Chairman Shepard opened the meeting at 10:00 a.m. with all Commissioners present.
First item on the agenda was the discussion with Eugene Venn, Hearings Officer and
Folmer Bodtker, Planning Commission, on Hearing Procedures. Commissioner Paulson
sent a memorandum to both parties stating the procedures to be followed legally and
asked for opinions from both parties concerned. Folmer Bodtker spoke first saying
that he felt this was bordering on the ridiculous. The Planning Commission has been

Next on the agenda was a discussion with Paul Ziegler, Mr. Erskine, and Paul Arrasmith
of the BLM. The BLM presented the Commissioners with an update on land exchanges
that are going on with them and the County. It is the intention of the BLM to get
land into the hands of the County that they can manage in exchange for lands that the
BLM can manage since BLM is basically a wild land management organization. There are
three land exchanges now on the Redmond Tract, Section 11, North of Knott Pitt, and
East of LaPine. These would fit with other public-land tracts, and all are indicated
on the maps presented the Commissioners. Exchanges in the Tumalo District were discussed,
but the BLM said there is nothing they wish to exchange with the County in this area.
The BLM has 1200 acres in the Tumalo District that is very scattered. This falls under
the Federal Land Policy and Management Act and if it was ever disposed of it would be
either (1) Put up for public auction or (2) Give the growing communities an option to
buy at a closed sale for community planning, zoning, and development. Assistant Planner,
Brian Christensen, made the comment that the Bend Urban Committee on February 1 made it
part of the policy that the area in Tumalo should be purchased for reserve status
industrial use. The discussion went on and land for a new fairgrounds was discussed.
Mr. Arrasmith said that this would come under a different law; Recreation of Public
Purposes. Under that law the land is $2.50 per acre to be restricted to this use only.
It amounts to a long-term lease actually. There was some discussion on the LaPine area
also, The two new Commissioners asked to look at all the lands talked about here today,
so arrangements will be made for them to tour. Discussion on Ingress & Egress (right
of way) was talked about also. Mr. Arrasmith said that they had a form to follow for
this and then it was sent to the department in the County so specified by the Board of
Commissioners. The Commissioners decided that both the Road Department and the Planning
Department should be notified of any such actions.

The Commissioners thanked the BLM for coming and said they would be in touch with
them after touring the lands.
