Killen Stalder Slough Nora Bell John Craig Poe Sholes Clay & Ruth Edwards Frank MacMilray Dave Hamilton Jeff Smith Al Eriksen Lucia Venator, Secretary Chairman Grubb called the meeting to order at 10:00 a.m. He called for discussion on Road Dept. and General Fund bills. There was none. Dave Hoerning took the floor and announced that the county would be having a land sale in October of this year. A definite date has yet to be set. Applications are being taken in the Commissioner's office. Next item on the agenda was the appointment of a new member to the Library Board. The name of Steven L. Bennett was recommended to the Commission to replace Harry Waldron. Commissioner Young moved and Commissioner Montgomery seconded that Steven L. Bennett be appointed to the Library Board. Vote was: Bob Montgomery, aye; Abe Young, aye; and Don Grubb, aye; motion carried. At this time the Commission announced that the Bend Parks and Recreation Dist. had approached them for the possible transfer of 22 acres of land west of the railroad tracks adjacent to Arrowhead Acres Subdivision for use as a public park. Commissioner Montgomery moved and Commissioner Young seconded that August 18, 1976 be set as the hearing for objections, if any, to said land transfer to the Park Dist. Vote was: Bob Montgomery aye; Abe Young, aye; and Don Grubb, aye; motion passed. Notice of said public hearing will be published in the Bulletin August 9 and 16, 1976. Chairman Grubb opened discussion on the subject of putting the Assessor's office on Data Processing. The Commission received a progress report from the DP Manager in which he said he has had no communication from the Assessor or his office staff on this matter. Until he could have access to the Assessor's office and records he told the Commission it was impossible for him to determine the type of program or cost of a program to recommend to the Commission. The Assessor has refused to cooperate. He blames the Commission for not giving him enough budget Court Day Minutes August 4, 1976 Page 2 so he can hire more appraisers and give them higher wages. Abe Young read a paragraph from a letter from John Lobdell, Director of the Dept. of Revenue, State of Oregon saying that the Assessor's office is properly staffed for a six year appraisal cycle. The Commissioners went on re- cord saying they would not bring the matter up again of putting the Assessor's office on Date Processing. Chairman Grubb read the Arrifmative Action Program guidelines which will be necessary for the county to adopt in order to continue receiving federal monies and grants. Commissioner Montgomery moved that the county adopt the Affirmative Action Program as read. Commissioner Young seconded the motion with the following vote: Bob Montgomery, aye; Abe Young, aye; and Don Grubb, aye; motion carried. Under open discussion, Commissioner Young moved that the Smith Rock conditional use application appeal be heard Thursday evening, August 26, 1976 at 7:30 p.m. in the Courthouse Annex. The evening meeting is for the convenience of local property owners. Commissioner Montgomery seconded the motion with the following vote: Bob Montgomery, aye; Abe Young, aye; and Don Grubb, aye; motion carried. Meeting was adjourned until 11:00 a.m. for the public hearing on the Reconsideration of an Amendment to the Redmond Area Comprehensive Plan. Chairman Grubb called the hearing to order at 11:00 a.m. and turned the hearing over to Lorin Morgan, Planning Director. Lorin read the amend- ment and explained lightindustry as it pertains to planning. The purpose of the amendment as recommended by the City of Redmond is to allow the expansion of service-oriented general commercial activities as well as the expansion of existing light industries in the area between Highway 97 and the railroad south of the central business district of Redmond. Commissioner Montgomery said the only way he would approve of the amend- ment would be if the Planning Dept. sent letters to property owners in the area telling them they could expand in the future if they so desired. Based on this Commissioner Montgomery moved that the amendment be adopted and letters be sent to the property owners in the area to this effect. Chairman Grubb seconded the motion with the following vote: Bob Montgomery, aye; Abe Young, aye; and Don Grubb, aye; motion passed. Lorin Morgan will prepare the letters to be sent and give the Commissioners copies. Frank MacMilray, attorney for Dave Hamilton thanked Lorin Morgan and the Commission for their cooperation in this matter. Hearing was closed. At this time Lorin presented the Commission with a zone change request by Derrill L. Hudson from M-1, Light Industrial to C-2 General Commercial, for property described in order dated August 4, 1976. This property is included in the area covered by the amendment to the Redmond Area Comprehensive Plan. Commissioner Young moved and Commissioner Montgomery, seconded that said zone change be granted. Vote was: Bob Montgomery, aye; Abe Young, aye; and Don Grubb, aye; motion carried. c Court Day Minutes August 4, 1976 Page 3 Last planning item was the Amendment to Deschutes County Zoning Ordinance Article 8, Continuation, Extension and Enlargement of a Non-Conforming use or Structure. Commissioner Montgomery moved that the amendment be adopted deleting that portion of paragraph A of subparagraph 2 which read: or a variance from the provisions from this ordinance. Commissioner Young seconded the motion with the following vote: Bob Montgomery, aye; Abe Young, aye; and Don Grubb, aye; motion carried.
