First item on the agenda was Chris Williams of Search and Rescue. He requested permission to sell the 1967 Lyn Coach 28-foot trailer for no less than $2500.00 by sealed bid on Saturday, May 12. They have purchased in it's place with volunteer funds a 1966 GMC Bus. He also requested that the money go back into the volunteer fund to off-set the purchase, painting, and rehabilitation of the bus. Commissioner Paulson moved to allow the sale as outlined contingent upon there being no problem with the funds going into the general fund. Commissioner Young seconded it. Commissioner Paulson voted aye, Commissioner Young voted aye, and Chairman Shepard voted aye. Next was Louis Dvorak, County Counsel, asking that the Board of Commissioners review the site plan of Starwood. This site plan had been denied by Gene Venn, Hearings Officer, on December 19, 1977, and was overturned by the Planning Commission on April 12, 1978. It appears that the Planning Commission approval is unlawful on this reversal, and Louis presented an Order for review by the Board of Commissioners of the site plan. Louis commented that this afternoon at 2 p.m. there was a pre-conference hearing to resolve legal standing and other matters. Brad Fancher explained a bit about this matter to the Commissioners saying that an application was made for a conditional use permit which was denied by Mr. Venn. It was appeals to the Planning Commission and they granted the conditional use permit. An appeal was then filed by some of the neighbors living in the area to the County Commissioners, and in July of last year that was dismissed based upon the finding that the appellants didn't have standing. Mr. Pickett had a conditional use permit then. He then filed the site plan covering a part of this, and also filed for a mobile home subdivision on a different part of the project that has to go through the Hearings Officer which is still being considered. Both of those moves were made by the applicant under the conditional use permit granted a year ago. Louis said that the conditional use was approved for a planned development subdivision with mobile homes and the site plan is for a mobile home park, which is a different use, and he suggested that the Commissioners have a review of this site plan. Commissioner Paulson moved to set the review date for the site plan on Starwood for May, 15, 1979, at 10 a.m. Chairman Shepard seconded it. Commissioner Paulson voted aye, Chairman Shepard voted aye, and Commissioner Young voted NO. Motion was carried. Next was John Glover asking to hire a new soil scientist. The Commissioners agreed that John could hire this person before a week or so before July 1 at a starting salary of $1408.00 per month. Next Louis Dvorak brought up the grazing lease with Bill Pruitt. Mr. Pruitt was asking for 20 A.U.M.'s on the land instead of the 14 the County proposed and he asked for unlimited grazing for his cattle in the winter. The Commissioners agreed to go ahead with the 20 A.U.M.'s and unlimited grazing from Oct. to March. Chairman Shepard brought up the fact that Clay Edwards and Charlie Chester had both resigned from the Central Oregon Regional Housing Authority and we needed to replace them. The Commissioners agreed there should be a press release typed up and then run in the paper asking for names to serve on the committee. BOARD OF COMMISSIONERS May 1, 1979 - DAILY MINUTES Page 2 Bill Monroe, Planning Director, was next and informed the Commissioners that they were looking into a land satellite program that would be of no cost to the County. He also brought up the fact that mileage for driving one's own car should be raised from 15 cents a mile to 20 cents a mile. The Commissioners said that there should be no reason to drive family cars, and Bill explained that many times the planning personnel have to drive their own cars to the night meetings and then be reimbursed. He also requested that some flexible dividers for Room A be purchased so the room can be divided and more efficiently used. Next he asked Craig Smith of the Planning Department to present the Commissioners with some information that he felt should be reviewed by them. He said he felt that they had not shown adquate need for these areas. Craig said that the Hearings Officer has not made his written decision at this time. Some of the areas were (1) A preliminary plat for Somerset, Phase II, requesting 42 five-acre lots (2) North of town off Rogers Road, a request for seven five-acre lots (3) Out of Sisters area, asking for four 40-acre parcels. The Commissioners agreed that they would rather wait and see what the Hearings Officer rules before deiciding if they want to review them. Bill said he had come concern about day care centers. Commissioner Paulson moved that day care be allowed inside the urban growth boundary as an outright use in all multi-family zones and commercial zones and as a conditional-use in a single family area with a site review. Commissioner Young seconded it. Commissioner Paulson voted aye, Commissioner Young voted aye, and Chairman Shepard voted aye. Next was a minor partition, and Commissioner Young moved for approval of MP-79-64. Commissioner Paulson seconded it. Commissioner Young voted aye, Commissioner Paulson voted aye, and Chairman Shepard voted aye.
