Coats Pat Dean Wesley Struach Jeff Smith Marla Rae Lucia Venator, Secretary Chairman Grubb called the meeting to order at 10:00 a.m. First order of business was the bid opening of the paving of South Century Crive. Bids were: Bend Aggregate and Paving $71,903.50; Central Oregon Paving $77,095.58; and R. L. Coats, $65,044.00; apparent low bidder was R. L. Coats and after extensions are checked, the bid will be awarded. There was no discussion on Road Dept. or General Fund bills. Next item on the agenda was county health insurance. Western Life, current carrier expires August 1, 1976 and the county asked for quotes for fiscal year 1976-77. The low quote was received from Blue Cross through the Association of Oregon Counties. Commissioner Young moved that the county accept the bid of Blue Cross through AOC. Commissioner Montgomery seconded the motion with the following vote: Bob Montgomery, aye; Abe Young, aye; and Don Grubb, aye; motion carried. Dave Hoerning presented the Commission with resolutions for the es- tablishment of Sunset Lane, Deer Field Drive, Northwood Drive, Frontage Road, Holiday Lane, and Cascade Lane all in Evergreen Park subdivision as county roads. Commissioner Montgomery moved that September 1, 1976 be set as the hearing of objections, if any, to said road establishments. Commissioner Young seconded the motion with the following vote: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion passed. Next item was a zone change request by E. L. Search from A-1, Exclusive Agricultural to C-2, General Commercial for property described per order dated July 21, 1976. Commissioner Young moved and Commissioner Montgomery seconded the motion that the zone change be granted. Vote was: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. • J Court Day Minutes July 21, 1976 Page 2 Lorin Morgan presented the Commission with an order amending fees for processing applications in the Planning Dept. This action was deemed necessary due to the recent budget cuts. Commissioner Montgomery moved that the county adopt the amended fee schedule for the Planning Dept. Commissioner Young seconded the motion with the following vote: Bob Montgomery, aye; Abe Young, aye; and Don Grubb, aye; motion passed. Revenue from the new fees will be checked in six months to determine if they are in line and covering the costs of services in the Planning Dept. At this time the names of Sharon McClaughry and Jim Anderson were recommended to the Commissioners for positions on the Deschutes County Planning Commission. Commissioner Montgomery moved and Commissioner Young seconded that Sharon McClaughry and Jim Anderson be appointed to the Planning Commission. Vote was: Bob Montgomery, aye; Abe Young, aye; and Don Grubb, aye; motion carried. They fill the remaining vacancies on the board. Their terms will expire August 1, 1980. Chairman Grubb read a resolution whereby Deschutes County pledged support of H.R. 9717 Payments in Lieu of Taxes. If passed this bill would give counties with federal owned lands payments in lieu of taxes to compensate for the tax immunity of federal lands. Deschutes County is 73% federally owned. Commissioner Young moved that the county adopt said resolution. Commissioner Montgomery seconded the motion with the following vote: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. Chairman Grubb presented two requests for federal funds. One was for a new jail facility in the amount of $1,815,000 and the other was for new Road Dept. facilities in the amount of $1,568,132. The requests have had A-95 review and approval. Commissioner Montgomery moved and Commissioner Young seconded that the county submit these requeststo the Department of Economic Development for possible funding. Vote was: Bob Montgomery, aye; Abe Young, aye; and Don Grubb, aye; motion passed. Commissioner Montgomery announced that he had been to Salem on a meeting concerning regional jails. He personally does not favor such a stand, but that this thinking is gaining in popularity in Salem. Commissioner Young told the audience that he does not approve of the city of Bend leasing its parks to the Bend Metropolitan Parks and Recreation Dist. He understood that the city, when the park district was formed in 1973, would turn over the city parks to the Court Day Minutes July 21, 1976 Page 3 district for care and maintenance. Commissioners Grubb and Montgomery both agreed with Commissioner Young. Mr. Walter Franc of Chaparral Estates petitioned the Commission to force residents of 56265 McVey in Chaparral Estates to clean up their property. The petition was signed by 16 residents in the immediate area. Lorin Morgan, Planning Director said he thinks his office has had complaints on the same property, but none official. The Sanitation Dept. has red tagged the property for unsanitary plumbing facilities. Chairman Grubb told Mr. Franc that the Planning Dept. and Sanitation Dept. would follow up this matter and do what needs to be done.
