May 29, 1979 - DAILY MINUTES
Chairman Shepard opened the meeting at 10:00 a.m. with all Commissioners present.
First item on the agenda was Denver James of the Forest Service. Ron Ketchum was
also with Denver, and they came to the Commissioners to explain a bit about the
Resources Planning Act. Denver explained that this is actually a program whereby
the nation should look at all kinds of renewable resources that we have and then
decide how much to use. He said it would work on the order of budgeting. He
went on to explain that this act provides that the Forest Service survey range
and forest land and also private land with resources on it and then suggest what
could best be done with these lands. The Forest Service is now at the reassessment
time. Denver presented the Commissioners with a yellow book that contained all the
compilations. He went on to say that there is 1.6 billion acres of forest land in
the U. S.; that is approximately 2/3 of the U.S. is in forest and range land. Ron
Ketchum presented some charts that showed specifically what some of the programs
were and just exactly what alternatives were open to the Deschutes National Forest.
There were 15 selected issues, including such things as herbicides, energy sources,
non-industrial private forest lands, etc. Ron went on to explain some of the different
programs on wildlife, fish habitat improvement, grazing uses, and developed recreation.
Denver explained that the public comment would be taken up until June 8 and said any
comments from the Commissioners would be appreciated, and the Commissioners thanked
them for coming and keeping them up to date.
Next item on the agenda was Larry Heuttl, Road Dept. There had been some discussion
as to putting locking gas caps on County Cars and Larry had looked into the matter.
He said it would cost $9 average for each car which would amount to around $864 for
the departments and it would still be fairly easy for someone to get in the gas
tanks if they wanted to. The Commissioners discussed the matter, and it was decided
to ask Doug Maul to look into fencing the back part of the Annex parking lot off
since there is already lighting and it would be easier for the Sheriff's office to
watch it at night. This will be looked into and discussed again at a later date.
Bill Monroe brought up the Mtn. High subdivision and said he would need a decision
on this before long. Jan Ward is involved in this subdivision, and Commissioner
Paulson said he would like to have Louis Dvorak, County Counsel, in on the meeting
before any decision was made;. A meeting was set at 1:30 p.m. on May 30 with Bill,
Lynn McKibben, Road Dept., And the Commissioners for discussion on this matter.
Commissioner Paulson said he had checked into getting bike racks for the annex and
courthouse, and the cost would be $135 each. The Commissioners all agreed to go
ahead and get them.
Next were two final plats. Commissioner Paulson moved to approve final plat 46454,
Fountainbleau. Commissioner Young seconded it. Commissioner Paulson voted aye,
Commissioner Young voted aye, and Chairman Shepard voted aye. Next Commissioner
Paulson made a motion to approve final plat 46473, Glaze Meadows Homesite, 10th
Addition and the Maintenance Agreement. Commissioner Young seconded it. Commissioner
Paulson voted aye, Commissioner Young voted aye, and Chairman Shepard voted aye.
There being no further business this day, meeting was adjourned at 11:50 a.m.
