Chairman Shepard called the meeting to order at 10:00 a.m. with all Commissioners
present. First item on the agenda was Barry Slaughter from the Historical Society.
He was interested in finding out if the Commissioners could do anything to help the
historical society obtain Reed School as a museum site. He said he understood that
there were some County funds available that might be acquired for a site. Commissioner
Young said that these funds were very limited and that activity determined how much
you could receive. Chairman Shepard said he understood the school was up for bids now
but if it did not sell the Commissioners would help the historical society all they
could in obtaining it. Mr. Slaughter and the Commissioners agreed to keep in touch
to see what could be done.
Next on the agenda Commissioner presented a memorandum for discussion on zone change
application and plan amendments. He explained that he felt this was necessary
because a zone change and a plan amendment is a definite request to change the
Comprehensive Plan, and it is necessary to establish guidelines. Chairman Shepard
said he understood it was not a policy change - the burden of proof for the change will
be strongly imposed upon the person requesting the zone change or amendment plan.
Commissioner Young disagreed because he felt we have ordinances that govern what is
to take place, and this is just a subtle way to establish a moratorium. Lawton Noe,
Bend business man, asked that the first paragraph of Article #4 be deleted from the
memo. Ed Searcy, Bend business man, said that he felt the whole memo is superfluous,
since there are guidelines that must be followed anyway. Commissioner Paulson then made
a motion to adopt the memo dated January 19, 1979. There was no second to the motion,
and Commissioner Paulson said he would rework the memo for further discussion.
Commissioner Young then presented a "shopping list" for the Justice Building that
cannot be paid by the federal grant and must come out of revenue sharing.

3 Flag sets complete - $594.00
4 Battery-operated clocks - $167.76
8 Stand ash trays - $240.00
14 Lockers for men's Jail area - $1,190.00
20 Lockers for women's Jail area - $1,000.00
70 Lockers for booking area (Sheriff's) - $2,190.00, for a total of $6,459.36.
Commissioner Young made a motion to approve this shopping list for fixtures for the
Justice Building. Commissioner Paulson amended the motion to say fixtures for the
Jail and Courtrooms and seconded the motion. Chairman Shepard seconded the amendment.
Commissioner Young voted aye to the original motion, Commissioner Paulson voted aye,
and Chairman Shepard voted aye. Commissioner Young voted aye to the amendment,
Commissioner Paulson voted aye, and Chairman Shepard voted aye. Motion carried.
Next on the agenda Commissioner Paulson moved to approve the document subject to
review and signing at the close of this meeting for the Alano Club to be located
adjacent to the Courthouse property. Commissioner Young seconded it. Chairman Shepard
voted aye, Commissioner Paulson voted aye, and Commissioner Young voted aye.

Next on the agenda Commissioner Young made a motion for the order to be adopted to
set up the grant for Family Counseling. Chairman Shepard seconded it. Commissioner
Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye.
There being no further business this day, meeting was recessed at 11:40 a.m.
