There being no objections to said vacation, Commissioner Montgomery moved that the vacation of the un- named road between Lot 11 and 12 Blk., 1, lst Addition Deschutes River Acres, be vacated. Commissioner Young seconded the motion with the following vote: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. Second item on the agenda was the bid opening of Asphalt and Concrete Mix Supply for Deschutes County for 1976. The bids were: Bend Aggregate and Paving, $92,000.00; R. L. Coats, $75,600.00; R. L. Coats was the apparent low bidder but the successful bidder wouldn't be announced until the specifications are checked. There was no discussion on Road Dept. or General Fund bills. Chairman Grubb read a letter from the US Economic Development Administration designating Deschutes County as a redevelopment area under the Public Works and Economic Development Act of 1965. This designation will enable Des- chutes County to become eligible for funds for economic redevelopment. Don complimented Jim Curtis, Local Economic Director and Jess Butler from COIC for all their efforts in this matter. Next item on the agenda was the approval of the sale of 2.3 acres of land to Central Oregon Electric Coop. and an option to buy a remaining portion of 11.3 acres. Dave Hoerning explained that Central Oregon Electric Coop. approached the county to buy this rectangular 2.3 acres of property to build a new substation on. In order to sell outright to them, the property had to have been offered for public sale. This parcel was up for public sale February 29, 1936, but did not sell; therefore the county can sell it to the Coop. The Coop also wants a five year option on a remaining 11.3 acres. The county was granted a conditional use permit for this land so a substation can be built. Commissioner Young moved that the county sell the 2.3 acres to the Coop. for $2875.00 with a five year option on the remaining 11.3 acres provided it does not sell for less thanthe per acre price of the 2.3 acres. Commissioner Montgomery seconded the motion with Court Day Minutes June 16, 1976 Page 2 the following vote: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. At this time Dave Hoerning presented the Commission with a resolution Adopting Specifications for Construction and Reconstruction of county roads. He explained that the last Legislature passed legislation requiring counties to adopt these standards. In the past the county has used as a matter of policy the State Highway Divisions Specifications for highway construction. This resolution formalizes this action. Commissioner Montgomery moved the county adopt said resolution, with Commissioner Young seconding the motion. Vote was: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. Chairman Grubb opened discussion on the County Health Insurance explaining that last year the county switched to Western Life from Blue Cross and that the coverage was not as good. Many county employees are very unhappy with Western Life. The county is going to look into going back to Blue Cross or possibly OPS. Next item on the agenda was Assessment Districts. Dave Hoerning told the Commission that Boyd Acres Road, Shoshone Road, River Woods Drive, Tekampe Road and Cheyenne Lane had all petitioned the county for the formation of Assessment Districts. The remonstance period being over, only two, Boyd Acres Road and Shoshone Road carried the required percentage of homeowner approval. Commissioner Montgomery moved that the orders be adopted for the Abandonment of Improvement of Cheyenne Road, River Woods Drive and Tekampe Road. Commissioner Young seconded the motion with the following vote: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. Commissioner Young moved for adoptianof Orders for Improvement by Contract of Shoshone Road and Boyd Acres Road. Commissioner Montgomery seconded the motion with the following vote: Abe young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. Last item on the agenda was a Zone Change request for Roy DeGroat from C-1, Tourist Commercial to C02 General Commercial for property described in order dated June 16, 1976. The Planning Commission held a public hearing on this matter May 26, 1976 and unanimously recommended approval. Commissioner Montgomery moved that said zone change be approved. Comm- issioner Young seconded the motion with the following vote: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. Next Planning item was the matter of "701" Grant for County Building Study. Chairman Grubb read the resolution whereby Deschutes County would apply for 701 Grant Funds. Deschutes County under this grant would receive $3500 for the services of an outside consultant to study the bounty buildings. The county's share would be $1750 in-kind services. Commissioner Montgomery opposed applying for 701 funds. Commissioner Young moved that the county adopt said resolution applying for 701 Grant funds. Commissioner Grubb seconded the motion with the following vote: Abe Young, aye; Bob Montgomery, no; and Don Grubb, aye; motion carried. Court Day Minutes June 16, 1976 Page 3 Under open discussion, Dave Hoerning gave the Commission an update on the paving program. Denser Road is completed. The county is about to pave a 10 to 12 foot strip just west of the City's improvement on Neff Road. Burgess Road is about to be started and currently the county crews are paving O. B. Riley Road.
