Perry Terressa Roberts Butch DeGree Lucia Venator, Secretary Chairman Montgomery opened the meeting at 10:00 a.m. First scheduled item on the agenda was the bid opening for the new Justice Building. Dave Hoerning and Gary De Bernardi opened and read the bids as follows: Contractors, Inc., Portland, Oregon $ 2,649,000.00 DeGree Constr. Bend, Oregon 2,535,000.00 McKenzie Constr. Sparks, Nevada 3,133,700.00 GilbertH. Moen Co. Yakima, Wash. 2,709,000.00 The Timber Co. Hermiston, Ore. 2,721.362.00 Todd. Building Co. Roseburg, Ore. 2,673,700.00 Valley Inland Pacific Constr. Tualatin, Ore 2,865,000.00 Vik Constr. Co., Eugene, Oregon 2,737,000.00 Batzer Constr. Co., Medford, Oregon 2,762,698.00 Architect Estimate 2,595,000.00 Apparent low bidder was DeGree Construction of Bend, Oregon. After extensions are checked the offical successful bidder will be announced. Next scheduled hearing was the Vacation of a portion of 5th and Hill Streets in LaPine. Chairman Montgomery opened the hearing for testimony. There was no testimony in favor or against the vacation. Abe Young moved and Don Grubb seconded that the vacation of a portion of 5th and Hill Streets in LaPine be approved. Vote on the motion was unanimous. May 18, '1977 Court Day Minutes Page Two Last scheduled 10:00 a.m. hearing was on the proposed formation of Choctaw Village Sanitary District. Gale Powell spoke on behalf of the petitioners in favor of the formation. There was no testimony against said formation. Abe Young moved they dispense with reading the lenghty legal description. Don Grubb seconded the motion with a unanimous vote of the Commission. Chairman Montgomery read the order of formation. Don Grubb moved the district be formed and Lawton Noe, Helen Noe and Gary Noe be appointed as the Board of Directors of Choctaw Village Sanitary District. Abe Young seconded the motion. Vote was unanimous. Because no one was present from the cities of Redmond and Bend, Chairman Montgomery moved their items to the bottom of the agenda and went to the next item which was a resolution for the establishment of Twin Lakes Loop, Newberry Drive and East Lake Drive all in Paulina View Estates Subdivision as county roads. Dave Hoerning told the Commission these roads have been constructed for over 12 months and meet the county standards for acceptance into the county maintained system. Don Grubb moved they set July 6, 1977 as the date of the hearing of objections, if any to said street establish- ments. Abe Young seconded the motion. Vote was unanimous. Discussion of the snow load of the Bend Urban area vs the City of Bend and the State was next. At the present time the State has a 25 lb. load, the City of Bend a 30 lb. load and Deschutes County 40 lbs. It is felt that a uniform snow load for the area as a whole should be established. Bob Montgomery feels the 40 lb. load is too much. Bruce Estes, Watermaster showed the Commission charts showing the snowfall from the Cascades into the urban area. The snow load lessens as it moves from the mountains into the Bend area. Aubrey Perry, retired Deschutes Co. Surveyor testified that he feels there should be a 50 lb. snow load in the Bend area, 40 lb. in Redmond, 45-50 lbs. in Sisters, 55 lbs. in Sunriver and 60 lbs. in LaPine. John Robbins from Bend Roof Truss, said that if they have to increase the snow load in the production of their roof trusses, the cost would be passed on to the person building. Ken Glantz, Des. Co. Building Official questioned how this matter got on the Commission Agenda. He quoted from the Uniform Building Code that states the County Building Official has the descretion of deciding what snow load is sufficient for his area. Ken said his precedessor established the 40 lb. load and he agrees with this so he has continued. to enforce the 40 lbs. snow load. Ken said he checked with 4 different roof truss suppliers and they claim there would be no difference in price except on a 32' span or more. Floyd Watson, Chairman of the Central Oregon Contractors Assoc. feels this matter should be resolved. He feels the 30 lb. load requirement of the city is satisfactory. Jan Wick said he feels this matter should be brought before the Building Appeals Board where experts can review this matter and make the final determination. The Commission closed discussion at this point and recommended this matter be brought before the Deschutes County Appeals Board. Next item on the agenda was a Resolution approving the City of Bend's Urban Street Plan. This is an amendment to the original urban street plan of 1975. Deschutes County approval must be given to the City of Bend before they can receive federal funds. Chairman Montgomery read the resolution which amended the Official Federal Aid Urban System for the City of Bend by deleting NW Hill St. Franklin Ave. to NW Wall St., and added: NW Division St., Wilson Ave. to Hastings Place to Deschutes Place, added Addison Ave. NE First Street to Studio Road @ Boyd Acres Road, added Wilson Ave., May 18, 1977 Court Day Minutes Page Three SE First St. to SE Third St. Commissioner Young moved they adopt the resolution. Commissioner Grubb seconded the motion with a unanimous vote of the Commission. At this time the Commissioners announced that a new director for the Mental Health Department had been chosen. She is Jane Kirkpatrick, one of three applicants screened and interviewed by the Mental Health Advisory Board. Don Grubb moved they accept they accept the recommendation of the Advisory Board and appoint Jane Kirkpatrick the new Director of the Deschutes County Mental Health Department, Abe Young seconded the motion. Vote was unanimous. Commissioner Grubb moved that the Commission resolve its intent to deed 4 parcels of land of approximately 40 acres near the Robert Field Airport to the City of Redmond for airport purposes. This resolution is necessary so the City of Redmond can receive a federal grant for airport improvement. Abe Young seconded the motion. Vote was unanimous. Last item on the agenda was a notice setting a public hearing on the proposed land transfer to the City of Bend of approximately 20 acres for airport purposes. Abe Young moved that June 1, 1977 at 10:00 a.m. be set as the public hearing on the proposed land transfer to the City of Bend. Don Grubb seconded the motion. Vote was unanimous. Under open discussion, the Commission announced there would be a meeting of Deschutes, Crook and Jefferson Counties and the State Housing Authority on Monday, May 23, to discuss the possibility of a Tri County Housing Authority. Deschutes County has already announced their support of this idea. Don Grubb told the audience that the County was advertising for a Clerk of the Works to oversee the construction on the new Justice Building. Groundbreaking will be June 6, 1977.
