Brooks Ginny Borden Dan Van Vactor John Roelke Jeff Smith Jack Thornton Gary DeBernardi Charlie Plummer Rick Craiger Jim Traughber Lucia Venator, Secretary Chairman Montgomery opened the meeting at 10:00 a.m. First scheduled item was the Hearing on the Formation of Lazy River Vector Control District. Bob opened the hearing and Dan Van Vactor, Attorney, spoke in favor of the formation on behalf of petitioners. There was no opposition. Commissioner Young moved to dispense with reading the lenghty legal description. Don Grubb seconded the motion with a unanimous vote of the Commission. Abe Young moved that Lazy River Vector Control District be formed and Herb Taylor, John Roelke, Rex Garrett, John Macy and Dick Rasmussen be appointed as the Board of Directors for said district. Don Grubb seconded the motion with the following vote: Don Grubb, aye; Abe Young, aye; and Bob Montgomery, aye; motion carried. Next hearing was for the formation of Special Road District No. 4. Dan Van Vactor spoke on behalf of the petitioners favoring said formation. There was no testimony in opposition. Abe Young moved to dispense with reading the legal description. Don Grubb seconded the motion with a unanimous vote of the Commission. Chairman Montgomery read the order of formation. Don Grubb moved they approve the formation of Special Road District No. 4 and appointed Herb Taylor, John Roelke, and Rex Garrett as Comm- issioners of their road district. Abe Young seconded the motion with a unanimous vote of the Commission. There was no discussion on Road Department or General Fund bills. Next item on the agenda was an order setting a hearing for the proposed formation of Choctaw Village Sanitary District. Chairman Montgomery explained where Choctaw was and that the petition was filed by 100% ownership of property within the boundaries for the district. Abe Young moved they set the hearing on the proposed formation of Choctaw Village Sanitary District for May 18, 1977. Objections, if any will be heard at this time. Don Grubb seconded the motion with a unanimous vote of the Commission. Next matter brought up was the Commission support of Pacific Gas Transmission Company's intent to construct a new parallel pipeline on its existing right or ways in Deschutes County for carrying gas from Alaska and Canada for consumers in the Northwest. An environmental study has been completed on this matter. Supposedly another company is also interested in this pipeline, however they do not have existing right of way. Chairman Montgomery read a resolution expressing the Commission's support of PGT's intent to build a pipeline through Deschutes County. Commissioner Grubb moved they approve the resolution. Commissioner Young seconded the motion with a unanimous vote of the Commission. Court Day Minutes May 4, 1977 Page 2 Commissioner Young moved they set June 28, 1977 as the election for a Board of Directors for the newly formed Tumalo Domestic Water Supply District. Commissioner Grubb seconded the motion with a unanimous vote of the Commission. Discussion on Section 8 of the Existing Housing Program was next. Commissioner Grubb opened the discussion by explaining this program is designed to provide rental as- sistance to low income and set income people using existing rentals rather than providing new rentals. Those interested in this program would have to be certified to become eligible for the relief. They are trying to form a tri-county district made up of Deschutes, Crook and Jefferson Counties. At the present time Jefferson and Crook have expressed little or no interest in the program. Deschutes County will pursue this matter without the other counties if necessary. If formed the district will have a nine member board. Chairman Montgomery read a letter from the League of Women Voters asking the county to support this program. All three County Commissionerssupport this project. Don Grubb moved they adopt a resolution support- ing Section 8 - Existing Housing Program. Abe Young seconded the motion with a unanimous vote of the Commission. Next item up was a progress report on the new Justice Building. Don Grubb explained that the excavation was finished two weeks ahead of schedule. Bids will be let May 18, 1977 for the general construction part of the building. At this time the Commission announced the resignation of Jim Henson as Director of the Mental Health Department. Jim is staying in the area, but he will be going into private practice. The Commission thanked Jim for his almost four years of service to Deschutes County. At the present time a Committee from the Mental Health Advisory Board is screening applicants for Jim's replacement which they plan on filling by June 1, 1977. The Planning Department had one zone change request on the agenda, it was by Robert Mitchell from R-1, Urban Residential, Single Family to R-2, Multi Family for property in T18S, R12E, Section 8C, tax lot 900 south of Blakely and Hwy. 97. This request is for construction of more duplexes in this area. This request has the unanimous approval of the Planning Commission who held a public hearing on this matter April 13, 1977. Commissioner Young moved they approve the zone change for Robert E. Mitchell. Don Grubb seconded the motion with the unanimous vote of the Commission. Under open discussion, Jim Traughber, representing the Bend City Council, requested the Commissioners to reconsider their position of the cities maintaining county roads in city limits before distribution of forest receipt monies. He asked if they would be willing to sit in on another meeting to discuss this matter. The Commission agreed, only if the cities of Redmond and Sisters were included. It was brought up that the City of Redmond had the most mileage of county roads within their city limits (11.5 miles) and they had voiced no objection to accepting these roads for maintenance. Court Day Minutes May 4, 1977 Page Three Commissioner Grubb brought out the matter of the abuse of usage of dirt bikes in the Tumalo area. The Commission has received written complaints about this. They turned this problem over to the Sheriff for further review. Linda Brooks from Tumalo said that very young people have been riding in their area without helmets. The noise and dirt are a nuisance. Commissioner Young reminded the audience of the planning appeal hearing at 1:30 p.m. in the Annex, Room "A" concerning subdivision development in the area between Sunriver and LaPine.
