Chairman Grubb opened the meeting at 10:00 a.m. First order of business
was the selection of the 1977 Board Chairman. Commissioner Young moved
that Bob Montgomery be nominated for the 1977 chairman. Commissioner Grubb
seconded the motion. The vote was: Abe Young, aye; Don Grubb, aye; and
Bob Montgomery, abstained. Motion passed.
There was no discussion on Road Dept. or General Fund bills.
First of the scheduled 10:00 a.m. hearingswas the proposed formation of
Unit Six Special Road District. The first hearing on this matter was
December 15, 1976. There were no objections to said formation. The
petitioners are still working on the by-laws to govern their district.
Dave Hoerning read the order establishing the road district. Commissioner
Grubb moved that Unit Six Special Road District be established and Paul L.
Whitten, William E. Porter and E. Wade Chapman be appointed as Commissioners
to the road district. Commissioner Young seconded the motion with the
following vote: Abe Young, aye; Don Grubb, aye; and Bob Montgomery, aye;
motion carried.
Second hearing was on the Annexation to Special Road District No. 1. Jack
Broadley spoke in favor of the annexation becuase of its isolation the
only way the people in the area could get in and out would be to annex
to the road district to get their roads cleared. There were no objections.
Commissioner Grubb moved that the reading of the legal be dispensed with.
Commissioner Young seconded the motion with the following vote: Abe Young,
aye; Don Grubb, aye; and Bob Montgomery, aye; motion carried. Commissioner
Grubb moved that the final hearing on the annexation to Special Road Dist.
No. 1 be held February 2, 1977. Commissioner Young seconded the motion.
The vote was: Don Grubb, aye; Abe Young, aye; and Bob Montgomery, aye;
motion carried.

Third hearing was the annexation to Rural Fire Protection District No. 1.
There were no objections. Dave Hoerning read the order with the legal
description of the land to be annexed. Commissioner Young moved that the
county adopt the order annexating said property to Rural Fire Protection
District No. 1. Commissioner Grubb seconded the motion with the following
vote: Abe Young, aye; Don Grubb, aye; and Bob Montgomery, aye; motion
carried.
Fourth hearing was on the establishment of NW Montgomery Drive as a county
road. This road is in the Redmond area. There were no objections. Dave
Hoerning read the order. Commissioner Young moved that the county establish
NW Montgomery Drive as a county road. Commissioner Grubb seconded the
motion with the following vote: Abe Young, aye; Don Grubb, aye; and Bob
Montgomery, aye; motion carried.
Fifth hearing was on the establishment of roads within Hidden Valley Mobil
Estates No. 2. There were no objections. Commissioner Grubb moved and
Commidsioner Young seconded that the reading of the legal descriptions be
dispenses with. Vote was Abe Young, aye; Don Grubb, aye; and Bob Montgomery,
aye; motion carried. Dave Hoerning read the orders. Commissioner Young
moved NW Oak Avenue, NW Popular Avenue, NW Progress Lane, NW 39th Street,
NW 38th Street, NW 37th Street, NW 36th Street, NW 35th Street, all in
Hidden Valley Mobil Estates No. 2 be established as county roads. Comm-
issioner Grubb seconded the motion with the following vote: Abe Young,
aye; Don Grubb, aye; and Bob Montgomery, aye; motion carried.
Next item on the agenda was the appointment of new Road Commissioners to
Special Road District No. 1. Chairman Montgomery explained that the
results of the preferential ballot had been counted by the District
Attorney's office and the Board of Commissioners appointed three new road
commissioners as a result. James Kizziar, June Sebastian and Jack Broadley
were the three top choices of the preferential ballot. Commissioner Grubb
moved that James Kizziar be appointed to a three year term as road comm-
issioner. Commissioner Young seconded the motion with the following vote:
Don Grubb, aye; Abe Young, aye; and Bob Montgomery, aye; motion carried.
Commissioner Grubb moved that June Sevastian be appointed to a two year
term as road commissioner. Commissioner Young seconded the motion with
the following vote: Abe Young, aye; Don Grubb, aye; and Bob Montgomery,
aye; motion carried. Commissioner Young moved that Jack Broadley be appoint-
ed to a one year term as road commissioner. Commissioner Grubb seconded
the motion with the following vote: Don Grubb, aye; Abe Young, aye; and
Bob Montgomery aye; motion carried. Frank Milby took the floor and told
the Commission he would like an inspection of the road district equipment
before he turns it over to the new commissioners. Chris Williams from
Search and Rescue will do the inspection.
Next item on the agenda was the matter of soliciting volunteers for the
Welfare Advisory Board. There has been a board in the past but it has
not been active for several years. The Commission would like the press
to give this matter some news coverage so they could get five volunteers
to serve on the board. The Commission asked the League of Women Voters
observer, Nora Bell to ask her organization for one volunteer. She said
she would take the matter back to her club. The Commission would like

the list of volunteers by their January 19, 1977 board meeting.
An Order for the Supplemental Budget Hearing of January 19, 1977 was
presented next. Commissioner Grubb moved that January 19, 1977 be set
as the public hearing on the supplemental budget. Commissioner Young
seconded the motion with the following vote: Abe Young, aye; Don Grubb,
aye; and Bob Montgomery, aye; motion carried.
At this time the Commission was ready to make their decision on adopting
the Deschutes County Land Partition Ordinance No. PL-7. This matter was
tabled from the December 15, 1976 meeting due to minor changes they wanted
made to the ordinance. The changes were made and it is now in its final
form. Commissioner Grubb moved that the county adopt the Land Paritition
Ordinance No. PL-7. Commissioner Young seconded the motion with the
following vote: Abe Young, aye; Don Grubb, aye; and Bob Montgomery, aye;
motion carried.
Chairman Montgomery thanked Don Grubb for all the work he put into the
Public Works Grant for the new Justice Building that Deschutes County was
granted. This three million dollar grant saved the taxpayers of Des. Co.
about $70.00 on their tax bill for each individual tax payer.
The Commission told the audience they had received a petition from some of
the residents and business people of LaPine for a Deputy for LaPine. This
matter will have to be handled by the budget process because Deschutes Co.
does not have the funds necessary to train or station deputies in LaPine.
Sheriff Sholes told the audience that putting a substation in LaPine would
cost about $50,000. This would include office space, cars and four deputies
for 24 hour duty. The Sheriff's budget could not handle a financial load
like this. Hiring CETA employees and training them to patrol LaPine about
90% of the time would probable by the cheapest way to go. The Commission
will work on this matter and keep the people in LaPine informed on what
is happening.
Dave Hoerning took the floor and told the audience that LaPine and Tumalo
had received a HUD Block Grant for the improvement of their water systems.
There will be a community meeting in Tumalo to discuss this matter on
January 11, 1977 at 7:00 p.m. He asked the press to give this meeting
notice some publication.
There being no further business or discussion, meeting was adjourned at
11:00 a.m.
