Next scheduled hearings were for the establishment of 6th Street and Dorrance
Meadow Lane in LaPine as county roads. There were no obejctions from the
audience. Mr. Edwards spoke in favor of the establishments. Dave Hoerning
read the orders for both roads. Commissioner Montgomery moved and Comm-
issioner Young seconded that they dispense with reading the legal descript-
ion of Dorrance Meadow Lane because of its length. Vote was: Abe Young,
aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. Commissioner
Young moved that the Commission adopt the orders establishing 6th Street
and Dorrance Meadow Lane as county roads. Commissioner Montgomery seconded
the motion with the following vote: Abe Young, aye; Bob Montgomery, aye;
and Don Grubb, aye; motion carried.
Last scheduled 10:00 hearing was the proposed formation of Unit Six Special
Road District. December 1, 1976 was the first hearing on this matter.
Paul Whitten, Pres. of the Homeowners Assn. in the area of the road district,
spoke in favor or the formation and said there were no proposed boundary
changes to be made. Dave Hoerning read the notice of the final hearing.
Commissioner Young moved and Commissioner Montgomery seconded that January
5, 1977 be set as the final hearing on this matter. Vote was: Abe Young,
aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. Commissioner

Montgomery stated he feels the people within a proposed road district should
draw up by-laws concerning the selection of their road commissioners and
present them to the Board of Commissioners to eliminate problems they have
had.
Next item on the agenda was the decision in the matter of removing Frank
Milby Jr. as road commissioner from Special Road District No. 1. Don Grubb
read the Commission's decision. Commissioner Young moved that the Comm-
ission accept the resignations of Frank Milby Jr. and James Doud as Comm-
issioners to Special Road District No. 1. The term of June Sebastian
expires December 31, 1976 so her resignation was not necessary. Commissioner
Montgomery seconded the motion with the following vote: Abe Young, aye; Bob
Montgomery, aye; and Don Grubb, aye; motion carried. Chairman Grubb then
read a letter being sent to all registered voters within the boundaries of
Special Road District No. 1 asking them to fill out a preferential ballot
on three people they know would be willing to serve as road commissioners
of their district. All ballots are to be returned by December 31, 1976.
They will then be counted and the Board of Commissioners will use the re-
sults of the preferential ballot as their guideline in choosing a new set
of road commissioners. One point mentioned in the letter that the Comm-
ission wanted to change was having the road commissioners meet in a place
other than the home of one of the road commissioners. Because the district
can not affort to pay for a public meeting place, it was generally agreed
for the road commissioners to meet in a place other than a commissioner's
home, not necessarily a public place. Mr. Brown, attorney for Frank Milby
Jr. gave the Commission the written resignations of Frank Milby and James
Doud.
At this time Dave Hoerning read a resolution for the proposed annexation
to Special Road District No. 1 and explained the boundaries. Commissioner
Young moved that January 5, 1977 be set as the hearing on this matter.
Commissioner Montgomery seconded the motion with the following vote: Abe
Young, aye; Bob Montgomery, aye; and Don Grubb, aye; motion carried. For
those concerned with the boundaries the Commission told them they could
attend the January 5, 1977 hearing and request a boundary change.
Next on the agenda was an appointment to the Deschutes Co. Library Board.
Charles Austin was recommended to the Commission to fill the unexpired term
of Michael Shannon. Commissioner Montgomery moved that Charles Austin be
appointed to fill the unexpired term of Michael Shannon. Commissioner
Young seconded the motion with the following vote: Abe Young, aye; Bob
Montgomery, aye; and Don Grubb, aye; motion carried.
Next appointment was to Lazy River Special Road District. Joseph Thompson
was recommended to the board as willing to serve another term as road
commissioner. Commissioner Young moved that Joseph Thompson be re-
appointed to a three year term on the Lazy River Special Road District
Board. Commissioner Montgomery seconded the motion with the following vote:

Under open discussion the Commission announced that the City of Prineville
has raised their jail board to $30.00 per day. The county has no choice
but to agree to pay their fees if we need to use their jail.
The Commission told the audience that they had received a petition from
residents of LaPine to place a deputy sheriff in residence in that area.
The Commission is working on this matter.
Commissioner Young wanted to go on record as telling the public that the
county had offered to trade land to the school board for the school district
to build on. The school board never even answered the county's letter.
Commissioner Montgomery told the audience that he is trading places with
Jack Postle a Commissioner from Lincoln County for the 2nd and 3rd weeks
in Frebruary. Bob will serve on the Lincoln County Board for two weeks
and Commissioner Postle will serve on the Deschutes County Board for the
same two weeks. They hope to gain insight into the different problems
facing each county.
At this time Planning Department items were scheduled to be heard.
First item was the updated Comprehensive Plan and Zoning Map for Sisters.
Lorin Morgan explained that they had passed the Deschutes County Planning
Commission and need approval of the Deschutes County Commissioners at
this time. He explained in detail the various zones in the Sisters area
both on the Comprehensive Plan and the Zoning Map. There were no objections
at this time. Commissioner Young moved and Commissioner Grubb seconded
that the Comprehensive Plan for the unincorporated areas of Sisters be
approved. Vote was: Abe Young, aye; Bob Montgomery, aye; and Don Grubb,
aye; motion carried. Commissioner Montgomery moved that the Zoning Map
for the unincorporated areas of Sisters be approved. Commissioner Young
seconded. Vote was: Abe Young, aye; Bob Montgomery, aye; and Don Grubb,
aye; motion carried.
Next planning item was the 11:00 a.m. hearing on the Land Partition Ord-
inance which is ready for the Board of Commissioners approval. Chairman
Grubb opened the hearing for testimony. Public hearings were held by the
Planning Commission before they approved it in its present form. Chairman
Grubb said there were several modifications the Commissioners would like
to make before they approved it. Paul Speck told the Commission he would
like to review the ordinance with them and answer any questions they might
have. After hearing testimony the hearing was closed at 11:35 a.m. Comm-
issioner Young moved that the Board of Commissioners delay their decision
on the ordinance until January 5, 1977. Commissioner Grubb seconded the
motion with the following vote: Abe Young, aye; Bob Montgomery, no; and
Don Grubb, aye; motion carried.
There being no further business or discussion, meeting was adjourned at
11:37 a.m.
