Drum Vibr. Roller Compactor. Bids were as follows: Bid openings for Seal Coats 1977: R.L. Coats $192,239.00 Bend Aggregate & Paving 192,873.00 Babler-Bros. Inc. 188,621.00 Engineers Estimate 96,490.00 As requested Dave Hoerning read the detailed unit bids from each bidder. Due to the considerable difference between the bids submitted and the engineers estimate, it was decided to postpone the decision until Friday for re-evaluation. Robertson Fruehauf Division Western Equipment, Western Equipment, Hessle Tractor & Ei Columbia Equipment $ 9,188.00 9,973.00 Eugene 10,160.00 Portland 8,844.00 quip. Co. 9,819.60 8,250.00 Apparent low bidder was Columbia Equipment of Portland. After extensions are checked the official successful bidder will be announced. Bid openings for Dbl. Drum Vibr. Roller Compactor: Case Power & Equipment $13,920.00 Columbia Equipment 12,995.00 Ingersall-Rand Equipment 15,850.00 Apparent low bidder was Columbia Equipment of Portland. After extensions are checked the official successful bidder will be announced. Next on the Agenda was the Land Transfer to the City of Bend. Art Johnson, City Manager, representing the City of Bend, spoke in favor of the transfer and offered to answer any questions. There were no questions. Appraisal price of the 20 acres is $700. per acre for a total of $14,000. Chairman Montgomery closed the hearing as there was no further testimony. Don Grubb moved that Deschutes County transfer approximately 20 acres to the City of Bend for the airport. Abe Young seconded and the vote was unanimous. June 15, 1977 Court Day Minutes Page Two There was no discussion of Road Dept. or General Fund bills. Scheduled next was the second reading of proposed County Ordinance NO. 203-9 regulating Dog Kennels, Pet Shops and License Fees. Jerry Platt, John Kensin, Jack Johnson and Ray Graham, sled dog owners of the Sisters area, spoke vehemently against this ordinance as it would create great expense and hardships to them to bring their kennels up to County standards. Chairman Montgomery explained to them that they have a choice; either to comply with the ordinance to remain an operating kennel or individually license their dogs. Chairman Montgomery also emphasised the suggestion of contacting Jess Smith, Dog Control and if they could come up with anything reasonable, propose an amendment to the ordinance. After lengthy discussion Commissioner Young stated that if he had to license his poodle they should have to license their dogs, too! Abe Young then moved that the ordinance be adopted. Dob Grubb seconded the motion. Vote was unanimous, The next item up for discussion was the renaming of Benham Rd. to Chase and Rae Roads. Dave Hoerning stated that addresses were already being issued for Chase and Rae Roads and that to make it legal the signs needed to be changed. Don Grubb moved that the name changes be granted and Abe Young seconded, with a unanimous vote from the Commission. The next item on the Agenda was the Vacation of Unnamed Public Road in Norwood Subdivision. Dave Hoerning stated that another road had been built to take its place and was no longer needed. The portion of road to be vacated will be exchanged for right of ways along the other portion still in use. Don Grubb moved that July 20, 1977 be set as the hearing date on this matter. Abe Young seconded. Vote Unanimous. Next: An end to the never ending controversy over Branding Iron Court vs Doggie Lane. Present were 6 of the 7 property owners who live on Branding Iron Court and are in favor of keeping the same name. James Clemens, representing the seven was prepared to show cost figures of having to make address changes and other problems in changing their street name. He stated that there was only one person in opposition to the name Branding Iron Court and she did not currently use her street address for postal service. Abe Young moved that Doggie Lane be officially changed to Branding Iron Court. Don Grubb seconded the move. Vote was unanimous. The adoption of 1977-78 Fiscal Year Budget was scheduled next. As there was no discussion Don Grubb moved to adopt the 1977-78 Budget, Abe Young seconded and the vote from the Commission was unanimous. Next, the Planning Department requested two zone changes be considered by the Board of Commissioners. One for Nicholas Jepson from A-1 Exclusive Agricultural to SR-1, Suburban Residential, located at T18S, R12E, Section 21, tax lot 500 off Woodside Road. There was no discussion and the Planning Department recommended their approval. Don Grubb moved the zone change be granted. Abe Young seconded and the vote was unanimous. Other Planning business included amendments to Zoning Ordinance NO. PL-5, presented from the Planning Commission. Amendments involved were Article III, Section 3.215, #7 & #11, Article VII, Section 7.050, #8. All discussion on these amendments were favorable. Based on this, Abe Young moved the amendment be adopted. Don Grubb seconded and there was a unanimous vote from the Commission. Another amendment presented pertains to placement of mobile homes in AR-1 Zone for ranch hand residences. Following lengthy discussion, Don Grubb moved this amendment be returned to the Planning Commission for reconstruction and tabled for another meeting. Abe Young seconded. Vote unanimous. M r June 15, 1977 Court Day Minutes Page 3 A matter not scheduled on the Agenda was the involvement program for the LaPine Winter Deer Range Study. Chairman Montgomery read a list of citizens for the committee. Abe Young moved they accept these people as the committee and Don Grubb seconded. Vote unanimous. Also not scheduled was the Committee list for the Mineral & Aggregate Protection Plan. Abe Young moved that the list for the committee be accepted. Don Grubb seconded and the vote was unanimous. Chairman Montgomery announced there was a list available in the Commissioners office on the proposed road work to be done for the coming fiscal year, for anyone interested. Commissioner Grubb presented a list of 30 additional members to the Bend Urban Area Planning Advisory Committee. Chairman Montgomery said he felt that it was not necessary for the Board of Commissioners to officially appoint new members to an existing committee, that the committee could do it themselves. However, the City of Bend and Board of Commissioners should be notified of any additions made to existing committies. There being no further business or discussion at this time, meeting was recessed at 11:32 and will be reconvened at 7:30 this evening.
