Lucia Venator, Secretary Chairman Grubb opened the meeting at 10:00 a.m. Commissioner Montgomery was on vacation. First order of business was the 10:00 a.m. hearing on the Annexation to Rural Fire Protection District No. 2. Dave Hoerning explained that the preliminary hearing was held April 21 and that this date was set at that time as the final hearing on said annexation. There being no requests for an election, Commissioner Young moved that the annexation be approved. Commissioner Grubb seconded the motion with the following vote: Abe Young, aye; and Don Grubb, aye; motion carried. Next item on the agenda was the bid openings for Paving 1976 and Assessment District Roads. Dave Hoerning opened and read the bids. They were: Paving 1976: 1. Babler Bros. $104,256.50; R. L. Coats $127,373.40; Bend Aggregate & Paving, $136,813.03; Central Oregon Pavers, $151,054.00 Engineers estimate: $164,314.50. Assessment Districts: Tekampe Rd: R. L. Coats, $37,862.30; Babler Bros., $49,790.50; Bend Aggregate & Paving, $31,806.35; Central Oregon Pavers $34,607.10; Pacific States Clearing Co. $32,087.50; R. L. Successful low bidders will be announced after specification and bids are checked. There was no discussion on Road Fund or General Fund bills. Next item on the agenda was the appointment to the Library Board. Kathy Walsh from Sisters was recommended as interested in serving on the Library Board. Commissioner Young moved that Kathy Walsh be appointed to serve on the Library Board, with Commissioner Grubb seconding the motion. Vote was: Abe Young, aye; and Don Grubb, aye; motion passed. Chairman Grubb opened discussion on the Bend-Urban Comprehensive Plan explaining that its approval would be set back a couple of weeks until the city and county attorneys had time to interpret the usage of the word should instead of shall.The county favors a discretionary rather than a directive approach to the plan. Commissioner Young agreed with Chairman Grubb. Under open discussion Dave Hoerning presented an order for the Commissions approval adopting Amended Road Standards for Deschutes County. This matter has the approval of the Planning Commission who held a public hearing on the issue May 18, 1976. The amended road standards would insure proper construction and right of way provisions to accomodate todays needs. Commissioner Young moved that said order be adopted. Commissioner Grubb seconded the motion with the following vote: Abe Young, aye; and Don Grubb, aye; motion carried. District Attorney, Louis Selken told the Commission he had prepared a resolution adopting rules establishing rule and procedures for contracts entered into by Deschutes County. This is a follow up to the county's establishment of the County Commission as a local Contract Review Board. Commissioner Grubb moved that they adopt said resolution and Commissioner Young seconded the motion. Vote was as follows: Abe Young, aye; and Don Grubb, aye; motion carried. Court Day Minutes May 19, 1976 Page 3 Mr. Lionel Barker, told the Commission he needed a conditional use permit to operate his model railroad and didn't know what proceedures to follow. He was told to see Lorin Morgan in the Planning Dept. after the meeting and Lorin would assist him.
