First item on the agenda was the appointment of Commissioner Young to serve on the C.O.R.A. Board. Next on the agenda was discussion on Flora Cheatle again, and Commissioner Young made a motion to approve the 11th Judicial hiring of Flora Cheatle and to make an appropriation transfer from the 11th Judicial to Personal Services to take care of her services. Commissioner Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Next Ray Swee, representing Bend Senior High asked the approval of the Commissioners for a Student Government Day for March 22. The Commissioner agreed that it would be better on March 21. Commissioner Paulson made a motion to have Student Government Day March 21, 1979. Chairman Shepard seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Bill Myher from LaPine had a parade request for Homecoming for Thursday, February 1. They would leave the school and go down Huntington Rd. to the Bank and need persmission to use Huntington Rd. Charlie Plummer, Roadmaster, said he could coordinate with the Sheriff for this. Commissioner Paulson moved to give preliminary approval and have a letter drawn up from the school district to protect the County. Commissioner Young seconded it. Commissioner Paulson voted aye, Commissioner Young voted aye, and Chairman Shepard voted aye. The Sheriff's Office was to get a copy of this letter also. Next were two appointments to Special Road District #4. Commissioner Young made a motion to appoint Jim Brittan, and Jerry Brown to Special Road District #4. Commissioner Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Next Chairman Shepard read a letter from Kerry Holt of the Deschutes County Humane Society saying that she felt nuisance dogs should be controlled and fees should be higher to get them out if picked up. Next was discussion on the Cloverdale Rural Fire District Annexation. Lucy explained that a bond for $150.00 should be posted before going on with this annexation, and the Board agreed to talk to Rosemary Patterson, County Clerk about this matter to make sure we have the bond. The group from Brosterhous Road was next on the agenda. Lee Clinton started by explaining that he had talked with the City again and their position hadn't changed. He said he had spoken with Ed Barnes this a.m. and he was going to talk to the office in Portland in order to do this right and try and get this pipe thawed out. An estimate of $5,000.00 for materials alone, without man hours added in, was figured for this, and the people have nowhere to get that kind of money. Herb Hartman read a letter written by Jean Hixon that stated no one wished to take this responsibility, and she was fed up with the buck being passed. Deanna Perkins asked the Commissioners how they would like to live with no water and found it disgusting that there was such lack of concern over such a major problem. The discussion went on with nothing getting settled. Commissioner Young had been reading through the ORS trying to find a way to get these people money for this project and had come up with nothing as yet. Towards the end of the meeting Sheriff Sholes came in and said he had received a call from the State Health Dept. and the Emergency Services here in Deschutes County would be getting some water trucks out to the people in this area so they can get some water until this matter can be settled. Chairman Shepard seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye. Two turn-around documents were presented the Commissioners for 6-month increases. Commissioner Paulson moved to accept these 6-month increases for Mezzananito and Thiel of the Road Dept. Chairman Shepard seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye.
