BOARD OF COMMISSIONERS
January 11, 1979 - DAILY MINUTES
Chairman Shepard opened the meeting at 10:00 a.m. with all Commissioners present.
First on the agenda was Mr. Weldon who asked to set up a table in the Courthouse for
income tax help. The Commissioners agreed to this and it was to be set up on January 29.
Next on the agenda was Ken Glantz, Building Dept. Head, who came before the Board to
ask that they consider dissolving a resolution made two years ago for building permit
fees. This resolution allowed building permit fees to be waived on tax-supported
structures, and this has not worked. Commissioner Young made a motion to rescind the
prior resolution granting waiving of permit fees on tax-supported structures. Chairman
Shepard seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and
Chairman Shepard voted aye. Then Ken presented a letter from LaPine Fire Station
asking for a refund of their building permit fee. Since this had been presented before
the present Commission was in office and tentatively agreed upon, Commissioner Paulson
made a motion to pay the figure of $684.30 back to the LaPine Fire Station. Commissioner
Young seconded it. Chairman Shepard voted aye, Commissioner Young voted aye, and
Commissioner Paulson voted aye.
Next on the agenda was Oscar Bratton of the Assessor's Office. He explained that he
would like to hire another draftsman, which would mean creating a new line item. The
Commissioners agreed to letting Oscar try to find a draftsman and asked him how much
time it would take to get Planning a new set of maps. Oscar said he would set down
and figure that out and get back with the Commissioners.
Jeff Daggett of Century West was next and asked the Commissioners to sponsor them in
order to get funds from HUD for the Redmond School District. This was done for
Tumalo and then a district was set up and charged with getting water to the district.
The hook-ups are the responsibility of the district. Commissioner Young said he felt
the County should help with Phase II. Commissioner Paulson made a motion to proceed
in requesting Century West to bring the information needed for us to continue. Commissioner
Young seconded it. Chairman Shepard voted aye, Commissioner Paulson voted aye, and
Commissioner Young voted aye.
At this point, Commissioner Paulson read a motion saying the Deschutes County Planning
Commission by allowed to request legal opinions with supporting data from the County
Counsel on land-use matter which are before them during their open public meetings.
The Planning Commissioners shall not have the opportunity to request such advice out-
side of their public meetings. Commissioner Young seconded it. Chairman Shepard voted
aye, Commissioner Young voted aye, and Commissioner Paulson voted aye.
There being no further business this day, meeting was adjourned at 11:45.
