Chairman Grubb called the meeting to order at 10:00 a.m. First order of
business was the scheduled 10:00 a.m. hearing on the vacation of Jefferson
Street. There were no objections to said vacation. Commissioner Young
moved that Jefferson Street be vacated. Commissioner Montgomery seconded
the motion with the following vote: Abe Young, aye; Bob Montgomery, aye;
and Don Grubb, aye; motion carried.
Second scheduled hearing was the proposed annexation to Rural Fire
Protection Dist. No. 1. There were no objections. Chairman Grubb read
the notice of the final hearing which is set for January 5, 1977. If
there are no objections, at this time, the Commission will approve the
annexation.
Next item on the agenda was the appointment of a Mental Health Advisory
Board. Commissioner Montgomery moved that Jerry Horn, Kathy Lovell, Tom
Huston, Nancy Azhl, and Paul Speck be appointed to one year terms; Don
Parsons, Don Beake Iris Ward, Larry Arbir, to two year terms and Dick
Branaugh, Martin Winch, Jane Poor, Richard Coon and Joan Thorbey to three
year terms. Commissioner Young seconded the motion with the following
vote: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion
carried. Commissioner Young told the audience that this board is very
active and they have a good turnout at all their meetings.
At this time, Chairman Grubb read for the second time, the proposed amend-
ment to County Firearm Ordinance No. 203-5. The amendment defines the
boundaries of the proposed restriced area, which shall be a platted sub-
division or a recognized community for purposes of forming a district
to enforce the firearms ordinance. Commissioner Young moved that the
county adopt the amendment to ordinance No. 203-5. Commissioner Montgomery
seconded the motion with the following vote: Abe Youn
aye; and Don Grubb, aye; motion carried. This amendment will gobintotgomery
effect immediately.
Chairman Grubb said the Commission had been petitioned by residents of
Deschutes River Recreation Homesites Unit 6 for the formation of a road
district for their area. Name of the proposed road district to be Unit
Six Special Road District. Commissioner Young moved that December 15, 1976
be set as the hearing on said proposed road district. Commissioner Grubb
seconded the motion with the following vote: Abe Young, aye; Bob Montgomery,
aye; and Don Grubb, aye; motion carried.

Next item on the agenda was the establishment of roads within Hidden
Valley Mobil Estates. Commissioner Montgomery moved that January 5,
1977 be set as the hearing for the establishment of NW 39th Street, NW
36th Street, NW 35th Street, NW Redwood Lane, NW Spruce Avenue,NW Oak
Avenue, N. W. Quence Avenue, NW Norse Drive, NW Progress Lane, NW Poplar
Avenue in Hidden Valley Mobil Estates as county roads. Commissioner
Young seconded the motion with the following vote: Abe Young, aye; Bob
Montgomery, aye; and Don Grubb, aye; motion carried.
Next was the proposed establishment of NW Montgomery Drive in Cinder Butte
Estates West as a county road. Commissioner Young moved that January 5,
1977 be set as the date for the hearing of objections if any to said road
establishment. Commissioner Montgomery seconded the motion with the fol-
lowing vote: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye;
motion carried.
At this time discussion was opened by Chairman Grubb on the possibility of
the county buying the state building on Division Street for storage. The
building has approximately 1900 sq. ft. and is on a 200' x 100' lot.
The state is asking $22,950 for the building. Bob Young from the Sheriff's
Department and Chris Williams from Search and Rescue spoke in favor of the
purchase for badly needed storage for both departments. Charles Plummer,
Roadmaster told the Commission the road department could use the space they
have been loaning the Sheriff and Search and Rescue. Commissioner Montgomery
moved that if the county could find the funds they purchase the building
from the state. Commissioner Young seconded the motion with the following
vote: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion
carried. Chairman Grubb told the Commission there were appropriate funds
in the building portion of the Revenue Sharing budget for this purchase.
Chairman Grubb read an order whereby the county would sell surplus and
miscellaneous property at public auction. Commissioner Montgomery moved
and Commissioner Young seconded that the county hold a public auction on
Saturday, December 11, 1976 at 10:00 a.m. at the County Road Department
yard for the sale of 13 vehicles and miscellaneous office equipment and
fixtures. Vote on the motion was: Abe Young, aye; Bob Montgomery, aye;
and Don Grubb, aye; motion carried.
Chairman Grubb told the audience that the Commission had been petitioned
by residents of Special Road Dist. No. 1 for the removal of Frank Milby
Jr. as a commissioner on the board. A hearing would be necessary for
both sides to present their case in this matter. Commissioner Young moved
and Commissioner Montgomery seconded that a public hearing be held December
7, 1976 at 7:30 p.m. in the Great Hall at Sunriver. Vote on the motion
was: Abe Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion
carried.
