There was no discussion of Road Dept. or General Fund bills.
Chairman Montgomery called the meeting to order at 10:00. First order of business was
appointments for board members to the Central Oregon Housing Authority. Don Grubb said
that no names had been submitted to the Commission at this time and asked that anyone
interested respond by August 5, 1977 to the Board of Commissioners.
Next on the Agenda was the appointment to the Deschutes County Planning Commission.
Chairman Montgomery read the letter appointing Harold Baughman to a four year term on
the Planning Commission. Abe Young moved they accept the appointment and Don Grubb
seconded. Vote was unanimous.
Not scheduled on the Agenda was the matter of applicants for a Hearings Officer. Don Grubb
said that the opening had been advertised for and applications had been received by the
Commission. After reviewing all applications, three applicants had been contacted and will
receive interviews August 4, 1977.
Next on the Agenda was a resolution proposing establishment of Rusticate Road as a County
road. Chairman Montgomery read the Resolution, including location of Rusticate Road being
60' in width as platted on the official plat of the Brycewood subdivision as recorded in the
office of the Deschutes County Clerk. At this time Don Grubb moved they adopt the
Resolution and set a hearing for September 7, 1977 at 10:00 a.m. Abe Young seconded with
a unanimous vote from the Commission.
Next item scheduled on the Agenda was a resolution for roadless areas in Deschutes
National Forest. Commission Grubb read the Resolution and said that the Forest Service
held a meeting with six Forest Service representatives to give information as to what this
resolution would entail. Deschutes National Forest has ten areas designated roadless and
any timber within these properties cannot be used for cut lumber at this time. Don Grubb
then moved that the Commission adopt the Resolution recommending that the roadless area
designation be removed from all areas in the Deschutes National Forest and that these areas
be managed as multiple use areas. Abe Young seconded the move and the Commission voted
unanimously.
Discussion for Tall Pines Subdivision roads was scheduled next. There was lengthy discussion
from Ralph Hilleary and other members of the audience on subjects of unpaved roads in the
area, lack of law enforcement and dispursement of tax dollars. The Commissioners acknowledged
that they were aware of the road problems in their area around LaPine and all over the
County. Chairman Montgomery said he would refer their complaint regarding law enforcement
to the Sheriffs Office and gave a breakdown of tax dollars. Dave Hoerning said that the
main access road going through the Tall Pines Subdivision will be paved and any other County
roads fall into a list of priorities throught the County. Don Grubb stated that all new
subdivision access roads will be paved and that this should alleviate any further problems.

Not scheduled on the Agneda was a resolution designating Tax Collector Day in Deschutes
County. Chairman Montgomery read the Resolution establishing August 3, 1977 as Tax
Collector Day in Deschutes County. Abe Young moved they adopt the Resolution and Don Grubb
seconded. Vote was unanimous.
Another item not scheduled on the Agenda was an appointment to the Library Board. Chairman
Montgomery read the letter appointing Gertrude Lamb to a four year term on the Library
Board. Abe Young moved they accept the appointment. Don Grubb seconded and the vote
was unanimous.
Genevieve Brown brought up the fact that Fryrear Road was badly in need of improvement and
requested a time when she could expect some action. Charlei Plummer told her sometime
next week and Chairman Montgomery said that definitely there would be improvement on or
before August 12, 1977. Chairman Montgomery suggested that she get together with the
Road Advisory Committee on this matter and asked Dave Hoerning to inform her as to the
date of the next meeting.
There was some discussion from Charles Fuls and other members of the Audience on mail being
stolen out of their boxes and if it were possible to improve their roads so that mail could
be delivered closer to their homes. Dave Hoerning said that the improvement of roads was
set up on a list of priorities and the Road Department was working down the list. Charles
Fuls stated that they had had no success from the Postal Inspector.
Abe Young brought up the results from the last legislature. This was in regards to the
Ligour~ City Revenue Sharing, where the City now receives 34% and the County still receives
only 10%. Commissioner Young said he felt the funds were not divided fairly and the
County comes out on the short end. Something should be done to compensate the County for
lesser funds received from Liquor/City Revenue Sharing.
There being no further business or discussion, meeting was recessed at 11:09 a.m.
