DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JUNE 259 2007
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Michael M. Daly, Dennis R. Luke and Tammy Baney.
Also present were George Kolb, Road Department; Mark Pilliod and Peter
Werner, Legal Counsel; Greg Canfield, Mental Health Department; Marty Wynne
and Terri Maerki, Finance; Anna Johnson, Communications; David Givans,
Internal Auditor; Tom Anderson, Community Development; and two other citizens;
no representatives of the media were in attendance.
Chair Daly opened the meeting at 10: 00 a. m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was a Public Hearing on the Proposed Deschutes County
Fee Schedule for Fiscal Year 2007-08.
On page 17, regarding the Hearings Officer fee, Tom Anderson stated that
language would be added that there will be a deposit of $2,500, up to a
maximum of $4,500, charged to an applicant with their application fee. If the
cost is less based on the actual invoice, a refund would be given. If the cost is
more, the applicant would be invoiced for the difference.
Mr. Anderson added that the money would go into an interest-bearing account;
the question is whether the interest would be refunded to the applicant. He is
surveying other jurisdictions to find out what they do in this instance.

9. Before the Board was a Public Hearing on the Proposed Sunriver Service
District Budget for Fiscal Year 2007-08.
Dave Kanner stated that they have concluded union negotiations and there are
various pay raises scheduled; some other requests regarding overtime and other
issues were not included. The costs are well within the District's budgeting
capacity.
Teri Maerki noted that the public hearing for the Sunriver District fee scheduled
was not published in time, so this hearing will be held in July.

County Service District Budget for Fiscal Year 2007-08.
Commissioner Luke said that this involves only the debt service on the Library
buildings. The County does not get involved in the Library's operating
budgets.
