Chairman Shepard opened the meeting at 7:30 p.m. with all Commissioners present.
First item on the agenda was Robert Ricketts presented the Commissioners a packet
explaining just what an ombudsman program is. It would consist of one elected or
appointed individual appointed to the rural communities. Residents could get quick,
accurate information when they needed it, and if the particular area had a problem
then the ombudsman would act in their behalf. This would not limit citizens to access
of the Commissioners; they would not have to go through an ombusman if they chose not
to. In the long run, it could save you time and money having a program such as this.
Chairman Shepard and Commissioner Paulson agreed that this would be a good program to
have and will look into the matter to see what can be done.
Next on the agenda was Bill Mellin for the Millican Airport. The Oregon Sailplane
Assoc. wants to be able to use the Millican Airport facilities for their glide planes,
and they will be taking off over the Millican area. Mr. Mellin would like to have
some authority over this since all of Millican will be involved, and they do own 600
feet of this airstrip. The County has the other 2,000 feet. They will be taking off
to the northwest, which will bring them right over the top of the Millican store.
The airstrip is being used by Mr. Mellin and private planes that land there at different
times, What Mr. Mellin would like is to let the Sailplane do the improvements to the
area and yet keep control over where they can camp, etc. We really don't want to lease
it either. Commissioner Paulson said he didn't see how Mr. Mellin could have control
of the property without leasing. Chairman Shepard asked if the sailplanes could take
off in another direction, and Mr. Mellin said they probably wouldn't be able to, and
they are also worried about the safety of families in that area. Commissioner Young
suggested leasing to the Sailplane Assoc., and stipulating just what could be done in
that area. It should also contain a 30-day cancellation clause. Commissioner Paulson
said he though it looked like, by doing that, we would be encouraging the sailplane
group, and he didn't feel that this airstrip should be turned over to them.
Commissioner Paulson suggested responding the the Oregon Sailplane Assoc. and telling
them this is not feasible. Commissioner Young agreed but said he felt we should listen
to them too before making a final decision.
Next was discussion on a hearings officer appeal on a union. Don Farrier, Road Dept.,
had been in on trying to get a union, and Commissioner Young explained that the hearings
officer had decided it was not feasible to have the people in two different unions so
it now stands on appeal. Mr. Farrier felt he still had the right to negotiate with the
Commissioners, and it was explained that this matter had to be settled first. Mr.
Farrier said he would keep checking with the Commissioners.
Chairman Shepard brought up a letter from Roger Vlach, Asst. Dir. of Bend Metro Parks &
Recreation. He explained that Earth Week was coming up from April 15-21 and invited
the Commissioners to attend some of the meetings that will be going on during this time.

Next was a minor land partition. Commissioner Paulson made a motion to approve MP-79-30-
Commissioner Young seconded it. Commissioner Paulson voted aye, Commissioner Young voted
aye, and Chairman Shepard voted aye. Another minor partition was presented, and
Commissioner Young moved for approval of MP-78-185. Chairman Shepard seconded it.
Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted
aye. Next was a minor partition for C. B. Allen. Commissioner Young moved for approval
of MP-78-77. Commissioner Paulson seconded it. Commissioner Young voted aye, Commissioner
Paulson voted aye, and Chairman Shepard voted aye. Another minor partition was presented,
and Commissioner Young made a motion to approve MP-79-14, Thompson and Barton. Commissioner
Paulson seconded it. Commissioner Paulson voted aye, Commissioner Young voted aye, and
Chairman Shepard voted aye.
Chairman Shepard presented a Sewer Easement for signatures of the Board. Commissioner
Young moved to approve the Sewer Easement for a 20 foot wide strip of land through the
extremities of Lot One, Block Five, Hastings Addition to the City of Bend. Commissioner
Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and
Chairman Shepard voted aye.
Next was a Right-of-Way Easement for Pacific Power & Light. We are letting them cross
County land to provide the Rod & Gun Club with utilities. This benefits a social club
and not a subdivision, Louis Dvorak, explained. Commissioner Young moved for approval
of the Right-of-Way Easement. Commissioner Paulson seconded it. Commissioner Paulson
voted aye, Commissioner Young voted aye, and Chairman Shepard voted aye.
Commissioner Paulson presented a letter that had come in from the University of Puget
Sound from a person in law school who would like summer work on a work program. The
School would pick up 75% of her salary, and she would be working with the Planning
Department to evaluate the new ordinances we are working on. We will pay the rest of
her salary out of LCDC Fund. The Commissioners agreed this would be a good idea.
There being no further business this day, meeting was recessed at 8:30 p.m.
