Chairman Grubb opened the meeting at 10:00 a.m. First order
of business was the resolution for vacation of Stillwell Street
in Lapine. Commissioner Young motioned that July 7, 1976,
at 10:00 a.m., be set for hearing on the vacation of Stillwell
Street. Commissioner Montgomery seconded the motion, with
the following vote: Abe Young, aye; Bob Montgomery, aye; and
Don Grubb, aye; motion carried.
Next item on the agenda was the resolution for vacation-of
18th Street in Terrebonne. Commissioner Young motioned that
July 7, 1976, at 10:00 a.m., be set for hearing on.the"vaca-
tion of 18th Street. Commissioner Montgomery seconded the
motion, with the following vote: Abe Young, aye; Bob Montgomery,
aye; and Don Grubb, aye; motion carried.
Next on the agenda was the resolution of an access road to
Ponderosa Pines; acceptance as a county road. Commissioner
Young motioned that July 7, 1976 be set for hearing on the
establishment of an access road to Ponderosa Pines. Commissioner
Montgomery seconded the motion, with the following vote: Abe
Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion
carried.
There was no discussion on Road Fund or General Fund bills.
Chairman Grubb opened discussion on the county land adjacent to
Bend City Airport. Art Johnson explained that the City has put
in an application for 24 tie down spaces. They have filed another
application which is more extensive. It calls for $300,000 in
other improvements which would mean resurfacing of the runway,
lengthening of the runway, cross runway, water system, and more
tie down spaces in that area as well. Commissioner Young motioned
that we provide the FFA with a letter of intent to give,: land to.
the City of Bend. Commissioner Montgomery seconded the motion,
with the following vote: Abe Young, aye; Bob Montgomery, aye; and
Don Grubb, aye; motion carried.

Commissioner Grubb opened the matter of discussion on Bend Urban
Area Comprehensive Plan. Commissioner Grubb explained that the
County had received a letter from the City Commission, dated May
21st, asking that the County Commissioners reviewed and approved
the Bend Urban Area Comprehensive Plan. The County asked for
review of the plan and elimination of the problem word, "should."
Commissioner Montgomery explained that the plan should not tell
private property owners what they should do with their own
property. Commissioner Young motioned that the plan be adopted,
subject to amendment changes mentioned as of this date. Commis-
sioner Grubb seconded, with the following vote: Abe Young, aye;
Bob Montgomery, aye; and Don Grubb, aye; motion carried.
Discussion was opened by Commissioner Grubb regarding the jail
problem. Commissioner Montgomery made a motion to contact the
Hospital Board for a price quote for the old hospital. The
following vote was taken: Abe Young, aye; Bob Montgomery, aye;
and Don Grubb, aye; motion carried.
The next item on the agenda was the amendment to Zoning Ordinance
No. PL-5, to non-conforming use. Commissioner Young motioned to
adopt the order. Commissioner Montgomery seconded the motion,
with the following vote: Abe Young, aye; Bob Montgomery, aye;
and Don Grubb, aye; order adopted.
Next on the agenda was the zone change request for Allan Bruckner.
Commissioner Montgomery made a motion to accept the zoning change.
Commissioner Grubb seconded the motion, with the following vote:
Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion
carried.
Under Open discussion, Dave Hoerning asked the City if they were
going to fund the difference between the $139,000 forest receipt
monies and the $171,000 they have estimated for their new road con-
struction. Art Johnson explained that the City would be cutting
back to the $139,000. Dave Hoerning brought up the point that
basically what was happening was that the County and the property
owners are building the City streets. He wanted that understood
because new street construction in the County is paid 100% by the
property owners; no forest receipt monies are used for this pur-
pose. Chairman Grubb feels that two different standards are being
used. It was decided that since the City does not know what the
actual cost of the individual project bids would be, that they
would concur on any bids that the City could get (up to $139,000).
