Chairman Montgomery called the meeting to order at 10:00 a.m. First order
of business was the bid openings for Shevlin Park Road. Dave Hoerning
and Jon Oshel opened and read the bids. They were:

Second item on the agenda was the hearing on Annexation to Special Road
District No. 1. This was advertised for February 2, but because no one
was present at that hearing it was held over until February 16, 1977.
Chairman Montgomery opened the hearing and asked if anyone present was
in favor or against said annexation. Jack Broadley, Road Commissioner
took the floor and told the Commission the annexation had the approval
of the Commissioners of Special Road District No. 1. He also said the

Next item on the agenda was discussion of possible horse traffic on Old
Cline Falls Road Bridge., This was mentioned as a possibility by Jack Postle,
visiting Lincoln County Commissioner. Charles Plummer, Roadmaster said
the bridge has never been closed to foot traffic, just cars. He would
like to inspect the bridge for safety before the Commission makes a
decision on this matter. The Commissioners and Charles will make an
inspection tour of the bridge next week.
At this time the Commission was ready to appoint a Welfare Board. They
have seven names as volunteers to the board. Commissioner Young moved
that Mae Killen, Jim Peterson, Jean Beake and Sharon Boller be appointed
to four year terms and Lynn Denk, Mrs. Eileen Donaldson and Mrs. Rolberta
Hansen to two year terms on the Welfare Board. Commissioner Grubb seconded
the motion with the following vote: Abe Young, aye; Don Grubb, aye; and
Bob Montgomery, aye; motion carried. The Commission will inform Charles
Schmutz of the local welfare offices of their appointments. Commissioner
Young emphasized that the county has nothing to do with welfare or its
programs, but Oregon Statute dictates that the County Commissioners appoint
a Welfare Board.
Commissioner Grubb moved that Rosemary Williams be appointed to the
unexpired term of C. T. Huston on the Mental Health Advisory Board.
Commissioner Young seconded the motion with the following vote: Don Grubb,
aye; Abe Young, aye; and Bob Montgomery, aye; motion carried.
Next agenda item was the approval of the Board of Commissioners for Home
Health to add two new services - speech therapy and occupational therapy
to their services. They also need Commission approval of the revisions
dated February 2 and 3 1977 to their policies. Commissioner Grubb moved
that the Commission approve the addition of speech therapy and occupational
therapy to the services of the Deschutes County Home Health Agency at no
additional cost to the county. Commissioner Young seconded the motion
with the following vote: Abe Young, aye; Don Grubb, aye; and Bob Montgomery
aye; motion carried.
Lorin Morgan, Planning Director presented the Commission with two zone
change requests. The first was for Kim Ward from A-1, Exclusive Agricultural
and R-2, Urban Residential, Multi-family to PD, Planned Development. This
request is consistent with the Comprehensive Plan and has the unanimous
approval of the Planning Commission. Mr. Ward plans on using this devel-
opment for mobile homes. Commissioner Grubb moved that this zone change
request be granted Kim Ward. Commissioner Young seconded the motion.
Vote was: Don Grubb, aye; Abe Young, aye; and Bob Montgomery, aye; motion
carried.

Second zone change request was by Garry Gettman from A-1, Exclusive
Agricultural to SR-1, Suburban Residential for property north of Boyd
Acres Road. This matter was heard at a Planning Commission meeting of
January 26, 1977 and approved by a a 3-2 vote. The Planning Commission
addressed a letter to the Commissioners on this matter. Their concern
being the condition of Boyd Acres Road and request that the Commissioners
give serious consideration to determine the feasibility of making this
street a collector street as an addendum to the Bend Urban Area Compre-
hensive Plan. Several property owners appeared at the hearing concerned
over the amount of traffic that this street would carry if the area was
to develop to suburban densities. Chairman Montgoemry asked if this
wasn't the same area that the Planning Commission had denied zone changes
in for the past few months. Lorin said yes; he thought the Planning
Commission approved this one because they approved one north of this
for Charles Church three months ago. At that time the Planning Commission
thought this area was going to be served by sewers and higher density
would help amoritize the cost of the sewer system. These plans did not
go through, however. Commissioner Grubb said that at the last two board
meetings, the Commissioners have been considering the assessment of Boyd
Acres Road. There are three very bad corners on this road and the Com-
mission went on record as approving the county working over these corners
if they could obtain the right of way, at no cost to the county, from the
property owners to do the necessary work. This zone change request by
Garry Gettman covers about one fourth the area and would probably double
the traffic and the density of this area. The property owners assessed
themselves to improve this road and now the subdivided wants to go in
and take advantage of it. Commissioner Grubb feels if this zone change
is approved it should be stipulated that the subdivider foot the cost of
bringing this road up to a collector road standard. Commissioner Young
feels that the planning for this road was poor, but when a community
improves its roads, traffic increases. Lorin Morgan said that without
sewers in this area, it would only generate suburban density, however, the
road was designed for low density travel. Commissioner Grubb moved that
the county deny the zone change request by Garry Gettman. Commissioner
Young seconded the motion with the following vote: Abe Young, aye; Don
Grubb, aye; and Bob Montgomery, aye; motion carried.
Commissioner Montgomery gave a report of our water situation. Deschutes
River is low on purpose because they are trying to kill the moss and fill
up Wickiup Reservoir and Crane Prairie. They will be full this summer.
If we don't get snow, Tumalo Creek will go dry and Crooked River and
Squaw Creek could go dry.
The Commission announced that an inspection crew had gone to Panaramic
View Estates and that 41 zoning violations were found. Letters were sent
to the property owners informing them of these violations.
Commissioner Grubb announced that March 2 would be the date for the bid

opening on the excavation work for the new justice building. Excavation
should begin by March 14, 1977.
There being no further business or discussion, meeting was adjourned at
10:45 a.m.
