March 15, 1979 - DAILY MINUTES
Chairman Shepard opened the meeting at 10:00 a.m. with Commissioner Young and Chairman
Shepard present. Commissioner Paulson was absent. First item on the agenda was Harry
Henry with a problem of getting access to the back of his property. He explained that
the Road Dept. had sent a notice some time ago that this property was going to be
blocked off. This has been done, and now Mr. Henry has no way to get to the back of
his property. Commissioner Young said he thought the reason they had closed off these
accesses is that they had determined them to be illegal; however, both Chairman Shepard
and Commissioner Young said they would go out and look at Mr. Henry's property with the
Road Dept. and get him an access to this property.
Chairman Shepard brought up the fact that Bob Ciphers had been appointed to the Deschutes
County Extension Advisory Board but has not yet received a letter of official appointment.
Commissioner Young moved to officially appoint Bob Ciphers to the Deschutes County
Extension Advisory Board and send him a letter advising him of his appointment. Chairman
Shepard seconded it. Commissioner Young voted aye, and Chairman Shepard voted aye.
Next on the agenda were Ted and La Donna Moore, 61175 Larson Road, Bend. They came
before the new Commission to seek a possible way to stop the shooting that is going on
in the area north of Knott Pit off Arnold Market. Mr. Moore explained that he had been
before the previous Commission with this problem, but it has not gotten any better, and
this is turning into a very dangerous situation. He further explained that shooting is
going on most all the time now, and very often the shooting is toward the Moore's house.
There is livestock in the fields below, and shots have come close to them too. The
Moore's have called the Sheriff repeatedly trying to stop this shooting, and the Sheriff
has not written any of these people up, so naturally this continues to be a favorite
area for shooting. Commissioner Young said that he would start going out to this area
himself and try to get some of it stopped. Chairman Shepard said he would look into
trying to find another area for people to target practice and perhaps alleviate this
problem.
Oscar Bratton was next on the agenda with some turn-around documents. First was
Thomas. Lane. Commissioner Young made a motion to approve a merit increase to Thomas
Lane of the Assessor's Office. Ch.ai'rman Shepard seconded the motion. Commissioner
Young voted aye, and Chairman Shepard voted aye. Next Commissioner Young made a motion
to approve a merit increase for Robert Fischer of the Assessor' Office. Chairman
Shepard seconded the motion. Commissioner Young voted aye, and Chairman Shepard voted
aye.
Lucy mentioned that the phone company had done a survey on the new phone system they
installed for the County, and it is working very well; however, they mentioned that we
should probably have 3 more lines coming in to the courthouse. This could be done at a
minimal charge, and she will get more figures to present to the Board later.
There being no further business this day, meeting adjourned at 11:01 a.m.
