Chairman Montgomery called the meeting to order at 10:00 a.m. First
order of business was the continued hearing on Boyd Acres Road Assessment
District. Chairman Montgomery opened the hearing to comments. Charles
Plummer said the road department cound change the alignment on the T
shaped intersection and have asked property owners for the necessary right
of way to widen this area. Jon Oshel told the audience that to widen the
two turns going north would be very expensive. Mrs. Schembari asked why
the school buses would not go into their area. Charles said they had
not received any word from the school district on this matter. Mrs. Imal
Taylor spoke against the three dangerous turns. Bill Pierson spoke against
the dangerous turns also. Commissioner Grubb said that if the property
owners would give the countythe necessary right of way, the county would
repair the turns. No property, no repairs. Commissioner Grubb reminded
the audience that there was a hearing on this assessment district and a
remonstrance period had passed and that 60% of the property owners agreed
to the assessment before construction began. There being no further dis-
cussion, hearing was closed. Commissioner Young moved and Commissioner
Grubb seconded that the county approve the assessment of Boyd Acres Road.
Vote was: Abe Young, aye; Don Grubb, aye; and Bob Montgomery, aye; motion
carried. Commissioner Grubb moved that the county take steps to improve
the three corners on Boyd Acres Road subject to receipt of the property
at no cost to the county. Commissioner Young seconded the motion with the
following vote: Don Grubb, aye; Abe Young, aye; and Bob Montgomery, aye;
motion carried.
There was no discussion on Road Dept. or General Fund bills.

Next item on the agenda was the discussion of a Prisoner Work Program.
Chairman Montgomery truned the discussion over to Commissioner Grubb
who is familiar with this program. He told the audience that by law
the Sheriff cannot work prisoners but the County Commissioners can. At
the present time Josephine County has a pilot program going. By the
Commissioners hiring a guard and furnishing a vehicle, prisoners can
work off their sentences by clearing right of way, picking up litter,
etc. The Commissioners would like to receive public input as to whether
or not the public would like them to implement such a program. Walt
Lefor, County Jailer asked about insurance for such a probram. Gary De
Bernardi said the county now has two policies that would apply under
these circumstances. Louis Selken, District Attorney said he felt the
county would have work for the prisoners that would not cut into the
employment market.
The appointment of a Welfare Advisory Board was scheduled from the Court
Day of January 19, 1977. The Commissioners have received only two names
for a five or seven member board. Commissioner Grubb moved that Sharon
Boller and Mae Killen be appointed to the Welfare Advisory Board. Com-
missioner Young seconded the motion with the following vote: Abe Young,
aye; Don Grubb, aye; and Bob Montgomery, aye; motion carried.
At this time Commissioner Young moved that Claudia Jobe be appointed to
the Mental Health Advisory_ Board. Commissioner Grubb seconded the motion
with the following vote: Abe Young, aye; Don Grubb, aye; and Bob Montgomery,
aye; motion carried. Her term will run from February 1, 1977 to February
1, 1979.
The Board of Commissioners announced that agendas will be sent out only
by request to the news media and interested persons. The list will be
reviewed once a year and those who received agendas and did not attend
meetings will be dropped from the list. Those interested in receiving
an agenda are to give their name and address to the Commissioner's
secretary.
Lorin Morgan, Planning Director presented the Commission with four zone
change requests. The first was for Anton J. Bichler from A-1, Exclusive
Agricultural to SR-1, Suburban Residential for property described per
order. This request has the unanimous approval of the Planning Com-
mission. Commissioner Young moved and Commissioner Grubb seconded that
the zone change be granted to Anton J. Bichler. Vote was: Don Grubb,
aye; Abe Young, aye; and Bob Montgomery, aye; motion carried.
Second zone change request was by Jan L. Ward from A-1, Exclusive Agri-
cultural to PD, Planned Unit Development. This request is consistent with
the Comprehensive Plan and has the unanimous approval of the Planning
Commission. Commissioner Young moved that this zone change for Jan Ward
be granted. Commissioner Grubb seconded with the following vote: Don
Grubb, aye; Abe Young, aye; and Bob Montgomery, aye; motion carried.

Third zone change request was by Luther D. Perdue from A-1, Exclusive
Agricultural to SR-1, Suburban Residential. This request has the unanimous
approval of the Planning Commission. Commissioner Grubb moved that the
county approve said zone change for Luther D. Perdue. Commissioner Young
seconded the motion with the following vote: Abe Young, aye; Don Grubb,
aye; and Bob Montgomery, aye; motion carried.
Fourth zone change request was by Wayne Chirstensen from C-1, Tourist
Commercial to C-2, General Commercial. Property proposed to be C-2
in the Bend Urban Area Comprehensive Plan and has the unanimous approval
of the Planning Commission. Commissioner Young moved that the county
approve the zone change and Commissioner Grubb seconded his motion. Vote
was: Abe Young, aye; Don Grubb, aye; and Bob Montgomery, aye; motion
carried.
Jim Henson explained the complexities of itemizing billings for services
under his 510 Grant.
Commissioner Young explained that the county had been receiving mail from
residents in the Sunriver area approving a land sale of approximately 3500
acres between Sunriver Properties and the Forest Service. If Sunriver sells
the property to the Forest Service it will go off the tax rolls. The
County Commission cannot take a stand either for or against this land sale
without knowing how much the land will sell for and where the money to pay
for it will be coming from.
Chairman Montgomery announced that future joint County-City meetings would
be held in surrounding towns as well as city hall and the courthouse.
The Commissioners announced that several counties in the state had been
repremanded by the Dept. of Revenue for poor work performance in their
Assessor's offices. Malheur, Lincoln and Wallowa were amoung those.
Deschutes County Commissioners have been notified that our Assessor has not
been doing his job and that the position of Chief Appraiser has been vacant
too long. Since the Commission received the letter from Salem, Oscar Bratton
from Malheur County has been promoted to Chief Appraiser. By law ORS 308.055,
the County Commission can replace the Assessor and the Chief Appraisor. No
action was taken on this matter.
The Commission told the audience that residents of Panaramic View Estates
had asked the county for help in inspecting their area for building and
sanitation violations. The Commissioners and Lorin Morgan have viewed
this area and will look into this problem. The Commission will coordinate
the Sheriff's office, Sanitation, Planning and Building to go into this
area and site all infractions. Commissioner Grubb said that without public
input, the county would not have been aware of the problems in this sub-
division.

Commissioner Grubb mentioned that the county had received an opinion from
the Attorney Generals office concerning the status of county roads that
are in the city limits because of annexation. His opinion is that when
a city annexes property into its boundaries it also annexes the streets.
This means the county can go to the city and ask them to take over the
county streets in their city limits. Don said we give the city forest
receipt money to work on their streets, then the county ahs to go into
the city limits to work on county roads. When they annex property, they
should annex streets also because they receive the tax money.
Commissioner Young mentioned that the Burgess Bridge was salvaged and used
on Dorrance Meadow Crossing at a saving of about $200,000.00.

10:55 a.m.
