Daly, Dennis R. Luke and Tammy Baney. Also present were Dave Kanner, County Administrator; Mark Pilliod, Laurie Craghead and Peter Werner, Legal Counsel; Tom Anderson, Kristen Maze, Will Groves and Catherine Morrow, Community Development; media representatives Tony Fuller of Z-21 and Jeff Mullins of KBND Radio; and approximately 30 other citizens. Chair Daly opened the meeting at 10:00 a.m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was a Public Hearing, and Consideration of Signature of Document No. 2007-365, a Noise Permit for Bend Municipal Airport. Kristen Maze gave a brief overview of the item, which is not a land use issue but a request for a permit to operate equipment to replace a runway during nighttime hours, 7 PM to 7 AM, with completion scheduled for October 2007. The old runway will be torn out in the spring as well. There was a noise complaint to the Sheriff and therefore operations were shut down. The Board has to make findings in this regard so that work can resume, per the staff report. Commissioner Baney said that a citizen called her to complain he did not receive notice but feels he should have. Catherine Morrow will check on this. Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 1 of 20 Pages Laurie Craghead stated that Community Development sent out notice more than ten days prior to today's hearing and it was also noticed in the paper; in fact, notice was sent to property owners within a half-mile radius of the airport, which is more than required. Chair Daly opened the meeting to testimony from the applicant. Greg Phillips, Manager of the Bend Airport, referred to an oversize map of the airport and the area and explained the reasons why the work needs to be done during nighttime hours, and the effect on the 100+ employees and 18 businesses operating from the airport if the work doesn't continue. The new runway cannot be built while the existing runway is operational. He has been working with the FAA, who is providing about 95% of the funding for the work; but to meet federal standards, they have to upgrade the runway. This is a critical project and is the livelihood of many people. They looked at options to be able to work on the project during daytime hours, but none worked. They then had to look at the hours of operation and doing the work at night was the most viable option. It is not their intent to affect the neighbors, but it cannot be done at any other time. They tried to limit the hours and the type of work that would be done during the night. The runway will be 5,200 feet and is a big project. There are a few areas where blasting and other work cannot be done except after hours, and some hammering has had to happen because of buried utility lines. Mr. Phillips said he has tried to deal personally with anyone who called in with concerns. LUKE: This puts a lot of responsibility on the neighbors for the improvement of the airport. What sacrifices have the airport or businesses made for the construction? PHILLIPS: What they tried to do was accelerate the construction to get it done quickly. It had originally been bid as a two-season project. They decided to do it in one season so it didn't string out. Also, they tried to schedule daytime operations for the areas that are most affected and limit the nighttime work in the areas that might be most affected by noise. Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 2 of 20 Pages LUKE: I hear this as mitigation, not sacrifice. Could they shut down at 5:00 p.m. instead? What can the airport do to shorten the construction time at night? PHILLIPS: We are trying to do this as quickly as possible. Airport tenants cannot fly after 7 p.m. This has taken away the airplane traffic noise that was legal after 7 p.m. Tenants who need to leave or come back in can't do so after 7 p.m. LUKE: How many flights are there on a typical summer day between 7 p.m. and 7 a.m.? Probably 20% or less. BANEY: If a student needs to get flight time in, this makes it difficult to do the nighttime flights. PHILLIPS: Usually flight school and helicopter students fly in the early morning and evenings. BANEY: There is a piece of ground that you have to dig up and repave located near Epic Air; does this create a lot of nighttime noise? PHILLIPS: That's the utility corridor, and we're just about complete with that portion. BANEY: What if they shut down for a day or two? PHILLIPS: After the Sheriff came, all hammering and excavating was stopped in the evening, and we tried to do what we could in the daytime. It's hard to turn the equipment off and lower the levels at night; OSHA said we couldn't. We've tried to have the trucks go forward and not back up. They don't take this situation lightly, and it is not their intent to run roughshod over the neighbors. BANEY: Are you on track with the project? Is October 25 a viable completion date? Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 3 of 20 Pages PHILLIPS: The bulk of the noisy work should be done by September. We're on schedule right now. Paving will be done in September. Then there is the demolition and extraction of the existing runway; this has to be pulled out next year. Federal funding for this won't be available until then. It will take 35-45 days maximum. Sheriff Blanton stated that he is not an expert on construction or on airports, but there is an issue with noise. The airport, contractors and citizens have been very cooperative. He spoke with Mr. Phillips on the phone and shut down operations because there was no noise permit. A lot of the utility work is on the east side of the runway. Perhaps it can be managed through Community Development in such a way as to assure less noise through the process. LUKE: Why does this have to happen on Sunday through Thursday night? Why Sunday night? Is the City as strict? BLANTON: Their noise ordinance covers 7 p.m. to 7 a.m. BANEY: There appears to be no way to meet FAA requirements regarding Epic Air; is this the area with the most noise? PHILLIPS: That's where a lot of the hammering has to take place. There is a water line on the south end, and blasting won't work. They will plan to do this in the daytime. Chair Daly opened the public hearing at this time. BRANDON WILCOX: I am a partner at Professional Air and the FBO at the airport. I am probably the most affected, as I offer charter operations, the flight school and fuel services. Since it's not dark until after 9, students who need to get in nighttime flights cannot do so. I try to get them to fly on Friday or Saturday evenings. This is about 20% of the operations. Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 4 of 20 Pages In charter services there are multiple aircraft, and they work at the whim of the customers. They didn't track this before but determined that many pilots like to leave before 7 a.m. or have to relocate an aircraft to Sunriver or Redmond. The same is true with returns. In regard to general operations and fuel, multiple aircraft come in at night, but now we don't have that to provide. We lose this business to Sunriver or Redmond. The VASI were lights taken down, and some aircraft cannot operate if there is no VASI. It usually makes more sense to have Sunday through Thursday operations. They've made a lot of sacrifices due to nighttime closures. BANEY: I appreciate your perspective, and it is an economic generator. RON WRIGHT: I am Vice President of Columbia Aircraft Manufacturing. I think that it has been an excellent process so far. Greg Phillips has done a super job of dealing with the public. He gets calls from businesses, asking what they can do to mitigate but at the same time stay operational. There have been a lot of changes to our processes in this regard. Most important, flight training of customers shifted around. The airport has 400+ people working there, if they shut down during the day would be catastrophic. It is important to continue to operate. One discussion early on was whether to make it a longer process, one that might be easier on the residents, but it didn't make sense. For us, we made the choice to curtail operations for a shorter time period. CATHERINE ASCHOFF: I live near the corner of Butler Market Road at Powell Butte Road. I have talked with Mr. Phillips. It is totally noisy and I can't sleep at all due to bulldozers and hammering. It has been better the past couple of weeks. I know the runway needs to be moved and there is nothing I can do about that, but it's very noisy now. LUKE: It was mentioned that there would still be airplanes at night. Do those disturb your sleep as much? Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 5 of 20 Pages ASCHOFF: I knew there is an airport there. It was okay. Now there are huge jets going in and out, plus AirLife, the flight school, the helicopter school, but I'm okay with that. But they can fly into Sunriver and Redmond while this is going on. They can wait until the project is done. Or maybe the work can be done when the windows aren't open, like in winter, when it gets darker earlier. TRAVIS WARTHEN: I am the Vice President of Leading Edge Aviation. If we had a broad daytime closure, it would greatly affect business. There are over twenty employees and this is their entire livelihood; customers need to get to the business. I want to convey that we have worked diligently to mitigate the effects. Some employees and two owners live fairly close. BILL CONKLIN: I am with AirLife of Oregon. The new director is getting orientation today, his first day. I have been involved with Greg Phillips since its inception. I want to make a few points so you will understand what happens when the airport is shut down. AirLife brings to Central Oregon and Bend a rapid delivery of patients to the Bend hospital. Service covers all of Eastern Oregon as well. Most of the patients are critical, and doctors and others say time is very important; it's not a small thing. The difference from Redmond is about 15 to 30 minutes, depending on the time of day and traffic. This can be significant. I lobbied for the Sunday-Thursday time frame, as the other times are busier. We need to be able to bring patients in on Friday and Saturday nights. The other impact is the limited resources. We had to redistribute how we do things. It impacts the helicopter to Burns, which is not available locally. An airplane is quicker. There is also an impact on maintenance. We looked at moving maintenance support to Redmond, but it logistically won't work and the cost is prohibitive. All aircraft maintenance is done at Bend, and they are greatly impacted by any closure. For now the airplane is at Redmond, on the ramp. We prefer it be inside for security reasons and to keep the patient support equipment protected. There is also a time element of the response from Redmond, having to get crew members there. Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 6 of 20 Pages The last point is that my hat is off to Greg Phillips for managing the safety of the airport during this time. We need to know that it is safe to land at 7:01 a.m. He is doing an outstanding job. BANEY: Thank you for your perspective. It's a critical one and is important to share. DALY: I had a couple of rides in your helicopter. I would probably not be here today if it had to have landed in Burns. LUKE: (To Ms. Maze.) If a permit is granted, can they work 24/7? MAZE: That's correct, with some conditions. CRAGHEAD: There are some conditions for some types of work; rock crushing and blasting have to occur during the day. Daly: had a couple of rides in your helicopter, probably wouldn't have been here today if it had to land in Burns. Luke: to Kristen - permit is granted, can work 24/7? Kristen: that's correct. Daly: some conditions apply. Craghead: some conditions, some work. Rock crushing and blasting during day. LUKE: Some equipment could be running all of the time. BANEY: There are parameters around the operations. They could do work outside of the safety corridor seven days a week, if they could operate in that fashion. LUKE: Per the current ordinance, there is no construction between 7 p.m. and 7 a.m. Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 7 of 20 Pages DAVE HICE: I am the general manager of Epic Aircraft, and have been working with Greg Phillips to coordinate where they are cutting through the taxiway. I've been working with him regarding shutdowns. LUKE: Do you have to lay off people if the taxiway is closed? HICE: I have to send the pilots home, and shut down flight operations. Some flight operations are not just flying aircraft, but are taxi tests to the other side of the airport to calibrate equipment. Many times the aircraft don't get off the ground. With regard to sacrifices, to set up another operation in Redmond won't work. We also curtailed flight training to run limited hours, and take aircraft to other locations to do additional flight training. This is a problem for us, because there are a lot of airplanes that have to leave at 7 p.m. Part of the problem is that we are in the middle of an expansion. We're coming up on four years old, and have five new designs of aircraft, but had to delay hiring until this project is complete. We will do what we need to as good citizens and tenants. We feel bad for the neighbors but the benefit to the overall community is tremendous. We desperately need the improvements; our plans slowed down during this process, but we consider it a cost of doing business. We have 150 employees and want to hire maybe that many more, but can't until this project is done. There definitely is noise and we're located in an area where the noise carries a long way. CRAGHEAD: Kristen (Maze) said that the noise hours are 10 p.m. to 7 a.m. MAZE: The noise permit is 10 to 7, but the airport wants 7 p.m. to 7 a.m. BANEY: Prior to all of this, what was the norm? PHILLIPS: The request is for 10 to 7. Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 8 of 20 Pages STEVE MAGIDSON: I am a private pilot and a recent resident. I have a slightly different perspective. I fly for recreation and also for Angel Flight, which is an organization made entirely of volunteer pilots and aircraft owners who provide non-emergency medical transport. It could be for three hours of cancer treatment, for instance. Unlike a professional organization, they can't ask volunteers to relocate their planes to another place. They receive no remuneration other than personal satisfaction. I don't have figures but know there are many pilots based here. A mission might be to fly from Medford to Oakland but the pilot might live in Bend. As much as I know I wouldn't want to hear the noise in the evening, I would not like to have to tell a cancer patient that we can't find a pilot to fly him or her in for treatment for the next few months. It is a little different perspective, and I wanted to share that as an Angel Flight pilot. BANEY: Thanks for what you do. DALY: There is no cost to the patient? MAGIDSON: The cost is borne by the pilot. Some even rent aircraft to do this, and pay for the fuel and landing fees. The cost is not passed on to any social services organization or anyone else. I'd hate to see this impacted or impaired. TERRY BREWER: I am the chief pilot of Columbia Aircraft. In regard to sacrifices, we do have owners come in from all around the country to maintain or to pick up an aircraft. They may want to come in late, but now have to fly into Redmond. Others have to change their flight schedules. We also have to do test flights during VFR conditions (visual). We flight train new pilots in daytime conditions. There is not much we can do in that regard because of limitations and the nature of the flights. Any restrictions during the day are a major challenge. Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 9 of 20 Pages To help with that, we attempted to move our training operation. In the last three months we are now getting noise complaints from around Madras as we are doing test flights up that way. We are doing what we can to spread the overall signature around. Airplanes are noisy. We have worked with the residents around the airport already. The reality is, there are flight mission scenarios that we cannot compromise. For the safety of the pilots and residents of the area, these have to happen during the day. RICH FINLEY: I have been a professional aviator for thirty-five years. I have also done other things, such as handling airport operations, and I fly Angel Flight missions. I'm a Bend native and am sensitive to community concerns, and have a longer-term view than many aviators. When the project is done and the equipment goes away, we still have an image in the community. We want good will, not ill will. My comments are based on hearsay and personal observations. It is obvious the airport needs work. The intentions are good, but the impact is obvious. As an outside observer who lives about four miles away, it appears that execution is not meeting intent. I'm not in charge of the project. For the federal agency, things have to be done in a particular way. Sometimes optimal solutions are painful for everyone. There might be room for improvement. In regard to noise complaints, Aurora operated in a limited fashion. The missing VASI can be mitigated for daylight only with a hand- painted sign. My assessment is that there is more optimization that can be done in this project that would better serve the residents around the airport and the airport operators. BANEY: Outside of the VASI alternative, can you provide some ideas? FINLEY: I could, but I haven't been asked and it's not my job. BANEY: Maybe as a part of the solution, you could share some ideas. Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 10 of 20 Pages FINLEY: I haven't gone into the depth required but I have observed some things. There is no single solution example from another airport because conditions are always different. It's a tough problem but it is worthwhile to do it right. DALY: We are way behind on time and have to hurry. Could we move the land use decision (item #5) to this afternoon? WILL GROVES: Yes, we can. (Members of the audience indicated approval.) RANDY POTTER: I am a private pilot and do search and rescue work for the Civil Air Patrol. Sometimes I fly to the valley and finish a meeting late, so now I have to drive over. The Bend FBO doesn't sell me any fuel and takes the hit. I would have to land in Redmond and pay tie-down fees. Search and rescue provides 90% of inland air support. We don't fly missions at night, but often meet to ferry airplanes out of airports. We are trying to work around it. Everyone involved as pilots is trying to mitigate. We want the airport work to be done as quickly as possible. I've been a resident since 1980. I live on Reed Market Road, and repaving kept us up last week. That's life and part of a growing community. Sometimes someone else gets the noise. We are all affected daily as we drive around town, with detours, reroutes, and so on. This is something that is part of the growing infrastructure and we have to learn to live with it. I hope your decisions will facilitate the runway completion as early as possible. In regard to previous testimony, I realize he is a commercial pilot and I'm a private pilot, but we use the same rule book. If someone has to have a VASI present, putting up a handmade sign won't satisfy the requirement. The work just needs to be completed as soon as possible. MICHAEL KELLY: My wife wrote a letter. The noise on Peacock Way is terrible. We do not want to see construction at night. BANEY: Have there been any changes in the last couple of weeks? Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 11 of 20 Pages KELLY: Sometimes it is worse than others. We thought they had a permit. The house vibrates since we are on a rock shelf. There's no way to keep that down. I know it is important to keep businesses operational, but no one should have to go without sleep. BANEY: If there is no work at night, the project will go on forever. KELLY: I don't know - everyone has their own argument. I get a long with the pilots. There are rules and regulations. Mr. Phillips is trying, but it is one of those things. BANEY: We're trying to reach a solution. BUTCH ROBERTS: I work for Professional Air, and have three small children. It is on all our of minds every day, and is a constant source of discussion. Awareness is there for businesses and neighbors. Our business averages about 120 calls out a month last summer, after hours. We cannot service those now. What is on the top of everyone's minds if getting the project done quickly. RICHARD BROWN: I live next to Mike Kelly on Peacock Lane. The road goes east and west and abuts the airport runway. The question is, if they are working during the day with water trucks and other equipment, why not do the other work during the day instead of at night? They should be within the area. We want our sanity and our sleep, and this has been going on for three months. I never received any letter, nor did any of the neighbors until we saw it in the newspaper. It is hard to sleep even with the windows closed and fans going. I had Mr. Phillips bring in someone from Knife River, as the work shattered PVC piping at my place. That's how bad the dynamiting is. We want them to work until maybe 8 p.m. We want to see the project go and understand the business concerns, but just come to our street sometime. Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 12 of 20 Pages PHILLIPS I have written testimony from some individuals to submit, and also a copy of a letter for the original project sent to 94 residents. I got the list from the County's GIS department. For some reason some on Peacock weren't included. The County sent out separate notices. BANEY: Is there an area that could be worked on that doesn't go into the safety corridor, where you can have construction at other times? PHILLIPS: We anticipate paving by mid-September. There may still be work to be done, but the heavy equipment should be gone. The work includes the subgrade of the runway, which is now about 95% complete. They are putting down rock, subbase and paving. The drainage and lights is mostly hand work. Most of the earth work is complete. The gas line in the utility corridor still needs to be done. The area at the north end needs to be cut up. The runway is being shortened by 400 feet. There is a water line and a phone line to move. We will do as much as we can - there is not that much more left of the heavy work. We can't get it done by October 25 if we can't do some of it at night. BANEY: That gets to the question whether you are working on areas outside of the safety corridor during the day. DALY: Are there conditions anyone can't live with? LUKE: Yes. DALY: What are your concerns? CRAGHEAD: Is the public hearing closed? BANEY: I want to enter in Mr. Emerson's comments. Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 13 of 20 Pages DALY: The hearing is now closed. I am trying to get some kind of consensus. LUKE: If you have two votes now, it doesn't matter. BANEY: I have no issue with work being done during the day. That is spelled out clearly. This is not a project that is going to happen without noise. Everyone needs to work in good faith. I think the airport management will just have to be diligent about the construction work; it's a lot of extra effort but needs to happen. The Sheriff is on that as well. I don't see a problem with mitigation that was presented today. Outside of making the project drag on for two years, this is the best case now. This needs to move forward and get done as soon as possible, as quietly as possible, with addition mitigation of working outside of the safety corridor. Everyone thinks it should proceed. I would like to hear your concerns. LUKE: Monday through Friday does make a difference. The businesses are adjusting. To be home on a weekend and unable to sleep on Sunday night is bad, as it not having any relief 24/7. Most people know the airport is there and can't complain about that. I suggest that the work be Monday through Friday and that all work that creates noise be shut down at midnight. This would give people seven hours to get some sleep and have some quiet time. BANEY: I would like to hear from the contractor what that would do to the project. If we vote, can we add two more months? LUKE: They originally were looking at two years. This saves them money. Would the whole project drag out? It's hard to say. Maybe they could bring in more equipment right away. It is affecting businesses but will help them in the future. It was suggested that maybe they can put people up in a motel. CRAGBEAD: If you want more information given, you need to reopen the hearing. Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 14 of 20 Pages LUKE: I won't bring it in. The airport worked well on the Nelson Road realignment.. But sleeping at night is very important. The only other condition would be for the permit to cover only the current runway. They need to come back for the removal of the old runway. DALY: I don't agree. I was a contractor for many years, and per the testimony today, they are doing all they can to mitigate. They changed hours and are doing the heavy work during the day. The project is down to a point where most of the noisy stuff is over anyway. I think that these conditions of approval of the permit cover most of the bases on the noise issue. They have been offered motel rooms. This is a big project and will help Deschutes County citizens. Mr. Phillips and his crew have done all they can to mitigate. This needs to be done in a timely manner. I will approve it as written, including taking out the old runway. That project should not be as involved or as noisy. CRAGHEAD: It is supposed to be done by the summer of 2008. Do you want a date certain? LUKE: Twenty-four hours a day, five days a week for a year. BANEY: This is new for us. With that, with caution in my words, I would like to have it come back in a month to see where we're at. If we are still experiencing the same issues in a month, with all the mitigation at a major crossroads, I'd want to talk again. I suggest we grant the permit but alter it so that we can take another look in thirty days. We heard about mitigation and intentions, and heard from the neighbors. I'd like an update in a month with an opportunity to review the situation. The other piece would be to remove the second project and have another hearing, considering the lessons learned from this project. CRAGHEAD: In terms of how we bring it back, do you want to give a permit for only a month, or have a condition of approval with more criteria? Minutes of Board of Commissioners' Business Meeting Monday, July 2, 2007 Page 15 of 20 Pages BANEY: If it all goes forward, mitigate as much as possible. If there are still concerns in a month, we may need to take another look. CRAGHEAD: As a condition of approval, revoke the permit? MAZE: Maybe it could be a fifth condition of approval. LUKE: This would be unfair to the applicant. If a permit is granted, what if they make too much noise? SHERIFF BLANTON: We will log in a complaint but no action will be taken. DALY: I understand, but if you put in all kinds of constraints - can we call it back up? CRAGHEAD: There is no provision to revoke a permit. LUKE: If you take the existing runway out of the permit, I will support it. Staff can keep us updated on any complaints, and this will weigh heavily on the second proj ect. DALY: I would support this also, but it isn't necessary. BANEY: want as open a process as possible, with open communications. BANEY: Move approval of the noise permit, to expire October 30, 2007, with removal of the old runway to expire in 2008. LUKE: Second. Commissioner Luke said he wanted the words "mitigate if possible" added to the document. The previous motion was rescinded. BANEY: Move approval of the document as amended. I'm writing this letter to LIND yJoOPHNo ~O'N inform you that the Bend Municipal Airport is preparing to initiate a construction project this spring, spanning the period from approximately March 15th, 2007 through the end of October. After a JOHN RUNNEL City Councilor year of formal environmental review and engineering design, it is time to begin the long planned project to move the existing runway MARK CAPELL that was built in the 1980s. This project, described in the Bend city Councilor Municipal Airport Master Plan approved by Deschutes County in 2002, will virtually duplicate the existing runway at the Bend Airport CHRIS TELFER and will be constructed 110 feet east of the current runway. It will City councilor be 195 feet longer than the current runway, but in other ways will simply replace the existing runway. The design will allow a greater city y Councilor BILL AN operating margin for aircraft that currently use the Bend Airport and will enhance safety for all users. It is not designed to accommodate JIM CLINTON any larger aircraft than those using the Airport right now. Upon City councilor completion, the old runway will be torn out completely. Though we have made every effort to make our plans known in the press, through the City, and on the Airport website, I wanted to HAROLD A. ANDERSON personally write you to make sure you knew this project was set to city Manager commence. In the design of this project, we reviewed a number of MARGARET ECHEVESTE possible construction scenarios to attempt to minimize the impact Finance Director both to operations at the Airport and to you as a neighbor. In the end, only one scenario was found to be satisfactory, and that was to ANDREW JORDAN build the runway at night. Starting approximately March 15th, Police Chief 2007, the existing runway at the Bend Airport will be closed Monday LARRY LANGSTON through Friday nights for the duration of the project, between the Fire cfdeef hours of 7:00 p.m. and 7:00 a.m. The new runway will be constructed during these hours. We recognize this presents an PATRICIA STELL inconvenience to you as a neighbor to the Airport and we don't take City Recorder that lightly. We will be monitoring the construction closely to minimize the impacts. We have identified measures in the construction contract to control access, as well as noise, light, and dust on the site, and we will be monitoring these conditions continuously. It contributes over a thousand jobs directly and is a tremendous resource that augments additional business operations throughout the region. The contractor, Knife River and the airport manager, Mr Greg Phillips are doing many things to minimize the impact of construction activities. Some night time operations are necessary to minimize the impact on commerce and employment. We live in a vibrant and growing community. I'm sure we have all been aware of construction projects that have impacted our lives. The Newport Bridge comes to mind and other commercial projects that have impacted traffic patterns. The good news is that these operations are temporary and then we accrue the benefits as a community. I served as a volunteer community member on the Bend Airport ad hoc committee that worked to implement the Airport Master Plan that was designed by the City, the County and citizen involvement. Our community has received millions in Federal funding to complete this resource upgrade. It is imperative that we not loose these funds and the jobs they provide, incur additional costs, or impact the community dependence on this valuable resource. As a recipient of cardiac patients who are transported by AirLife of Oregon airplanes from hospitals throughout Eastern Oregon, I believe it is imperative that the Bend Municipal Airport remain open for normal business during the daylight hours. Patients with unstable cardiac illnesses depend on timely transfer from hospitals in Heppner, John Day, Burns, and Lakeview and the Condon Clinic in Condon. A diversion to the Redmond Airport adds 30 minutes to transfer time. With heart attack patients, time is muscle, so minutes count. Fortunately, most heart attacks occur during daylight hours, so the nighttime closure of the Bend runway affects the fewest numbers of heart patients. Additionally, I travel by plane to John Day monthly to see heart patients at Blue Mountain Hospital Specialty Clinic. I apologize for not being available to present my views personally, but if the Bend Airport is forced to close during the day, the health of heart patients throughout Eastern Oregon will be adversely affected. I'm sure we have all been aware of construction projects that have impacted our lives. The Newport Bridge comes to mind and other commercial projects that have impacted traffic patterns. The good news is that these operations are temporary and then we accrue the benefits as a community. I served as a volunteer community member on the Bend Airport ad hoc committee that worked to implement the Airport Master Plan that was designed by the City, the County and citizen involvement. Our community has received millions in Federal funding to complete this resource upgrade. It is imperative that we not loose these funds and the jobs they provide, incur additional costs, or impact the community dependence on this valuable resource.
