Chairman Grubb called the meeting to order at 10:00 a.m. Commissioner
Montgomery was absent. First order of business was the public hearing
on the land transfer to Bend Metropolitan Parks and Recreation District.
Dave Hoerning described the area to be transfered. Vince Genna, Parks
Director, spoke in favor of the transfer. Commissioner Grubb moved
that the land transfer be granted, and Commissioner Young seconded the
motion. The vote was: Abe Young, aye; Don Grubb, aye; motion carried.
There was no discussion on Road Dept. or General Fund bills.
Next item on the agenda was discussion on the County land sale which is
tentatively scheduled for the last week in October. Chairman Grubb
announced that the county had notified the Federal Government, BLM and
the State of the pending sale and asked them if they were interested in
any county land for future use. The Forest Service and BLM replied they
were not interested. The State has not replied. The Deschutes Co. Plann-
ing Commission received a petition signed by League of Women Voters and
PURE asking the Planning Commission to rezone the 27,000 acres in the
Tumalo Deer Range A-1-40 which would minimize parcel sizes in that area
to forty acres. Commissioner Young and Grubb had no objections to this
request, but Chairman Grubb read a letter from Commissioner Montgomery
voicing his objection to rezoning said area saying he felt the county
should trade this land to the State. It was generally agreed not to
sell any of this property at this time.
At this time, Chairman Grubb moved that Commissioner Montgomery and Virgil
Henkle be appointed to one year terms on the Board of Equalization. Comm-
issioner Young seconded the motion with the following vote: Abe Young, aye;
and Don Grubb, aye; motion carried. ORS requires that a member be appointed
every August from the County Commission and the Budget Board. These two
members appoint a third member at large at a meeting to be held the
second Tuesday in September.

Under open discussion Chairman Grubb announced that the Public Works Bill
before Congress had been passed but that applications will not be pro-
cessed before August 24 and could be held up for as long as three months.
The county is trying to get all the necessary work done so that when funds
are available they will be ready to begin work on the projects requested
for funding. (Jail and County Road Building) The state has 60 days to
either accept or reject an application; if funds are granted the county
has 90 days to start work on projects.
10:30 a.m. Hearing on Amendment Proposal to Ordinance No. PL-6.
Chairman Grubb opened the hearing at 10:30 and explained the purpose of
the proposed amendment was that when the original ordinance was written,
the enforcement of building code violations was omitted. This amendment
would allow the building inspectors to issue citations without relying on
the State to do so. Commissioner Young spoke in favor of the amendment
to keep this action civil rather than criminal. Charlie Coats of Lapine
questioned how the violations would be observed and how the citations
would be issued. He was told the building inspectors would issue the
citations when they were in the field. Claude Powell questioned the
possible need for more personnel to enforce this amendment. Ken Glantz,
Building Official explained that this would not be necessary; the
amendment was designed for enforcement of continued infractions of the
building code, not for every minor infraction occuring on a day to day
basis. Chairman Grubb closed discussion on this matter and moved that the
county adopt the Amendment Proposal to Ordinance No. PL-6. Commissioner
Young seconded the motion with the following vote: Abe Young, aye; and
Don Grubb, aye; motion carried.
There being no further business or discussion at this time, meeting was
adjourned.
