Chairman Grubb called the meeting to order at 10:00 a.m.
First order of business was the 10:00 a.m. vacation of 18th
Street. There being no objections to said vacation,
Commissioner Young moved that the vacation of the 18th Street
Road in Terrebonne, be vacated. Commissioner Montgomery
seconded the motion with the following vote: Abe Young, aye;
Bob Montgomery, aye; and Don Grubb, aye; motion carried.
Second item on the agenda was the vacation of Stillwell
Street in LaPine. There being no objections to said vacation,
Commissioner Montgomery moved and Commissioner Young seconded
the motion with the following vote: Commissioner Montgomery,
aye; Commissioner Young, aye; Commissioner Grubbe, aye;
motion carried.
Third item on the agenda was the establishment of Access
Road, Ponderosa Pines. There being no objections to the
establishment of an Access Road, Ponderosa Pines, to be
named Ponderosa Way, Commissioner Young moved and Commissioner
Montgomery seconded the motion for the establishment of an
Access Road Easement in Ponderosa Pines to be named Ponderosa
Way, with the following vote: Commissioner .Montgomery, aye;
Commissioner Young, aye; Commissioner Grubb, aye; motion carried.
There was no discussion on Road Departmemt or General Fund bills.
The next item on the agenda was a Petition signed by 200 interested
persons to keep the McGrath Landfill open. Previously the
tri-counties were under a mandate to bring any landfills up
to DEQ quality. A study was made and it was discovered that
Deschutes County could support four landfill sites. However, it
is not economically feasible to support two sanitary landfills
in Bend. The DEQ has ordered the closing of any substandard
landfills. McGrath landfill site should have been closed six
months ago and is on extension at this time. The costs to
effectively run the landfill site is between $60,000 and
$80,000. Dave Hoerning suggested that it would be much
more ideal to close the McGrath landfill site at this time.
Commissioner Young noted that most of the persons signing
the Petition were from the city of Bend and the city should
have the responsibility of operating a sanitary landfill
site. If the people in the city of Bend want a sanitary
landfill site they should approach the city of Bend.
Commissioners Young and Grubb both support the decision of
the Advisory Board.
The next item on the agenda was the discussion of Insurance
coverage. According to state regulations the county must
carry the lowest bid for insurance coverage. There being
only two bids for the county's insurance coverage, Bend
Insurance Agency and Al Mahoney Agency, Commissioner Young
moved and Commissioner Montgomery seconded the motion that
Al Mahoney, as lowest bidder, be agent of record for Deschutes
County Insurance coverage; with the following vote: Commissioner
Young, aye; Commissioner .Montgomery, aye; Commissioner Grubb,
aye; motion carried.
Dave Hamilton requested a comprehensive plan amendment in
Redmond in the area near the 'Big R', which is now Industrial
zoned; to Commercial zoned. But because of expansion
of an industrial site in the area the comprehesive plan request
was denied. Commissioner Montgomery moved to deny the zone
change and Commissioner Young seconded the Motion with the
following vote: Commissioner Montgomery, aye; Commissioner
Young, aye; Commissioner Grubbe, ave; motion carried.
The next items on the agenda were zone changes. Eugene Tabor
requested zone change from R-1 Urban Residential to C-2
General Commercial, Commissioner Young moved to accept the
zone change and Commissioner Montgomery seconded the motion,
with the following vote: Commissioner Montgomery, aye;
Commissioner Young, aye; Commissioner Grubb, aye; motion
arried. Brooks Resources requests change from A-1, Exclusive
Agricultural to PD, Planned Development. Commissioner
Montgomery moved to accept the zone change and Commissioner
Young seconded, with the following vote: Commissioner
Montgomery, aye; Commissioner Young, aye; Commissioner Grubb,
aye; motion carried. Ralph E. Hale requests zone change from
C-1. Tourist Commercial to C-2, General Commercial.
Commissioner Montgomery moved to accept the zone change and
Commissioner Young seconded the motion with the following vote:

Grubb, aye; motion carried. Commissioner -Montgomery moved
and Commissioner Young seconded that the zone change request
by Derrill L. P~udson be denied, with the following vote:

It was noted by Commissioner Grubb that the next item on
the agenda was the discussion of the county budget, however,
at this time the budget was not finished and the meeting would
be continued until 1:30 p.m. in the Commissioner's Conference
room. Commissioner Young noted that he would like to hear
comments from those opposed to the budget.
Commissioner Grubb announced the resignation of Jay Day,
Building Administrator, effective July 16, 1976.
Commissioner Montgomery noted receipt of a letter from a
LaPine resident concerning a local number in which to call
our Sheriff's office. A discussion was held as to the expense
of installing a connecting number in LaPine. It was decided
that any citizen with an emergency situation should call the
Sheriff's Department collect, 352-5411, and if the privilege
is abused it will simply be cut off. Commissioner Young moved
that the Sheriff's Department accept collect calls for county
emergencies only for a trial period of two months, and
Commissioner Montgomery seconded the motion, with the following
vote: Commission Montgomery, aye; Commissioner Young, aye;
Commissioner Grubb, aye; motion carried.
Commissioner Montgomery noted that a vacancy has occurred on
the Deschutes County Planning Commission for the LaPine area
for over ninety days. Mr. Victor Russell was suggested to
fill this position. Commissioner Montgomery stated that he
would like to have all positions filled by the next Commissioner's
meeting. Commissioner Montgomery moved and Commissioner Young
seconded the motion that Mr. Victor Russell of LaPine be
appointed to fill the vacancy on the Planning Commission, and
that all other positions open on the Planning Commission be
filled by the next court day, July 21. The vote was: Commissioner
!'Montgomery, aye; Commissioner Young, aye; Commissioner Grubb,
aye; motion carried.
There being no further business or discussion the meeting
was adjourned at 11:15 a.m.
