March 8, 1979 - DAILY MINUTES
Chairman Shepard opened the meeting at 10:00 a.m. with all Commissioners present.
First on the agenda was Bill Monroe with fee schedule charges. Commissioner Young
commented that he felt this would affect the individual more than the developer and
was opposed to the increase in fees. Commissioner Paulson said he felt that some of
the increases were not in the correct proportion, and he agreed with Commissioner Young
that the homeowner should not suffer. Chairman Shepard said he felt there should be
some increase and the Commissioners are going to look further into this before making
a decision.
Next on the agenda was Eileen Donaldson for the United Senior Citizens of Bend. She
came to the Board asking if Legal Aid could get more funds and perhaps the Home Health
Dept. too, since they both provide services for those who cannot pay. Marvel Smith
explained that the Dial-A-Ride system was also in poor shape. The Commissioners asked
them to put together a budget to present when budget time comes up, and they said they
could do that.
Pat Graham, Director of the Child Care Council was next with her presentation for a
WIC (Women, Infants, and Children) program. She asked the Board to provide them with
approximately $6,000 to start this program initially. This amount would be reimbursed
by the State at a later time. The Commissioners agreed that it would be a worth-while
program, but were a bit hesitant about the amount since they have had problems getting
the money back. They said they would talk to Helen Rastovich, Treasurer, about this, and
also see if Helen Durant could budget this into fie budget for the 1979-80 fiscal year.
Next was Louis Selken, District Attorney, asking for a 10% merit increase for Sheri
Martin. He said that he had overlooked her review time and felt that she should be
paid this amount. She had been offered another job and he wanted to be able to pay
her as much as she was offered to start. Commissioner Paulson said he felt she should
not recieve more than the 5% merit increase, and made a motion to give Sheri Martin a
5% merit increase. Commissioner Young seconded it. Commissioner Young voted aye,
Commissioner Paulson voted aye, and Chairman Shepard voted NO.
Commissioner Young announced that Tuesday he will be prepared to rebut some of the
statements Kay Nelson made in her articles in The Bulletin.
There being no further business this day, meeting was recessed at 11:55 a.m.
